and is now subiect to destructive intrusionof water frer,m the ocean,and

the underground water supply to meet short term peak demar.ds and for
long term rsquirements during exceptionally dry years, and
!�fiEREAS, the Lvnderground fresh water supply, if restored
and maintained, would furnish and indispensible carryover supplg in
tne event of aatastrophe caused by nature or by ener�y action, and
been proposed in Central and U7est Basins to:
(1) Repel intrusion of s21t water;
(2) Recharge the underground b asins;
(3) Reduce the pumpir_g therein to sa.fe linits and otherwise
restore and maintain said grovnd water baszns;
