THE CITY OF RICHMOND, INDIANA, AUGUST 26, 2010
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, August 26, 2010, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Sergeant Brian
Irvin, Community Events Coordinator for the Richmond Parks and Recreation Katie Baldwin,
Street Commissioner Bill Smith, Deputy Controller Valerie Fonzer, Park Superintendent Bill
Thistlewaite, Vicki Brim, Mark Thomas, Keith Lavy and Matt Thompson
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the August 19, 2010 meeting.
Flood moved to approve with a second by Lawson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson explained to the board that there were no claims for payment for this meeting.
ROAD CLOSURES
A. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
and submitted by Pastor Mark Thomas, for the closure of North 9th Street, between
North "E" Street and Elm Street on August 28, 2010 from 8:00 AM to 4:00 PM, to
sell items to benefit Lifegate Ministries. Lawson moved to approve with a second by
Flood. The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
and submitted by Barb Bell, Community Education Manager, Psychiatric Services at
Reid Hospital and Health Care Services, for the closure of Reid Parkway, East of
Reid Hospital, to Sylvan Nook Drive on Saturday, September 18, 2010, starting at
9:00 AM for the Memory Walk for the local chapter of The Greater Indiana
Alzheimer's Association. Flood moved to approve with a second by Lawson. The
motion was unanimously passed.

C. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
and submitted by Blair Beach, Community Recreation Coordinator of the Richmond
Parks and Recreation, for the closure of South 10th Street from "A" Street to South
"C" Street on Saturday, September 18, 2010 from 11:00 AM to 2:00 PM for the
Annual Family Fun Fest. Lawson moved to approve with a second by Flood. The
motion was unanimously passed.
D. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
and submitted by Vicki Brim, Executive Director of the Senior Opportunities
Services, for the closure of South 4t11 Street on October 2nd and October 3rd, 2010 from
10:00 AM to 5:00 PM for the 30th Annual 4t11 Street Fair. Flood moved to approve
with a second by Lawson. The motion was unanimously passed.
E. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
and submitted by Firefighters Local Union 1408 for permission to participate in the
Annual Fill The Boot Campaign for the Muscular Dystrophy Association, from
September 1st to September 6th, 2010. Lawson moved to approve with a second by
Flood. The motion was unanimously passed.
NOISE VARIANCE
A. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
and submitted by Marsheila McFarland and Rick DeBrueler for the approval of a
noise variance for Jus 1 More Bar & Grill on Saturday, September 25, 2010 from
8:00 PM to 12:00 AM for their Annual Customer Appreciation Day to be held in their
parking lot. Flood moved to approve with a second by Lawson. The motion was
unanimously passed.
NEW HANDICAPPED PARKING SIGNS
A. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a New Residential Handicapped sign at 602 South "E" Street for
Mary J. Griffis. Lawson moved to approve with second by Flood. The motion was
unanimously passed.
B. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a New Residential Handicapped sign at 355 NW "E" Street for
Geneva E. Lykins. Flood moved to approve with a second by Lawson. The motion
was unanimously passed.
HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 310 North 19th Street
for Restoration Outreach Centre. Lawson moved to approve with a second by Flood.
The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 618 South 10th Street

for P. Anne Griffin. Flood moved to approve with a second by Lawson. The motion
was unanimously passed.
C. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 306 NW "E" Street for
Patricia K. Burns. Lawson moved to approve with a second by Flood. The motion
was unanimously passed.
D. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 210 Richmond Avenue
for Vickie L. Toschlog. Flood moved to approve with a second by Lawson. The
motion was unanimously passed.
E. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 213 NW "H" Street for
Linda Watson. Lawson moved to approve with a second by Flood. The motion was
unanimously passed.
F. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 428 South 15th Street
for ADEPT Residential Care. Flood moved to approve with a second by Lawson.
The motion was unanimously passed.
G. Robinson brought to the board a request that was presented by Sergeant Brian Irvin
for the approval of a Residential Handicapped sign renewal at 905 Boyer Street for
Vernon L. Brubaker. Lawson moved to approve with a second by Flood. The motion
was unanimously passed.
CHANGE ORDERS
A. Robinson brought to the board a request that was presented by Street Commissioner
Bill Smith for the approval of Change Order No. 1 for Contract No. 119 -2009 with
Milestone for Phase II Street Milling/Paving 2009 Project in the amount of $6,375.00.
Flood moved to approve with a second by Lawson. The motion was unanimously
passed. Robinson explained to the board that this change order was to be paid by
Sanitary.
CONTRACTS
A. Robinson brought to the board a request that was presented by Deputy Controller
Valerie Fonzer for the approval of Contract No. 122 -2010 that is the annual contract
for Fire Protection for Spring Grove in the amount of $60,185.00. Lawson moved to
approve with a second by Flood. The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Deputy Controller
Valerie Fonzer for the approval of Contract No. 121 -2010 that is the annual contract
for Fire Protection for Wayne Township in the amount of $673,771.00. Flood moved
to approve with a second by Lawson. The motion was unanimously passed.
BID AWARDS
Robinson told the board that the three bid awards that were are the agenda were tabled for now.

BID OPENINGS
A. Robinson brought to the board a bid opening for a Splash Pad at Glen Miller Park.
There was one bid from Spear Corporation in the amount of $149,850.00.
B. Robinson brought to the board a bid opening for Curb Ramps for 2010 Phase III.
Those bids are as follows:
1. Americas Decorative Concrete - $109,923.50
2. Pro Lawn - $104,000.00
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
