Mayor Yu called the City Council Regular Meeting to order at 7:37p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

Pastor Calvin Hsu with Rock Mountain Baptist Church provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #169 provided a flag ceremony and led those present in the
Pledge of Allegiance.
5. CEREMONIAL MATTERS/PRESENTATIONS
A. PET OF THE MONTH
Cindy Rigney, President of the Board for San Gabriel Humane Society,
introduced the featured pet of the month "Damen". Those interested in
adopting him can call the San Gabriel Valley Humane Society at (626) 286-
1159.
B. MOSQUITO AND VECTOR CONTROL
Jason Famed, Public Information Officer for San Gabriel Valley Mosquito &
Vector Control District, provided an update on mosquito activities in the San
Gabriel Valley.

E. APPROVAL OF SECOND AMENDMENT TO THE AGREEMENT FOR USE

OF FACILITIES WITH TEMPLE CITY UNIFIED SCHOOL DISTRICT
The current Agreement for Use of Facilities with the Temple City Unified
School District was due to expire on June 30, 2016. The City and District
approved an amendment extending the term of the Agreement to August 19,
2016. The Second Amendment will further extend the term of the Agreement
to December 31 , 2016.
Action : Approved the Second Amendment to the
Agreement for Use of Facilities with Temple
City Unified School District for general facility
use, extending the term of the agreement to
December 31, 2016 .
F. ADOPTION OF RESOLUTION NO. 16-5191 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2015-16
The City Council is requested to adopt Resolution No. 16-5191 authorizing the
payment of bills.
Action: Adopted Resolution No. 16-5191 .
G. ADOPTION OF RESOLUTION NO. 16-5192 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2016-17
The City Council is requested to adopt Resolution No. 16-5192 authorizing the
payment of bills.

10. NEW BUSINESS
A. APPROVAL OF PLANS AND SPECIFICATIONS FOR FISCAL YEAR (FY)
2016-17 PAVEMENT REHABILITATION PROJECT (CIP NO. P1 3-02)
The City Council allocated $1.5 million in the FY 2016-17 City Budget for
pavement rehabilitation pursuant to the Pavement Management Program .
The proposed work includes slurry sealing all streets that qualify based on the
condition of the pavement as surveyed in the Pavement Management
Program and verified by the City Engineer, which includes approximately two

million square feet of pavement.
City Manager Cook gave a brief introduction on the 2016-17 Pavement
Rehabilitation Project.
Community Development Director Forbes provided a summary of the staff
report.
City Council made comments and asked questions regarding the pavement
rehabilitation project.
Mayor Yu opened public comments.
Steve Stafford, Temple City resident, expressed concerns about the water
companies damaging the newly slurried/paved streets when they start to
install new water meters.
Jerry Jambazian, Temple City business owner, asked questions regarding the
overall condition of the city streets.
Hearing no further request to speak, Mayor Yu closed public comments.
Councilmember Chavez made a motion to approve plans and specifications
for the FY 2016-17 Pavement Rehabilitation Project, Capital Improvement
Program (CI P) No . P13-02, and authorize staff to advertise the project for
bids; and approve the Environmental Assessment for the project by finding
the project categorically exempt from environmental review under the
California Environmental Quality Act (CEQA) pursuant to Section 15301 of
the State CEQA Gu idelines pertaining to minor alterations to existing public
facilities. Seconded by Mayor Pro Tem Sternquist and carried by the following
votes:

B. DISCUSSION REGARDING RECYCLING CENTER AT 9470 LAS TUNAS
DRIVE (RALPHS MARKET)
In 2000 the City approved the operation of a recycling center at the Ralphs
Market at 9470 Las Tunas Drive. Assembly Bill 2020, the "Bottle Bill ",
requires a recycling center to be located within a half-mile of every
supermarket. The City Council is requested to discuss this matter in

response to public complaints about the center.
Community Development Director Forbes provided a summary of the staff
report.
City Council made comments and asked questions regarding the recycling
center.
Mayor Yu opened public comments .
Steve Stafford, Lucy Liou and Cindy France, made comments regarding the
recycling center.
Hearing no furth er request to speak, Mayor Yu closed public comments.
Mayor Pro Tem Sternquist made a motion to receive and file the report and
directed staff to follow up regarding the concerns ra ised by City Council.

12. UPDATE FROM CITY MANAGER
City Manager Cook commented on the blood drive event, invited the public to the
tomorrow night's National Night Out, and reminded the public that concerts in the
park will continue through August. He shared that staff is continuing to work with
County on the library project and will try to bring an update to City Council in
September.

A. COUNCILMEMBER CHAVEZ
Congratulated the Temple City National (10 year old) All Star Baseball Team
on winning the Southern California State Championship and completing an
undefeated tournament schedule.
B. COUNCILMEMBER FISH
Invited the public to attend tomorrow's National Night Out and commented on
the Neighborhood Watch meeting she attended at the La Rosa Elementary
School.
C. COUNCILMEMBER MAN
Encouraged the neighborhood watch members to share issues and concerns
about the community with City Council during Council meetings.
D. MAYOR PROTEM STERNQUIST
Commented on active shooter training, announced upcoming educational
events provided by the Sanitation Districts of Los Angeles County, and shared
that the Air Quality Management District is hosting a lawn mower exchange
(gas to electric) on October 1 in Ontario. She also commented on rotating
power outages in the City.
