The City Council of the City of Lynwood met in an adjourned
session in the City Hall, 11330 Bullis Road, on the above
date at 6:00 p.m.
Mayor Henning in the chair.
Councilpersons Byork, Morris, Thompson, Wells, Henning answered
the roll call.
Also present were City Manager Gomez and City Clerk Hooper.
Mayor Henning stated the purpose of the meeting was to dis-
cuss the Water Modification Project, I-105 Century Project 24,
24-1 and 26.
Public Works Director J. Wang stated on June 17, 1986, Council
approved the project specifications and authorized staff to
advertise for bids. The bid opening was held July 3, 1986 in
the City Clerk's Office. The engineers estimate was $1,418,000.
This project is listed under the FY1986/87 CIP Schedule and is
funded 80o by Caltrans and 20% by the Water Fund. After Council
discussion,

It was moved by Councilperson Thompson, seconded by Council- Contract
person Morris, that the Resolution be adopted and award a contract award
to the lowest responsible bidder, Pascal and Ludwig Engineers Pascal F,
based on its bid of $2,026,429.50. Ludwig

INFORMATIONAL ITEMS:
City Manager stated word had been received from Mr. Jerry Goldberg ABCO
of ABCO Hardware, requesting setting up his own committee with Hardware
people he wants to talk with and Vicente Mas and Charles will
attend.
City Manager stated he will be out of the office July 10 and 11, CityrTana~
1986 attending the Independent Cities Association Conference. out of of~
Normally, Assistant to the City Manager, Don Fraser, would be in
charge, but he had requested Friday afternoon off, so Fire Chief
Ron Lathrope will be in charge.
City Manager stated in discussion at staff regarding graffiti, City Mana
each department head will take over an area each day and report graffiti
to Harold Mattoon. He then would assign the summer workers to
paint out the graffiti.
There was no further business, and it was moved by Councilperson
Wells, seconded by Councilperson Thompson and carried, to
adjourn to July 15, 1986 at 7:30 p.m.

the sale and use of any type of fireworks in the city except
city sanctioned public display and that the Ordinance be on
the Council Agenda at the second meeting in August.

Councilperson Wells stated that Ham Park really looks good now
C. Wells and feels staff needs to draft an Ordinance regarding graffiti ....
Ham Park to have a stiff penalty.
C. Morris Councilperson Morris stated July 16th is the city's 65th
city's 65th Birthday and invited everyone to stop by City Hall for
;birthday refreshments on that day.
''Mayor re Mayor Henning congratulated the Parks and Recreation Depart-
,park ment on how nice the park looks and that they are doing a
good job .
PUBLIC ORAL COMMUNICATIONS:
sEvelyn Leddy Evelyn Leddy, 4167 Agnes spoke regarding the city requiring
''alley imp a concrete slab in the alley behind her home. Requested
Council waive the requirement.
',Ken Swift Ken Swift, 11837 Louise, spoke regarding people using the
trash dumping area near his home to dump trash and dead animals. Also
spoke regarding the LLDC and Sheriff's Department.
'Francis Francis Navratil, 3686 Cedar, spoke regarding a resident
Navratil illegally parking a Recreational vehicle in their yard. In-
!.parking in quired as to what is being done with the property (Marmac'sl
.;yard on Cedar and Long Beach Blvd.
', C. Attny City Attorney stated the Fire Chief will be meeting with a
Marmac Propty developer and may be able to do something with the building.
A 3rd Trust Deed through the Agency may make it possible to
make something feasible out of the whole thing.
Rev. L. Coes Rev. Leonard Coes, 5516 Clark, spoke regarding sidewalk and
{sidewalk ~, curbing in front of his home needs repair due to water
{curbing standing and causing mosquitos. Also, trees in front have
bugs and the city needs to spray the trees.
Mayor Henning asked Public Works to investigate the problem.
.'Evelyn Leddy Evelyn Leddy, 4167 Agnes, questioned when she could expect
re waiver an answer from Council regarding waiver.
Mayor Henning stated Council was not going to waiver any
violations. Advised her to talk with the Public Works Depart-
ment.
There was no further business, and it was moved by Council-
person Wells, seconded by Councilperson Morris and carried,
to adjourn to August 5, 1986.
