CITY COUNCIL
MINUTES
OCTOBER 16, 1984
INITIATION:
1. CALL TO ORDER:
Mayor Swain called the regular meeting of the City Council to order
at 7:32 p.m. on Tuesday, October 16, 1984, in the Council Chamber of
the City Hall.
2. The invocation was given by Pastor Tom Glatts, Seventh Day Adventist
Church, 9664 E. Broadway.
3. The Pledge of Allegiance to the Flag was led by Mayor Swain.
4. ROLL CALL:
Present: Councilmen - Atkins, Dennis, Tyrell, Swain
Absent: Councilmen - Gillanders `
Also Present: City Manager Koski, City Attorney Martin, Traffic
Engineer Envall, Planning Director Shaw, Parks &
Recreation Director Kobett, Public Works Coordinator
Peterson, and Julie Estrada of the Temple City Times.
Councilman Tyrell moved to excuse Councilman Gillanders for cause,
seconded by Councilman Atkins and unanimously carried.
5. CONSENT CALENDAR:
Councilman Tyrell requested Item C(1) be removed from the Consent
Calendar. On motion by Councilman Tyrell, seconded by Councilman
Atkins, all other items on the Consent Calendar were unanimously
approved as recommended.
A. APPROVAL OF MINUTES - Regular Meeting of October 2, 1984, and
Adjourned Meeting of October 8, 1984
Approved as written.
B. RECOMMENDATIONS FROM PLANNING COMMISSION MEETING OF OCTOBER 9, 1984
(1) SET PUBLIC HEARING: REQUESTS FOR CHANGE OF ZONE FROM R -1 TO
RPD AND TENTATIVE TRACT MAP 43189 TO ALLOW DEVELOPMENT OF A
22 -UNIT SUBDIVISION OF DETACHED SINGLE FAMILY HOMES.
Set public hearing for November 6, 1984, regarding zone change
and tentative tract.
(2) PLANNING COMMISSION ACTION
Received and filed memo relating to action taken by the Planning
Commission at their regular meeting of October 9, 1984.
C. RECOMMENDATIONS FROM TRAFFIC COMMISSION MEETING OF OCTOBER 3, 1984
(2) ADDITIONAL REGULATIONS - LOWER AZUSA ROAD AND AGNES AVENUE
Approved Traffic Commission recommendation that red curb be placed
on the north side of Lower Azusa Road from 25' -34' and from 64'-
75' west of the west curb line of Agnes Avenue, between the exist-
ing driveways on Lower Azusa Road.
(3) ADDITIONAL REGULATIONS - LOWER AZUSA ROAD AND WILLMONTE AVE.
Approved Traffic Commission recommendation for an additional 24'
of red curb on the north side of Lower Azusa Road from 53' to 77'
west of the west curb line of Willmonte Avenue.

D. REQUEST FOR APPROVAL OF CHANGE ORDER: COMMUNITY DEVELOPMENT BLOCK
GRANT, JOBS BILL JB 751 - RECONSTRUCTION OF CURB, GUTTER, AND SIDE-
WALK IN THE VICINITY OF HERMOSA, MYDA, SULTANA, HART, LOMA, AND
ENCINITA
Approved Change Order No. 2 to CDBG - Jobs Bill Project No. JB 751
in the amount of $12,462.50 as recommended by Kenneth I. Mullen,
Consulting Engineers, Inc.
E. RESOLUTION NO. 84 -2312: WARRANTS AND DEMANDS
Adopted Resolution No. 84 -2.312 A RESOLUTION OF THE CITY COUNCIL OI
THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$123,832.65 DEMAND NOS. 8516 THRU 8593.
CONSENT CALENDAR ITEM C(1) ADDITIONAL REGULATIONS - FREER STREET AND
McCULLOCH AVENUE
City Manager Koski presented background information stating the Traffic
Couuuission has recommended additional red curbing on the south side of
Freer west of the yellow school crosswalk in response to a request by
Cleminson School Principal Harold Roy for some traffic safety measures
to alleviate student vehicle conflict in the vicinity of the school
following a student injury on September 10. Subsequent to receipt of
letters from parents in the area and as follow -up to Mr. Roy's request,
Councilman Dennis and City Manager Koski met with the school principal
and president of the PTA at which time it was determined that the red
curbing would not meet the needs and that stop signs and crosswalks
directly in front of the school might be more appropriate.
Traffic Engineer Envall referring to a drawing of the vicinity suggested
that stop signs on Freer west of Daleview with crosswalk on the west
side of Daleview and elimination of crosswalks on Freer at McCulloch
and Welland would give more control to the crossing area in front of

school.
Tony Straub, 5657 McCulloch questioned if any thought ha d been g iven
to the grassed area on the north side of Freer and the request for
crossing guards.
City Manager Koski stated the property owner has been contacted and
the City is waiting for his response regarding the City acquiring the
right -of -way from him at which time the City would install a sidewalk
with no cost to the property owner.
Mayor Swain stated the City has an ongoing problem with crossing guards
not only in finding them and keeping them, but in many situations when
they are absent it is more dangerous to the children who have become
dependent upon them and the Council feels that better traffic control
and education would be a more effective method to resolve this problem.
Pat Williams, PTA president, stated Mr. Roy was attending a District
Meeting this evening, but he wished to express his appreciation, as
well as that of the parents, for Council's concern and efforts for
the safety of their children. Responding to Councilman Tyrell, Mrs.
Williams stated a safety program for the children has been initiated;
the children will be cited with tickets from school if they do not
abide.by the law; and volunteer parents will police the children for
two weeks following installation of the signs and crosswalks until th
children are familiar with the relocated and new traffic controls.
Howard Holcomb, 5423 .Welland, stated the three vans that are frequently
parked close to the crosswalk obstruct the vision of the stop signs and
asked if red curbing could be extended.
Traffic Engineer Envall stated red curbing near the signs along with
stop ahead signs and pavement markings should be sufficient.

Following discussion by Councilmembers, Councilman Tyrell moved to
approve the installation of two stop signs and crosswalks with all
related pavement and curb markings and additional red curb painting;
removal of yellow crosswalks across Freer at McCulloch and Welland;
and acquire the necessary right -of -way for installation of sidewalks
on the northside of Freer; seconded by Councilman Dennis and unani-
mously carried by Councilmembers present.
UNFINISHED BUSINESS:
A. RECOMMENDATION FROM PARKS AND RECREATION COMMISSION MEETING OF
SEPTEMBER 19, 1984 - PAY 'N PLAY RAQUETBALL
City Manager Koski presented background information stating at City
Council's adjourned meeting of October 8, 1934, the discussion with
the Parks and Recreation Conwiission indicated strong concern pertain-
ing to the construction of 24 hour racquetball courts by Pay 'N Play
Racquetball at Live Oak Park. Additionally, Pay 'N Play's response
of October 1, 1984, to the Parks and Recreation Couwiissions's recom-
mendations identified that the Company found six of the Commission's
recommendations unacceptable to them and based on the Council's con-
cerns, staff recommends that the proposal be denied.
Councilman Tyrell moved that the proposal by Pay 'N Play Raquetball
for the construction of 24 hour racquetball courts at Live Oak Park
be denied, seconded by Councilman Dennis and unanimously carried.
B. ORDINANCE NO. 84 -553 (2nd reading) PROVIDING FOR A CHANGE OF ZONE
FROM R -1 TO RPD AT THE'NORTHEAST CORNER OF LOWER AZUSA ROAD AND
GOLDEN WEST
Councilman Tyrell moved to waive further reading and adopt Ordinance
No. 84 -553 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
PROVIDING FOR A CHANGE OF ZONE FROM R -1 TO RPD (RPD 84 -709), seconded
by Councilman Atkins and unanimously carried by Councilmembers present
NEW BUSINESS:
A. IRWINDALE WASTE -TO- ENERGY FACILITY WASTE STREAM AGREEMENT - PACIFIC
WASTE MANAGEMENT CORPORATION
City Manager Koski stated since meetings between the waste haulers
and their attorneys and between the waste haulers and Pacific Waste
were still pending, it is recommended this matter be held over until
the November 6 meeting.
Councilmembers expressed concern with the proposed agreement, in par-
ticular, Councilman Tyrell who questioned its legality and implementa-
tion.
Councilman Atkins moved that the proposed agreement be continued to
the November 6 meeting, seconded by Councilman Tyrell and unanimously
carried by Councilmembers present.
8. COMMUNICATIONS:
None.
TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Manuel Almeida, 2108 E. Shamwood, West Covina, requested City's endorse =\
ment proclaiming the Month of November as Veterans Unity Month. He
added that a "Veterans' Job Fair" will be held on November 7, 1984, at
the South El Monte Community Center and everyone is eligible to attend -
students, nonstudents, veterans, and nonveterans. The Fair is being
hosted by the State of California.
Council unanimously moved to proclaim the Month of November as "Veterans
Unity Month."

RECESS TO CRA:
At this time Council recessed to meet as the Community Redevelopment
Agency; approved the minutes of the regular meeting of October 2, 1984;
approved policy decision to encourage retail sales on Rosemead Boulevard
and Las Tunas Drive (Southwest Corner); and adopted resolution approving
warrants and demands. The minutes are set forth in full in the records
of the Agency.
RECONVENE AS CITY COUNCIL:

There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. REQUEST FOR TIME EXTENSION - RELOCATION OF COUNTY BUILDING AND
SAFETY DIVISION

City Manager Koski referred to request from Roy Buchan, District
Engineer, for an extension of time of the occupancy of the Building
and Safety Division in the County Engineering Building until November
9, 1984. The additional time would not conflict with City schedule.
Councilman Tyrell moved to approve the extension of time until
November 9, 1984, seconded by Councilman Atkins and unanimously
carried by Councilmembers present.
12. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman Dennis, the
meeting adjourned at 8:10 p.m. The next regular meeting of the City

Council will be held on November 6, 1984, in the Council Chamber of
the City Hall.
