SUBJECT: CONVERSION OF CITY-OWNED PUBLIC PARKING LOT FROM ALL-
DAY PARKING TO TWO-HOUR TIME RESTRICTED PARKING
RECOMMENDATION:
The City Council is requested to adopt Resolution 16-5197 (Attachment "A") approving
the conversion of the City-owned parking lot on Temple City Boulevard south of Las
Tunas Drive (District Lot 3) from unrestricted all-day parking to two-hour time restricted
parking.
BACKGROUND:
1. In November 2012, the City completed the Comprehensive Downtown Parking
Strategic Plan. The plan looked at parking demand, supply, and management
strategies for the downtown area along Las Tunas Drive. As noted in the plan , one
of the issues raised by the public at the time the study was being prepared was the
need for additional time restricted parking on the south side of Las Tunas Drive
between Temple City Boulevard and Camellia Avenue, and specifically for
customers of A Golden House restaurant located at 9608 Las Tunas Drive.
2. In 2015 and 2016, the owner of A Golden House restaurant contacted staff and
reiterated the need for additional time restricted parking to serve her customers.
3. On June 22, 2016, the Transportation and Public Safety Commission recommended
changing the three northernmost rows of parking in District Lot 3 to 2-hour restricted
and retaining the southernmost row of parking as unrestricted all-day. The
Commission directed staff to bring this proposed change to the City Council for
review and approval and to conduct outreach to the adjacent businesses about the
proposed changes.
4. On August 4, 2016, notices were mailed to all the businesses within the 9600 block
of Las Tunas Drive and the 5800 block of Temple City Blvd notifying them of the
City Council

proposed changes to District Lot 3 and inviting them to attend the City Council
meeting on August 16, 2016.
ANALYSIS:
District Lot 3 on Temple City Boulevard provides public parking for the south side of Las
Tunas Drive between Temple City Boulevard and Camellia Avenue. The lot contains
66 parking spaces for public use. The 30 spaces in the northern half of the lot are time
restricted for two-hour parking. The 36 spaces in the southern half of the lot are not
time restricted and are available for all-day parking . Staff has anecdotally observed that
the majority of people parking in the all-day section of the lot are employees of
businesses along Las Tunas Drive and Temple City Boulevard . Most of the vehicles
are parked in the lot all day, or most of the day.
All of the City-owned public parking lots on the south side of Las Tunas Drive include
some time restricted two-hour spaces and some unrestricted all-day spaces. This
arrangement is intended to provide a balance of parking for customers and employees.
Attachment "B" is a map of all downtown parking lots and their time restrictions. The
Comprehensive Downtown Parking Strategic Plan does not include any specific
recommendations related to District Lot 3. However, the plan generally notes that in
some areas there are mismatches between the supply and demand of customer versus
employee parking, and that in general it is preferable for employee parking to be
located further away from the stores and restaurants to allow for additional customer
parking closer to the destinations.
At the June 22, 2016, Transportation and Public Safety Commission Meeting, the
Commission recommended changing the three northernmost rows of parking in District
Lot 3 to 2-hour restricted (48 parking spaces) and retaining the southernmost row of
parking as unrestricted all-day (18 parking spaces). This was a modification to staff's
original proposal to convert all of District Lot 3 to time restricted two-hour parking. The
Commission believed this would help provide additional customer parking, while at the
same time providing spaces for employees to park in District Lot 3. Converting all of
District Lot 3 to 2-hour restricted parking provides the greatest number of time restricted
parking spaces and will avoid causing confusion to motorists by giving the entire lot a
single time designation instead of two different designations, which is more consistent
with the goal of providing customer parking nearest to retail and commercial
establishments.
Converting all of District Lot 3 to time restricted two-hour parking would require
employees to park at other locations. District Lot 7 A on Primrose Avenue north of Las
Tunas drive contains 54 spaces available for all-day parking. This parking lot is
underutilized , with many open spaces throughout the day. Early conceptual plans for a
proposed public parking lot on the former mortuary site at the northeast corner of
Temple City Boulevard and Workman Avenue show that the property could provide up
to 27 public parking spaces. Pending City Council approval, construction on that lot is

expected to begin later this year. Both of these lots are viable alternatives to District Lot
3 for employee parking.
A potential side effect of converting District Lot 3 to time restricted parking is that some
employees may opt to park on the street. While adequate alternative parking is
available in District Lot 7 A on Primrose Avenue, and additional parking will soon be
available at the former mortuary site, these locations are further away from the
businesses along Las Tunas Drive.
Converting District Lot 3 as proposed would be reviewed again, pending an update of
the Comprehensive Downtown Parking Strategic Plan and implementation of a more
comprehensive parking management strategy for the downtown area. The best solution
over the long term is to implement a more comprehensive parking management
strategy that could provide additional parking controls and/or incentives for employees
to park in designated lots. Staff has allocated funds in the Fiscal Year 2016-17 City
Budget to update the plan and anticipates completing the update in early 2017.
CITY STRATEGIC GOALS:
Approval of the City-owned parking lot on Temple City Boulevard furthers the City's
Strategic Goals of Public Health and Safety, Quality of Life, and Economic
Development.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year 2016-17 City Budget. Changing
the signs in the parking lot would be a minimal cost and funds are available in the
budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY APPROVING THE CONVERSION OF THE CITY-OWNED
PARKING LOT ON TEMPLE CITY BOULEVARD SOUTH OF LAS
TUNAS DRIVE (DISTRICT LOT 3) FROM UNRESTRICTED ALL-DAY
PARKING TO TWO-HOUR TIME RESTRICTED PARKING.
WHEREAS, in November 2012, the City completed the Comprehensive Downtown Parking
Strategic Plan, which looked at parking demand, supply, and management strategies for the downtown area
along Las Tunas Drive; and
WHEREAS, one of the issues noted in the Comprehensive Downtown Parking Strategic Plan was
the need for additional time restricted parking on the south side of Las Tunas Drive between Temple City
Boulevard and Camellia Avenue; and
WHEREAS, between 2014 and 2015 the city has continued to receive requests for additional
time restricted parking in the above mentioned parking lot; and
WHEREAS, on June 22, 2016, the Transportation and Public Safety Commission recommended
that the City Council consider changing the time designation in District Lot 3 to increase the number of 2-
hour time restricted parking spaces in the parking lot.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE AND
ORDER AS FOLLOWS:
SECTION 1. The City Counci l hereby approves the conversion of District Lot 3 from unrestricted all
day parking to 2-hour time restricted parking.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
