FINANCE TO PROVIDE URBAN PLIaNNING ASSISTANCE AS MAY BE PROVIDED BY THE URBAN RENEWAL ADMINISTRATION. WHEREAS, the City of Lynwood desires to provide for a planning study contributing to an over-all program.for future � community development, the preservation of community values, the prevention of cond.itions tending to cause urban blight, and the promotion of the general health, safety, and. welfare of its citizens, a nd. WHEREAS, the State Department of Finance, under authority of Chapter 33, Statutes 1956 First Extraordinary Session, may pro- vid.e planning assistance for such a program and receive financial assistance from the Urban Rnewal Administration, as authorized by Section 701 of the Housing Act of 1954 (Public Laws, 83rd Congress), now, therefore, be it RESOLVED, that the City Council of the City of Lynwood hereby requests the State Department of Finance to provide planning assistance under authority of Chapter 33, Statutes 1956 First Extra- ord.inary Session, with such financial assistance as may be provided by the Urban Renewal Administration, under authority of Section 701 of the Housing Act of 1954 (Public Laws 860, 83rd Congress). That such planning assistance is more particularly d.escribed in a project description that is attached and made a part of this resolution as if fully set forth herein. THAT, the City Council of the City of Lynwood., subject to approval of such planning assistance by the State and Federal authorities, hereby authorizes: (a) payment to the State Department of Finance of a sum not to exceed $7,500.00 and, (b) use of personnel of the City of Lynwood for technical -1- assistance in this project, which assistance has an estimated value of $7,500.00. THAT, the total estimated cost of the City of LynwoodT's project as planned is $30,000.00. THAT, the Mayor of the City of Lynwood be, and he is hereby authorized. and empowered to execute in the name of the City all neces- sary contracts and agreements to implement and carry out the purposes specified in this resolution. Proiect Description The nature and purpose of the planning work to be performed is outlined in the attached submission from Charles B. Ben- nett and Associates, Consultante. The complete planning program will involve two phases: (1) Research, and (2) the precise CompreYiensive General Plan. Eighteen months will be required to accomplish the planning program. The first portion of the program will be devoted to the fact-finding necessary to the General Plan, and will , include a thorough examination of Lynwood and its area of in- fluenco, its busineus, industries and community facilities. FolTowin� this, the General Plan will be developed. The proposed planning program is one based upon the full working cooperation between the City and Consultant. The research studies and the General Plan will be developed by the Consultant in continuous consultation with the Planning Corrunission, City Council� City Departments, and Citizen • Groups. The plan must be founded on the �eneral acceptance � of the community to be meaningful in guiding the future of the City.of Lynwood. There£or, public relations will be I stressed throughout the development of the pro$ram. II. Outline of Community Planning Program , The proposed work will provide the City with its first com- plete and comprehensive general plan frcm which guide lines for future growth may be drawn. Fxisting elements of the com- � prehensive plan will be updated and correlated in order to in- ' sure a balanced planning effort. III. Relationship to Federal Interests � The City has prepared a Workable Program for IIrban Renewal wkiich wAS cortified by the Federal Housing and Home Finance , Administration in November, 1959. The proposed comprehensive general plan will not only satisfy federal requirements con- ; tained in Part II of the Workable Program, but will facili- tate the study of areas which may require redevelopment or ; other urban renewal action. Planning Work Completed Prior to Project The City maintains maps and plans depicting the existing: A, Comprehensive thoroughfare and master highway system as approved by the Los Angeles Regional Planning Commission. B. 'Water and Sewer systems; C. Comprehensive Zoning and Fire Zone maps, D. Community £aciliti'es map including public tran- sportation, E. Estimated population density map.based upon building and water department recorda. V. Future Planning Anticipated .
