Ima hRKR BOARD OF HEALTH MEETING WEDNESDAY MAY 2 , 2018 AT 7 : OOPM -� TOWN HALL , ROOM B 1 JUL 11 1µ1 ; 'W (Ihif Board members present : Carmen Scherzo, DVM, Chairman; Joe Ford, Vice Chairman ; Mary Chaffee, RN, PhD, JD ; Annette Graczewski, MT (ASCP) and Anne Bittner, M . S . P . H . Others present : Nancy Ellis Ice, CHO, RS, MPH, Health Director and Tammi Mason, Senior Department Assistant 1 . Chairman ' s announcements Town meeting is on Monday May 7 , 2018 . Dr . Scherzo encouraged all residents to attend . Private well homeowners can have their well water tested for PFAS ' s free by the STEEP program. Contact Laurel Schaider, Ph . D . , Research Scientist, Silver Spring Institute at 617-3324288 ext. 224 or Allison McCann, Water Quality Program Coordinator at URI at 401 - 874-5398 or check the Town website for more information . Dr. Scherzo attended the Cape Cod Grow Lab community public meeting . They are applying for a license to cultivate adult use marijuana. There will be no retail sales here or medical use marijuana grown. The facility is located on Long Pond Road. Dr. Scherzo has a brochure if anyone is interested . Dr. Scherzo reminded the Board that they will be discussing a potential regulation at the next meeting and all comments should be given to Mrs . Ice by May 91". 2 . J.M . O ' Reilly & Associates, Inc. — Title 5 Variance requests for 180 Beechtree Drive John O ' Reilly presented this to the Board. This is a 3 bedroom home with a failed leach pit. The home is for sale . The existing waste line exits below the fitting and the existing tank is 5 ' below . Rather than put a pump in, a variance to allow the proposed SAS to not be within 3 ' of grade is being proposed . An air vent will be installed . There are alternatives , but given the location of the septic tank and groundwater being over 30 feet below, a variance is what they are seeking. The lot has a lot of trees and it would be a hardship to move the system . The components will be H2O . Dr. Scherzo asked if a pump chamber would provide better protection. Mr. O ' Reilly didn ' t believe so . Motion : Finding that the proposed SAS will be installed at a 5 . 7 ' depth, with a vent, there is 30 ' of separation to groundwater, this system will provide better treatment and the existing SAS will be pumped and filled or abandoned . Motion : Mary Chaffee Second : Joe Ford Vote : 5 -0-0 Action : Motion carried 3 . Dream Day on Cape Cod — appeal the Health Director ' s decision re : 164 Nan"Ke-Rafe Path Dale Orman, head of facilities for the camp was present. Mrs . Ice stated that the septic system was inspected and deemed to be a single pit which is considered failed under Brewster ' s requirements . Mrs . Ice stated that there is an existing plan from 2014 that shows an ejector pump that ties into the mess hall . It appears that some of the work that was on the plan was not done . She doesn 't believe this should be there without a septic tank. WWW .BREWSTER-MA . GOV BOH 5/2/2018 Minutes Page 2 Mr. Orman stated that he was at a loss and doesn ' t know why the work was not done . Mr. Orman explained what the camp was all about. He stated that the cabins are used 7 weeks per summer. Mr. Ford asked if the cabins are filled to capacity all summer. Mr. Orman stated that it depends, there are a lot of cancellations . 85 - 95 % full every summer. Dr. Chaffee thanked Mr . Orman for what they do . She asked who did the design and installation of the septic . Mr. Orman stated there were 6 companies that did the work on a volunteer basis . It was only realized during the inspection that was done in March that this cabin had not been upgraded . Mrs . Graczewski asked if the cesspool was functioning. Mrs . Ice read from the inspection report that the cesspool was functioning as intended and had no issues . Dr. Chaffee asked when the season started. Mr. Oman stated that it ran from mid - June to mid - August. Mrs . Graczewski asked if the camp was asking the Board to overlook this for one year. Mr. Oman stated that he would be open to upgrading after this year is over if that is what the Board wanted . He stated that the amount of water going into system is very limited . There is only 1 toilet and shower going into the cesspool. Dr . Chaffee stated that she felt it was not reasonable to leave the cesspool there long term . Motion : In light of the fact that the cesspool gets light use and it being so late in the season, allow the cesspool to remain for this season . Plans to upgrade should be into the Health Department by April or May of 2019 . Motion : Mary Chaffee Seconded : Annette Graczewski Vote : 5 -0-0 Action : Motion carried Motion : Waive the fee for the Disposal Work Construction Permit application . Motion : Joe Ford Second : Annette Graczewski Vote : 5 -0 -0 Action : Motion carried 4. Discuss Planning Board application for 739 Lower Road Dr. Scherzo stated that he is a member of the Brewster Historical Society. The Board noted the application. 5. Discuss Planning Board application for 394 Satucket Road Mrs . Graczewski spoke about email from Ryan Bennett with regards to this property. Dr. Scherzo stated that this property is over 9 . 5 acres . The Board noted the application 6. Topics the Chairman did not anticipate Mrs . Ice brought up the Municipal Agreement that was signed on November 1 , 2017 to support funding of the Cape Cod Regional Tobacco Control Program (CCRTCP) The CCRTCP was not funded at that time so they are trying again . Mrs . Ice and Dr. Scherzo will sign again and re submit it. Informational item were noted . Meeting adjourned at 7 : 30PM
