THE CITY OF RICHMOND, INDIANA, JULY 15, 2010
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, July 15, 2010, in the Council Chambers at the Municipal Building, 50 North 5th Street,
Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and
Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Kevin
Wampler, Sanitary District Assistant Engineer Elijah Welch, Assistant Fire Chief Oscar Abner,
Tracey Sewell and Benjamin Roberts from the Richmond Road Runners Motorcycle Group,
David Coons and Jason Price from Milestone.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the July 8, 2010 meeting.
Lawson moved to approve with a second by Flood. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for July 16, 2010 in the
amount of $1,116,399.35. She explained of that total $462,717.95 was paid to PERF for
retirement contributions from the City and employees; $72,568.03 was paid to Richmond Power
& Light for electrical cost and $500,000.00 was paid to Economic Growth Group that was a pass
through grant for Depot Renovations. Flood moved to approve with a second by Lawson. The
motion was unanimously passed.
ROAD CLOSURES
A. Robinson brought to the board a request that was presented Lieutenant Kevin
Wampler and submitted by INDOT and Milestone for the closure of Sim Hodgin
Parkway beginning at US 27 and continuing to the Boulevard Animal Hospital
beginning on July 19, 2010 and continues for a fifteen day work period or less.
Lawson moved to approve with a second by Flood. The motion was unanimously
passed.
B. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler and submitted by the Mayor for the closure of North 13th Street from North

"G" Street to North "H" Street from 11:30 AM to 6:30 PM on Sunday, September 5,
2010 for a Labor Day Block Party sponsored by the Richmond Road Runners
Motorcycle Group. Flood moved to approve with a second by Lawson. The motion
was unanimously passed.
C. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler and submitted by Sergeant Bryon Ervin for the closure of the 100 Block of
North 10t11 Street from North "A" Street to North `B" Street on August 3, 2010 from
4:00 PM to 8:00 PM for the 27t11 Annual National Night Out activities. Lawson
moved to approve with a second by Flood. The motion was unanimously passed.
D. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler and submitted by Norfolk Southern Railroad for the closure of railroad
crossings for resurfacing. The work will begin with the Hodgin Road crossing and
will proceed west through the remaining crossings at Gravel Pit Road, Hayes
Arboretum Road, Elks Road, North 8t11 Street, North 15t11 Street, NW "L" Street,
Salisbury Road, Industries Road and Round Barn Road with 48 hour notice beginning
on July 19, 2010 with work being performed during daylight hours. Flood moved to
approve with a second by Lawson. The motion was unanimously passed.
E. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler and submitted by Sanitary District Assistant Engineer Elijah Welch for the
closure of Southeast Parkway between Henley Road and Avon Lane from July 23,
2010 to September 10, 2010 for the SE Basin Sewer Project. Lawson moved to
approve with a second by Flood. The motion was unanimously passed.
F. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler and submitted by Sanitary District Assistant Engineer Elijah Welch for the
closure of Avon Lane between Southeast Parkway and South 34t11 Street from July 19,
2010 to September 10, 2010 for the SE Basin Sewer Project. Lawson moved to
approve with a second by Flood. The motion was unanimously passed.
G. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler and submitted by Sanitary District Assistant Engineer Elijah Welch for the
closure of South 34th Street between Avon Lane and US 40 from July 19, 2010 to
September 10, 2010 for the SE Basin Sewer Project. Lawson moved to approve with
a second by Flood. The motion was unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Assistant Fire Chief
Oscar Abner for the approval of Contract No. 100 -2010 with Medicount Management
for billing services for the Fire Department. Flood moved to approve with a second
by Lawson. The motion was unanimously passed. Flood moved to approve Fire
Chief Mike Crawley and Brenda Dingwerth to sign the Certification Statement and /or
Application for Medicare number with a second by Lawson. The motion was
unanimously passed.
B. Robinson made a request to the board to approve Contract No. 101 -2010 with Beth
Fields for the position of Housing Counselor that is funded by the Neighborhood
Stabilization Program Grant. Lawson moved to approve with a second by Flood.

C. Robinson brought to the board a request that was presented by Assistant City
Attorney Kim Vessels for the approval of Contract No. 102 -2010 replacing Contract
No. 17 -2009 with the Emergency Communications Department. Flood moved to
approve with a second by Lawson. The motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
