For those employees under the ba.sic fiue salary plan, the beginning salary shall be at Step "A" or the lowest salary shown. How- eve:, where circumstances so war�rant, appointment may be made at other than the first step, or after appointment, an intermediate step may be skipped when recommended by the City Ma.nager, Increases throughout the remainder of the steps shall be given upon recommendation of the department head and a.pproval of the City Mana.ger until the highest or top step is reached. The effective date of the first step raise shall be the lst or 16th of the month next succeeding six months from the date oi' original _., appointment. Succeeding step raises shall be at six month intervals £rom the effective date of the first step raise. The City does not pay for overtime work except for off-duty court time by police cf'ficers below the rar�k of Lieutenant, However, when over- time work is necessary, such overtime may be compensated for by time of'£ at the discretion of the department head. Of£-duty court time shall be compensated for at the rate of �3.00 per hour up to a ma:cimum of 30 hours for each six month period. Hours in excess of 30 hours per period may not be carried over to the succeeding six month period. The first period shall begin July 1, 1960, but thereafter shall regularly commence on June 1, and end Dlovember 30, beginning anew on December l, and ending May 31. The Police Chief shall furnish the City Mana.ger monthly .reports showing the distribution of° such overtime. Section 3 . Premium p�.y is allowable for completed courses of araproved sub,jects s.t accredited echools and is fixed at �1,00 per month for ea.ch semester hour of work s�.tisP�.ctorily completed by the employee. Maximum premium pay is fixed at $20.00 �ner month, A semestAr hour i� de£ined as one hour of clsssroom work per week f'or one aeme:�ter or 18 weeks, plus necessary outaide atudy.
