REGULAR MEETING MINUTES
JANUARY 19, 2010
1. CALL TO ORDER
Chairman Vizcarra called the Community Redevelopment Agency Regular Meeting to order
at 9:28 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City.

ABSENT: Member -None
ALSO PRESENT: Executive Director Pulido, Agency Counsel Vail, Assistant Executive
Director Lambert, Agency Secretary Flandrick

Mr. Chavez moved to approve the Consent Calendar, seconded by Vice Chairman Yu and
unanimously carried by the following roll call vote:

Statements.
C. ADOPTION OF RESOLUTION NO. CRA 10 -987 — APPROVAL OF PAYMENT OF
BILLS
Adopted Resolution No. CRA 10 -987, a RESOLUTION OF THE REDEVELOPMENT
AGENCY OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN
THE SUM OF $8,630.00 DEMAND NOS. 3750 THROUGH 3752.

A. PUBLIC HEARING: RESOLUTION NO. CRA 10 -986 — FIVE YEAR
IMPLEMENTATION PLAN AS AMENDED FOR THE PERIOD OF JANUARY 1, 2010
TO DECEMBER 31, 2014

Assistant Executive Director Lambert reviewed his staff report, stating, The California
State Health and Safety Code requires that every Redevelopment Agency adopt a
Five Year Implementation Plan which illustrates the Agency's programs. The
Implementation Plan must contain a general redevelopment component and a
housing component. The State Law also mandates that the Implementation Plan be
revised every five years. The revised plan summarizes activity relative to the
Redevelopment Project Area and provides an update of Agency efforts in utilizing
available housing funds.
Preparation of the Plan was a collaborative effort between the Community
Development Department and the consultant. This plan is an update of the previous
plan and must contain specific goals of the agency for the project area; specific
programs with estimated expenditures proposed for the next five years; and an
explanation of the goals, objectives and programs will eliminate blight.
Assistant Executive Director Lambert reviewed the goals and objectives of each
component continued from the last Plan update that remain relevant and appropriate.
In addition, the following goals and objectives will be pursued:
1) Beautification of Rosemead Boulevard through median improvements,
landscaping and sidewalks;
2) Upgrade the physical appearance of the Project Area; and
3) Encourage commercial rehabilitation and planned new commercial
developments.
Specific projects and programs to be pursued during the five -year period were
highlighted along with the replacement housing requirements and funding sources.
The Agency Members were requested to adopt the Five -Year Implementation Plan to
be reviewed mid -year if desired.
Chairman Vizcarra opened the public hearing.
Jerry Jambazian, Temple City businessman, noted an administrative error in the
Plan's term.
Hearing no further requests to speak, either for or against this item, the public
hearing was closed.
Ms. Wong moved to adopt Resolution No. CRA 10 -986, a RESOLUTION OF THE
TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY ADOPTING A FIVE
YEAR IMPLEMENTATION PLAN FOR THE ROSEMEAD BOULEVARD
REDEVELOPMENT PROJECT FOR THE PERIOD FROM JANUARY 1, 2010 TO
DECEMBER 31, 2014, seconded by Vice Chairman Yu and unanimously.carried by
the following roll call vote:

ABSENT: Member -None

10. JOINT CLOSED SESSION — CITY COUNCIL AND COMMUNITY REDEVELOPMENT

At 9:39 p.m., the City Council and Community Redevelopment Agency recessed to a joint
closed session for the purpose stated below.
Councilmember /Agency Member Wong recused herself.

RECONVENE
The City Council and Community Redevelopment Agency reconvened at 10:07 p.m. with all
members present.
CLOSED SESSION STATEMENT
City Attorney /Agency Council Vail stated the City Council and Community Redevelopment
Agency met with its legal Counsel in regard to one item of existing litigation, and gave
direction to Counsel. There was no reportable action.
11. ADJOURNMENT
The Community Redevelopment Agency Meeting adjourned at 10:08 p.m.
