THE CITY OF RICHMOND, INDIANA, MAY 26, 2011
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, May 26, 2011, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson and Tony
Foster. Also attending were Assistant City Attorney Kim Vessels, Sergeant Curtis Leverton and
Gerald Sowah.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that two board members and
legal counsel were present
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the May 19, 2011 meeting.
Foster moved to approve with a second by Robinson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment in the amount of
$136,629.08. Foster moved to approve with a second by Robinson. The motion was
unanimously passed.
HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Sergeant Curtis
Leverton for the approval of three Handicapped Parking Sign renewals. They are as
follows:
1. 200 South 6th Street for Bethel AME Church
2. 736 South 6th Street for Mary L. Jeffers
3. 42 South 19th Street for Shirley Kehlenbrink
Foster moved to approve with a second by Robinson. The motion was unanimously
passed.

REQUEST FOR QUALIFICATIONS
A. Robinson brought to the board a Request for Qualifications opening for the
Neighborhood Stabilization Project for the Construction Manager. Those are as
follows:
1. Whitewater Construction
2. Crane Inc
B. Robinson brought to the board a Request for Qualifications opening for the
Neighborhood Stabilization Project for the Grant Administrator. There was only one
submitted from Star Development.
C. Robinson brought to the board a Request for Qualifications opening for the
Neighborhood Stabilization Project for the Housing Counselor. There was only one
submitted from Beth Fields.
D. Robinson brought to the board a Request for Qualifications opening for the
Neighborhood Stabilization Project for the Realtor. Those are as follows:
1. Pamela Passmore Properties
2. Max Whorlend from Lingle Real Estate
3. Donna Spears from Lingle Real Estate
REQUEST FOR QUOTES
A. Robinson brought to the board a Request for Quotes opening for the Neighborhood
Stabilization Project for the Appraiser. Those are as follows:
1. Dickman Appraisal Service - $300.00 per appraisal
2. Richard Lee Appraiser - $250.00 per unit
B. Robinson brought to the board a Request for Quotes opening for the Neighborhood
Stabilization Project for the Title Company. There was one submitted by Premier
Title Services with their fees being $65.00 per search plus Wayne County Recording
fees.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
