ADJOURNED REGULAR MEETING DECEMBER 8, 1986
The Lynwood City Council met in an adjourned meeting in the
City Hall, 11330 Bullis Road, on the above date at 5:00 p.m.
Mayor Wells in the chair.
Councilpersons Henning, Morris, Richards and Wells answered
the roll call. Councilperson Byork absent due to illness.
Also present were City Manager Gomez and City Attorney Yeager.
SCHEDULED MATTERS
City Manager Gomez stated that Western Waste is asking for an
increase in waste collection fees.
William Goodike of Western Waste presented Council with a brief
history as to the reason for an increase and the reQuest for
an Evergreen Contract. Western Waste has not had an increase
since January 1985. He states that 18 months ago they were
paying $3.75 per ton to dump trash. It is now $10.00 average
per ton .
Councilperson Richards states he is inclined to go with a longer
term contract to have lower rates.
Councilperson Richards moved it back to staff with possibility
of longer term agreement with the city to have low rates.
Councilperson Morris seconded.
City Attorney Yeager stated he thinks Council is about to give
us direction and asked for discussion about this. Further
states before taking action 6.7o increase, we can negotiate
an increase. It would be useful to have a firm decision
-- (the Evergreen decision) where the hauler gets a five year
notice of cancellation, but is negotiated every year.
The good reason for Evergreen is that it permits Western Waste
to invest in expensive items such as new trucks. The dis-
advantage being that you are locked in for a long time.
Councilperson Henning states that Western Waste has a lot of
money invested in the city including Miss Lynwood Scholarship,
Block Watches and cleanup.
Councilperson Morris states on this item, what would be wrong
with having a staff give us information on the Evergreen
contract as opposed with a long term agreement. City Attorney
Yeager stated in order to do this right, staff must collect
more data and what the real rate is now, to generate data for
January meeting.
After Council discussion, by general consent of Council,
Mayor Wells asked that staff have a report for January meeting
for further study.
It was moved by Councilperson Richards, seconded by Council-
person Morris to direct staff to negotiate revision to the
contract in an effort to stabilize rates over a longer haul,
`~ so to speak, and to report with specific recommendations, and
approve the minimal increase of 6.7%.
It was moved by Councilperson Richards,•seconded by Council-
person Morris to approve the foregoing motion.

Public Request for approval of Assistant Public Works Director and
works Dir.Garage Supervisor positions. City Manager Gomez states the
& Garage salaries were not quoted in the item in terms of the level.
Suprvsr. There are 2 eliminated supervisors of the garage. As far as
Positions the impact of the budget, we come up to $14,000.00 We did
not look at the whole package.
Res. No. Resolution No. 86-158 entitled: "A RESOLUTION OF THE CITY
86-158 COUNCIL OF THE CITY OF LYNWOOD AMENDING THE CLASSIFICATION
PLAN AND MANAGEMENT SALARY SCHEDULE TO INCLUDE THE POSITIONS
OF ASSISTANT DIRECTOR OF PUBLIC WORKS AND EQUIPMENT REPAIR
SUPERVISOR", was presented.
It was moved by Councilperson Morris, seconded by Councilperson
Henning that the resolution be adopted.

Equip. forSgt. Carrandine of the Los Angeles Sheriff's Department spoke
Sheriff requesting waiver of formal bidding for equipment and uniforms
Dept. for Sheriff's Athletic Program.

It was moved by Councilperson Henning and seconded by Council-
person Morris to waive formal bidding.

Criminal Mr. Edmonds of the Los Angeles County Sheriff's Department
Justice spoke in regards to a Criminal Justice Center at the northwest
Center corner of Alameda and Imperial Highway. He states that because
of the area and for present physical statutes, we could combine
both Lynwood and Firestone stations together making this the
largest station in the county. There would be a jail facility
and an arraignment court. The jail complex monies would be
coming to us through a bond issue, about $162,000,000.00 to
the county. States that it must be under construction within
the next 3 years. It is estimated to cost $100,006,000.00.
Must make decision quickly to meet financing requirements.
There would be more job opportunities. It would also be an
environmental process, traffic flow, residential buffers.
Sheriff's station enhance the development around them, also
law enforcement stability.
After further Council discussion, it was decided that Mr. Edmonds
will have a report for Council next day.
City Manager Gomez was instructed to bring Council with
ordinance on controls of liquor establishments for information
only.
Gospel City Clerk Hooper asked for a walk on special permit for a
March for Gospel March by Century Christian Center to walk one mile on
Century December 13, 1986.

Center It was moved by Councilperson Henning, seconded by Councilperson
Morris that this special permit be approved.
City C1rk.Councilperson Richards states regarding the salaries of City
& City Clerk and City Treasurer. City Clerk raised to $1500.00
Treasur. per month, and City Treasurer $400.00 raise per month.

It was moved by Councilperson Richards, seconded by Councilperson
Henning that they waive reading and introduce the ordinance,
and staff return with a resolution and duties for special

compensation pay of $100.00 for the City Treasurer.

Councilperson Richards states that an ordinance passed by the
City of Los Angeles in selling of alcohol beverages. Would
like for staff to check.
It was moved by Councilperson Henning, seconded-by Councilperson
Morris that the meeting be adjourned to December 16, 1986.
