SUBJECT: TRAFFIC CONTROL MEASURES FOR ROSEMEAD BOULEVARD
FRONTAGE ROAD (WEST SIDE OF ROSEMEAD BLVD) AT SERENO
DRIVE
RECOMMENDATION:
The City Council is requested to adopt Resolution 16-5196 (Attachment "A") approving
the following traffic control measures for the Rosemead Boulevard frontage road (west
side of Rosemead Blvd) and directing staff to include a budget allocation for these
improvements as part of the first quarter budget adjustments for Fiscal Year 2016-17:
1. Installation of Northbound (NB)/Southbound (SB) stop control measures along the
west frontage road of Rosemead Boulevard opening at Sereno Drive, including
stop signs, stop pavement legends, and thermoplastic stop lines;
2. Installation of "Entering Traffic Does Not Stop" plaques underneath each stop sign ;
and
3. Installation of yellow center lines delineating travel lanes at the stop controls
approximately 50' from the opening.
BACKGROUND:
1. On April 26, 2016, staff received a request from a resident on Rosemead
Boulevard that the City consider installing stop signs on the west frontage road of
Rosemead Boulevard, where it intersects with Sereno Drive, in order to reduce the
risk of collisions between vehicles driving on the frontage road and those entering
from Rosemead Boulevard or Sereno Drive.
2. In May 2016, the City's contract traffic engineer (Transtech) conducted a traffic
review and collected accident data for the west frontage road of Rosemead
Boulevard where it intersects with Sereno Drive.

3. On May 24, 2016, Transtech prepared a memo presenting the results of their
study (Attachment "B").
4. On June 22, 2016, the Transportation and Public Safety Commission reviewed the
traffic study prepared by Transtech and recommended that it be brought before
the City Council for review and approval.
ANALYSIS:
The following is a summary of the traffic study for the Rosemead Boulevard frontage
road that was reviewed by the Transportation and Public Safety Commission on June
22, 2016. Per Section 2-6E-7 of the Temple City Municipal Code, the Transportation
and Public Safety Commission "shall receive and investigate citizen complaints
pertaining to vehicular traffic and pedestrian safety concerns, and when deemed
necessary by the commission, report the commission's findings and recommendations
to the City Council." The Commission is recommending that the City Council approve
the recommended measures, which are described in a memo prepared by Transtech.
Below are the details about the data collected and their findings and recommendations:
• The Rosemead Boulevard frontage road at Sereno Drive (west side of
Rosemead Boulevard) is approximately 34 feet wide with parking allowed on
both sides of the street. Parking in this area is moderate to heavy, due to the
adjacent multi-unit apartments and condos.
• There are no existing traffic control measures on the west frontage road at the
intersection with Sereno Drive. However, the nearby intersection with Pentand
Street is signalized with crosswalks on all legs, and stop signs on the north and
south sides of that intersection.
• Between 2011 and 2016 there were five collisions reported at the intersection of
Rosemead Boulevard and Sereno Drive; only one collision involved the frontage
road on the west side of Rosemead Boulevard .
• The California Manual of Uniform Traffic Control Devices (M UTCD) provides
criteria for placement of stop control devices in intersections. The intersection of
Rosemead Boulevard and Sereno Drive meets this criteria.
After considering the existing roadway conditions and operations, Transtech
recommends that the following traffic calming measures be implemented:
• Installation of NB/SB stop control measures along the west frontage road of
Rosemead Boulevard opening at Sereno Drive, including stop signs, stop
pavement legends, and thermoplastic stop lines;
• Installation of "Entering Traffic Does Not Stop" plaques underneath each stop
sign; and

• Installation of yellow center lines delineating travel lanes at the stop controls
approximately 50' from the opening.
The west frontage road of Rosemead Boulevard does not currently have any traffic
control measures where it intersects with Sereno Drive. Due to the large number of
parked cars along this street and the lack of traffic control measures, the recommended
measures should reduce the risk of a traffic collision between vehicles entering and
driving on the frontage road . The recommended improvements will have to be
coordinated with the County of Los Angeles, since a portion of the frontage road lies
within the County's jurisdiction.
CITY STRATEGIC GOALS:
Installation of the traffic control measures for the Rosemead Boulevard frontage road
(west side of Rosemead Blvd) furthers the City's Strateg ic Goal of Public Health and
Safety.
FISCAL IMPACT:
Transtech estimates that the cost to install the stop signs, pavement legends, plaq ues,
and thermoplastic lines is about $3,500. Funding for these improvements is not
identified in the Fiscal Year 2016-17 City Budget. If approved , staff will include a budget
allocation fo r these improvements as part of the first quarter budget adjustments for
Fiscal Year 2016-17.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY APPROVING TRAFFIC CONTROL MEASURES FOR THE
ROSEMEAD BOULEVARD FRONTAGE ROAD (WEST SIDE OF
ROSEMEAD BLVD) AND DIRECTING STAFF TO INCLUDE A BUDGET
ALLOCATION FOR THESE IMPROVEMENTS AS PART OF THE FIRST
QUARTER BUDGET ADJUSTMENTS FOR FISCAL YEAR 2016-17.
WHEREAS, in May 2016, at the request of a member of the public, the City's contract traffic
engineer conducted a traffic review and collected accident data for the west frontage road of Rosemead
Boulevard where it intersects with Sereno Drive and determined that traffic control measures were
warranted; and
WHEREAS, the traffic control measures have undergone review and approval by the
Transportation and Public Safety Commission at its regularly held meeting on June 22, 2016; and
WHEREAS, the traffic control measures will help ensure the safety of motorists and pedestrians
by helping to prevent possible traffic collisions at the intersection of the west frontage road of Rosemead
Blvd and Sereno Drive.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE AND
ORDER AS FOLLOWS:
SECTION 1. The City Council hereby approves the implementation of the following traffic control
measures for the Rosemead Boulevard Frontage Road (west side of Rosemead Blvd) and directs staff to
include a budget allocation for these improvements as part of the first quarter budget adjustments for fiscal
year 2016-17:
a) Installation of North Bound (NB)/South Bound (SB) stop control measures along the west
frontage road of Rosemead Boulevard opening at Sereno Drive, including stop signs, stop
pavement legends, and thermoplastic stop lines;

ROAD OPENING AT SERENO DRIVE (WEST SIDE OF ROSEMEAD BOULEVARD)
INTRODUCTION
On behalf of the City of Temple City, Transtech staff has completed a traffic review to evaluate a
resident request along the Rosemead Boulevard frontage road opening at Sereno Drive on the
west side of Rosemead Boulevard. A resident reported to the City that vehicles are double
parking on the frontage road. The resident also indicated that they recently had an accident while
turning onto the frontage road from Rosemead Boulevard because of the way cars were parked
and driving on the street. The resident felt that stop signs at the frontage road opening at Sereno
Drive (west side of Rosemead Boulevard) would reduce the chances of a car driving on the wrong
side of the road or not noticing cars entering from Rosemead Boulevard and colliding with a car
traveling on the frontage road. Please refer to Figure 1 below for the request location.

EXISTING CONDITIONS
The Rosemea d Boulevard frontage road at the Sereno Drive opening (west side of Rosemead
Boulevard) is approximately 34 feet wide with parking allowed on both sides except during street
sweeping days. Parking is prohibited on city streets between 2:00a.m. and 5:00a.m. without a
permit. Parking in this area is moderate to heavy. There are no existing striped lanes. This area
has several multi-unit apartment complexes and condos along the frontage road. The frontage
road itself is separated by a curbed land sca ped median from the bike lanes and Rosemead
Boulevard arterial. There are sidewalks on both sides of the road.
There are two entrances from the frontage road onto Rosemead Boulevard. One of them is at
Sereno Drive, where there is no existing traffic control device at the opening leading onto
Rosemead Boulevard. The second entrance from the frontage road onto Rosemead Boulevard is
via Pentland Street. This location is a signalized intersection with crosswalks in all legs. There is
also N/S stop control along the frontage road leading to the intersection. The two locations are
approximately 770 feet apart.
Figure 2 below shows an aerial view of existing conditions at the location. Figures 3, 4 and 5 on
the following pages shows a close up aerial view and photos of the location at Sereno Drive.

Rosemead Boulevard is considered a primary arterial (State Highway) in the City's Circulation
Element as part of the General Plan. The function of a primary arterial is to move regional and
local traffic through one part of the City to another. This street is designed to carry a significa nt
amount of traffic with limited access, few driveways, with a mix of land use including large and
small businesses and multi-family uses, with a goal of keeping through traffic off smaller
residential or local streets. Rosemead Boulevard was recently improved to a "Complete Street",
which included raised median islands and buffered bike lanes.
Rosemead Boulevard has two travel lanes in each direction with sporadic parking on both sides
of the street. Approximately 35,000 vehicles travel along the Rosemead Boulevard corridor each
day. The entire length of Rosemead Boulevard has a posted speed limit of 40 mph. This was set
by an Engineering and Traffic Survey (E& TS) completed in 2008. The speed limits in adjacent
jurisdictions (County of Los Angeles on the north and City of Rosemead on the south) also have
a posted speed limit of 40 mph.
ACCIDENT DATA
An accident investigation was conducted using data available for the last 5 years from the
computerized accident records system maintained by t he State of California Statewide Integrated
Traffic Records System (SWITRS). The accident investigation included accidents reported along
Rosemead Boulevard at Sereno Drive. The investigation found that there were 5 total reported

accidents recorded near the subject location over a 5-year period {2011 to 2016 available data).
Of these accidents there was 1 bicycle related collision in 201 5 which involved a WB right turning
vehicle hitting a NB through bicyclist at Sereno Drive and Rosemead Bou levard which resulted in
property damage only {PDO). It appeared that only one of the accidents involved the frontage
road traffic on the west si de of Rosemea d Boulevard.

PURPOSE OF STOP CONTROL
The criteria for placement of all-way stop control is set by the California Manual of Uniform Traffic
Control Devices (CAMUTCD). The City ofTemple City follows State policies including the California
Vehicle Code (CVC) and the California M anual of Uniform Traffic Control Devices (CAMUTCD),
which cover all aspects of the placement, construction and maintenance of official traffic control
devices.
Criteria that may be co nsidered for STOP sign installation based on an engineering study include:
• The need to control left turn conflict
• The need to control vehicle/pedestrian conflicts near locations generating high
pedestrian volumes

• Locations where a road user, after stopping cannot see conflicting traffic and is not able
to safely negotiate the intersection unless conflicting traffic is also required to stop.
• An intersection of two residential neighborhood collector {through) streets of similar
design and operating characteristics where multiway stop control would improve traffic
operational characteristics of the intersection.
Per CAMUTCD Section 28.04 Right-of-Way at Intersections, state or local laws written in
accordance with the "Uniform Vehicle Code" {see Section 1A.11) establish the right-of-way rule
at intersections having no regulatory traffic control signs such that the driver of a vehicle
approaching an intersection must yield the right-of-way to any vehicle or pedestrian already in
the intersection.
The right-of-way can be modified at through streets or highways by placi ng STOP {Rl-1) signs on
one or more approaches. Engineering judgment should be used t o establish intersection control.
STOP signs should not be used for speed control. In most cases, the roadway carrying t he lowest
volume of traffic should be controlled. STOP signs should not be installed on the higher volume
roadway unless justified by an engineering study.
STOP signs should be used at an intersection if one or more of the following conditions exist:
• An intersection of a less important road with a main road w here application of the normal
right-of-way rule would not be expected to provide reasonable compliance with the law;
•

A street entering a designated through highway or street; and/or
An unsignalize d intersection in a signalized area .

RECOMMENDATIONS
After careful review of existing roadway conditions and operations, engineering staff has
determined that NB and SB stop signs with a 50-foot center ye llow line should be installed along
the frontage road where it has the opening at Sereno Drive onto Rosemead Boulevard. These
new conditions w ill match t he existing co nditions south at the opening at Pentland Street from
the frontage road. A portion of the frontage road is in the County of Los Angeles's jurisdiction.
The recom men ded improvements will have to be coordinated with the County before
implementation. Th ese measures will assign right-of-way to side street users (STOP signs) and
the single yellow stripe will help keep vehicles on the correct sides of the stree t.
