SITE PLAN REVIEW COMMITTEE
8/17/94
MINUTES
PRESENT:PAUL HALKIOTIS, CHAIR; JON EITELBACH, VICE CHAIR; SANDRA
MACFARLANE; ROBERT CANNING; STEVE EDWARDS
The meeting came to order at 10:00.
Applicant, George Zografos, Brad Malo of Coastal Engineering and
Bob Peno, Building owner, had an informal review with the Committee
to discuss plans for a project on Center Place and Brewster Cross
Road. The applicant proposes to convert the existing real estate
office to a retail shop. He also proposes to upgrade the parking
facility and the sewage disposal system.
The applicant proposes to have a take-out service with one register
as well as 12 - 16 seats. He plans to serve donuts, muffins and
croissant sandwiches. His equipment will include microwave and
convection ovens. The applicant is in the process of having a
sewage disposal system designed. Applicant has not yet completed
the floor plan. These will be shown at the formal review.
Jon Eitelbach told the applicant that a special permit is needed In
order to put a retail business in a Limited Business Zone.
Jon Eitelbach informed the applicant that more parking spaces are
needed. The applicant will need a waiver of parking requirements
from the Board of Appeals (BOA).
Brad Malo asked how the applicant might go about obtaining a waiver
of the 10' setback requirements, and he was told that the Building
Inspector, after consulting with the Planning Board would make that
decision.
steve Edwards mentioned that the applicant may need to close the
curb cut which is located closest to the intersection. He said
that the Traffic study Committee will have to look at the plan.
The applicant was informed that he needs to meet with:
The Traffic study Committee;
The Site Plan Review Committee; (on a formal basis)
The Board of Appeals; and
Architectural Review Board (for signs),
as well as with Dick Gould, regarding traffic; and Chuck Medchill,
regarding water.
Continued Discussion on Rules and Regulations of the Committee.
The Committee reviewed the draft Rules and Relations of the
Committee. Since the last draft, 4 sections have been added.
Regarding Section XIII, Sandra Macfarlane said that there was no
real criteria to determine if a proj ect would need an advertised
hearing.
Bob Canning asked if it was the Town's duty to notify people of
projects before the Site Plan Review Committee. Jon Eitelbach said
it would be helpful.
Paul suggested that the Committee meet with Nancy Schwinn and ask
her how she would like to handle this.
Regarding Section XV, the Committee discussed having no filing
fees, but in a case where the Committee feels that an engineer
should review the plan, the applicant may be required to incur the
reviewing costs.
It was also suggested that the engineer who designed the plan
should be required to certify that the work was done according to
his/her specifications.
Paul asked the Committee to reVlew and comment on the Rules and
Regulations.
The minutes of the Site Plan Review Committee to date will be voted
on at the next Site Plan Review Committee meeting.
