CALL TO ORDER Chairman Vizcarra called the Community Development and Housing Authority Regular Meeting to order at 9:56 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Member - Chavez, Sternquist, Wong, Yu, Vizcarra Member -None ALSO PRESENT: Interim Executive Director Burroughs, Interim Authority Counsel Vail, Assistant Executive Director Lambert, Authority Secretary Flandrick 3. CONSENT CALENDAR Mayor Pro Tem Yu moved to approve the Consent Calendar, seconded by Mr. Chavez and unanimously carried by the following roll call vote: AYES: Member - Chavez, Sternquist, Wong, Yu, Vizcarra NOES: Member -None ABSENT: Member -None ABSTAIN: Member -None A. APPROVAL OF MINUTES Approved Minutes of the Regular Meeting of July 7, 2009, as presented. B. ADOPTION OF RESOLUTION NO. CRA 09 -973 — APPROVAL OF PAYMENT OF BILLS Adopted Resolution No. CRA 09 -973, a RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $7,036.70 DEMAND NO. 3675 (FY 2008 - 2009). 4. UNFINISHED BUSINESS A. AVANT GARDE STATUS REPORT Robert Paz, Avant Garde consultant, stated Avant Garde would present a status report on their Redevelopment Project Area Feasibility Study. Benjamin Martinez provided a brief status on the redevelopment plan amendment, a small subsection to the overall contract, indicating the feasibility of extending the life of the redevelopment project area and potential expansion. A lot of research has been conducted and much is dependent upon the state budget which may take a very big chunk of tax increment funds from cities in the County. Discussions have been started with the County on the feasibility study process and information has been gathered from other agencies. The next step in the process is to determine viability as to the expansion area and lastly to identify blight removal projects. Mr. Paz spoke of the redevelopment strategy after four months into their contract. He briefed the Agency with an update of their activities including a preliminary review, schedule for final recommendation and request to schedule a closed session with the Board for direction to proceed for a final release of the recommendation. Agency Minutes July 21, 2009 Page 2 Two power point presentations were viewed showcasing desired features and indicating key locations for redevelopment. The perception of the City has to change through intensified code enforcement, facade and sign improvements, architectural details and separation of color. He proposed head -in parking on Las Tunas Drive with parking meters to provide revenue to a parking district to pay for maintenance and improvements. He indicated three town hall meetings would be held for the community to provide input. Azusa Pacific students will provide any Temple City business with free technical assistance. He recommended the Chamber work with City staff to generate revenue for the Chamber and for the Chamber to organize a farmer's market on Las Tunas Drive. Mr. Paz answered questions of Council and stated he could come back to Council in thirty days with a staff report through Community Development Manager Lambert's office with action items and fiscal impacts. 5. NEW BUSINESS — None 6. COMMUNICATIONS — None 7. PUBLIC COMMENTS Linda Payne, Chamber President and CEO, asked if in the future redevelopment agency items could be placed at the beginning of the meeting as more people are here then and it would stimulate talk in the community. Silenus Ong, Temple City resident, felt that a farmer's market, proposed by Avant Garde, would provide a reason for people to come downtown and spend time. Since there are now new members on Council, he strongly recommended the Council revisit the recommendations of the task force committees. 8. UPDATE FROM EXECUTIVE DIRECTOR — None 9.
