HomeMy Public PortalAboutM 1987-01-12 - CC_sp288 SPECIAL MEETING JANUARY 12, 1987 The City Council of the City of Lynwood met in a special session in the City Hall, 11330 Bullis Road on the above date at 5:30 p.m. Mayor Richards in the chair. Councilpersons Byork, Henning, Morris, Wells, Richards answered the roll call. Also present were City Manager~Gomez, and City Attorney Yeager. PUBLIC ORAL COMMUNICATION Willie Curry, President of NAACP stated the reason for his NAACP attending this meeting is that the NAACP received a request regarding from Mr. Handy, a firefighter. Mr. Handy is presently employed Mr. Handy by the Houston Fire Department. Stated that he could appreciate efforts to correct the flaws that existed. The affirmative action was not functioning at the time of his application. The Lynwood Fire Department does not employ any black firefighters. Stated we feel Mr. Handy should not be punished. The Civil Rights have been paid by such people as Martin Luther King. Whether you take any action on this, we look favorably that something be done for people in the future. Public orals were closed. City Manager explained and summarized staff's recommendations in regards to Western Waste. William Goodike, Western Waste, explained they are willing to Western work with city and defer any rate increase for 18 months but Waste mould Like to come before Council if landfill fees go up beyond Contrac - 50~ per ton. .After Council discussion, it was moved by Councilperson Morris, Western seconded by Councilperson Wells to approve contract starting waste January 1, 1987 for $2.00 across the board increase Evergreen Fees contract, 2 bin roll-off per month, $4.00 commercial bins and $2.00 & no review of increase over 12 months. $4.00 ROLL CALL: Ayes: Councilpersons Byork, Henning, Morris, Wells, Richards Noes: None Absent: None City Attorney stated he would draft resolution to cover the above points in regards to Western Waste. City Manager stated during the construction of this project many cal conflicts between existing utility lines and the proposed water Trans system have been encountered. Cal Trans will pay 79% of this cost and the city pays 21o from the water fund. Public Works Director Joe Wang stated the large number of utility Utilit conflicts are due to overlapping schedules of utility relocations within the 1-105 freeway corridor and the lack of information on Lines Centur the alignment and elevation of the older existing utility lines. Freewa A presentation was made by Steve Caril, Cal Trans Utility Coordinator defending the increase request. Stated that when his company made the low bid, there were no detailed plans, otherwise the bids Cal would have been higher. Secondly, 15% of this increase is to Trans relocate the water lines, will be a city's cost. The city is Rate paying for upgrading the system. If .this increase is not approved Increa there will probably be a 6 month delay in the freeway project. 289 Bsz After Council discussion, it was moved by Councilperson Byork, consult. seconded by Councilperson Morris that the City Council approve addition.the amendment to the contract with BSI Consultants, Inc. for fee additional contract engineering, administration and inspection for the water system relocation project (5-5061) and to increase the contract by $45,956.00. ROLL CALL: des: Councilpersons Noes: Councilpersons Absent: None Byork, Morris, Richards Wells, Henning Fire City Manager Gomez explained that the firefighter training issue Fighter is brought back to this meeting for Council to approve the program Training in concept and direct staff to return with a detailed report Program including costs, and starting dates. Councilperson Henning stated he felt this proposal was premature due to where is the funding coming .from, what is it trying to say and do and etc. Councilperson Byork, Councilperson Morris and Councilperson Wells agreed the proposal was good but needed more information in regards to cost, plans and dates. Mayor Richards spoke in regards to the proposal and of the 3-tiered program. It would include a minimum of $500.00 for each participant and 25 scholarships plus on-the-job training - persons working 20-30 hours per week become certified firefighters. No one can just walk off the street and become a firefighter. Fire Chief Ron Lathrope stated that there are three positions to be filled in the Fire Department and he has been asked by Chief Smith of Compton to serve on the Fire Science Advisory Board at Compton College to get this program started. Dr. Jackson of Compton City College made a presentation stating that the college will provide educational opportunities to go forward in this training program. Also plan to use some of the employees of the Fire Department as instructors. After Council discussion, it was moved by Councilperson Henning, seconded by Councilperson Byork to defer back to staff for more information in regards to a detailed report including costs, starting dates, etc. ROLL CALL: Ayes: Councilpersons Byork, Henning, Morris, Wells, Richards Noes: None Absent: None ;stop Councilperson Morris requested staff have on the next regular jHiring Council agenda a resolution eliminating the freeze on hiring .Freeze firefighters. COBRA Sue Fevold, Personnel Officer made a presentation concerning Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA). It requires that an employer must allow employees and their dependents to continue group coverage after termination of employment or reduction of hours of work. After Council discussion, it was moved by Councilperson Wells, seconded by Councilperson Morris to accept with recommendation to receive and file. ROLL CALL: yes: Councilpersons Byork, Henning, Morris, Wells, Richards Noes: None Absent: None Sanitation City Council appointed Mayor Richards as delegate to the Sanitation District District and the Mayor-Pro Tem, Evelyn Wells as alternative, at Delegates the Sanitation District's request. Councilperson Henning objected. 290 Stated this had been voted on December 6 and Evelyn Wells should be the delegate. Mayor Richards stated that due to his busy schedule Mrs. Wells could continue to attend all Sanitation District meetings. After Council discussion, it was moved by Councilperson Morris, seconded by Councilperson Byork that all names on the list of delegate-and alternates be vacated and the Mayor to make appoint- ments and to follow rules in regards to the Mayor being the delegate for the Sanitation District. ~-- ROLL CALL Ayes: Councilpersons Byork, Morris Noes:. After further Council discussion, it was moved by Mayor Richards, Byork seconded by Councilperson Morris to appoint Mayor Paul Richards as to the delegate and Mayor Pro Tem Evelyn Wells as alternate to the SEAAC Sanitation District and Councilperson Byork to continue serving as delegate to SEAAC, and to approve the Municipal Organizations and committees for 1987. Resolutidn No. 87-11 entitled: "A RESOLUTION OF THE CITY COUNCIL Res. Nc OF THE CITY OF LYNWOOD REVISING GARBAGE AND TRASH COLLECTION 87-11 FEES", was presented. It was moved by Councilperson Wells, seconded by Councilperson Henning that the resolution be adopted.
