Mayor Vandernail called the meeting to order at 6:00 p.m.

Trustee Soles moved, and Trustee Miller seconded the motion to approve the agenda.
Motion carried: 5-0.

Trustee Waldow moved, and Trustee Soles seconded the motion to approve the
consent agenda. Motion carried: 4-0-1, Miller recused himself.

4. Public Hearing And Possible Action:
a) 2019 Budget
Mayor Vandernail opened the Public Hearing Regarding the 2019 Budget
Trustee Soles moved, and Trustee Waldow seconded the motion to close the Public
Hearing Regarding the 2019 Budget. Motion carried:5-0.
5. Discussion And Possible Action Regarding:
a) Resolution 2018-12-08 Summarizing Revenues and Expenditures for Each Fund
b) Resolution 2018-12-09 Levying Property Taxes
c) Resolution 2018-12-10 Appropriating Sums of Money to Various Funds and
Agencies
d) Resolution 2018-12-11 Law Enforcement Budget
e) Resolution 2018-12-12 Building Department Budget
Trustee Soles moved, and Trustee Miller seconded the motion to approve the 2019
Budget with the Dodge Truck purchase numbers corrected and to include Resolutions:
Resolution 2018-12-08 Summarizing Revenues and Expenditures for Each Fund,
Resolution 2018-12-09 Levying Property Taxes, Resolution 2018-12-10 Appropriating
Sums of Money to Various Funds and Agencies, Resolution 2018-12-11 Law
Enforcement Budget, Resolution 2018-12-12 Building Department Budget. Motion
carried: 5-0.
f) Resolution 2018-12-13 Appointment of Municipal Judge
Trustee Miller moved, and Trustee Waldow seconded the motion to approve Resolution
2018-12-13 Appointment of Municipal Judge Ronald Carlson. Motion carried: 5-0.
Trustee Barwick arrived at 6:25 p.m.
g) Ordinance 467 Officials Option to Waive Compensation
Trustee Waldow moved, and Trustee Meyring seconded the motion to approve
Ordinance 467 Officials Option to Waive Compensation. Motion carried: 6-0.
6. Open Forum:
a) Barwick a resident of Fraser suggested using the funds from Officials waived
compensation to go to a non-profit in Fraser.

7. Board Updates:
a) Barwick would like to create a finance committee for 2019
b) Miller attended the TPR meeting regarding Propositions 109 and 110
c) Miller attended the county Housing meeting at the Headwaters Center
d) Mayor Vandernail attended the East Grand School District Master Planning Meeting
e) Miller, Winter Park is discussing the single use bag fee
f) Barwick discussed Christmas Tree drop off locations
g) Mayor Vandernail, "Thank you for a great year"

carried: 6-0. Meeting adjourned at 6:45 p.m.
