S . P . H . Others present : Nancy Ellis Ice, CHO, RS , MPH, Health Director and Tammi Mason, Senior Department Assistant 1 . Chairman ' s Announcements The VNA in conjunction with the BOH will hold a child immunization and lead screening on April 23 , 2018 from 1 : 30PM — 3 : OOPM at the VNA offices in South Dennis . Residents can call 508-957 -7423 for an appointment. The VNA in conjunction with the BOH will hold a blood pressure, cholesterol and glucose screening on April 24 , 2018 fioom L OAM — 2 : OOPM at the Brewster Ladies Library . 2. David Michniewiez — Coastal Engineering — discuss Maplewood Annual Report Mr. Michniewicz told the Board that the facility was still not at capacity so wastewater is lower than what is needed. Last year ' s average was around 5100 gpd . BOD was exceeded six times, TSS was exceeded 4 times and total nitrogen was exceeded once . Bennett Environmental does the testing and reports to DEP . DEP does an annual review of the plant. Total nitrogen was about 18% of what the permit allows . Bennett is working with Aquapoint to figure out why there are still issues . The facility is using quaternary ammonium in their cleaning products which can have an effect on the way the system works . Dr. Scherzo asked about pinpointing what the source was for the quaternary ammonium . Dr. Scherzo -- even though the suspended solids are high, do you think that it may lead to premature failure? Mr. Michniewicz doesn 't believe that this is an issue at this time. Mrs . Graczewski asked what the present occupancy was . Mr . Michniewicz stated that he did not know. The Board accepted the annual report and asked that an eye be kept on the exceedances . 3. David Michniewiez — Coastal Engineering — discuss Cape Cod Sea Camps discharge permit approval from DEP Mr. Michniewicz stated that this was a draft GWDP for Sea Camps . No action was taken by DEP but CCSC was proactive . CCSC engaged Coastal Engineering to start looking at GWD permitting for the facility . Program starts with a hydrogeological survey . The next step is actually preparing an application. DEP has reviewed the application and they have issued a draft GWDP for the property . Mr. Michniewicz spoke about the monitoring wells and the requirements of testing. There will be quarterly sampling done . There is a 30 day public comment period happening now . This is a seasonal facility and because of that, it allows DEP to look at special effluent limitations . Sea Camps is a good example of this . Nothing is changing even though there will be a permit. 4. George Heufelder — Discuss "Layer Cake" technology Mr. Heufelder was unable to attend and this will be rescheduled for a later date . Discuss and possibly approve the Design, Operation and Maintenance of Wastewater Treatment Facilities There were a few minor changes made to the draft. The Board asked that Mrs . Ice send the draft to Town Counsel to review. 6. Discuss Water Quality Report regulation There were a few grammatical changes made . Motion : Keep the regulation as it is now . Motion : Annette Graczewski Second : Joe Ford Vote : 5-0-0 Action : Motion carried 7. Discuss the possibility of a BOH Marijuana regulation Dr. Chaffee thanked Dr . Scherzo for his review . She thinks there would be value in using the MAHB model bylaw and fine tuning a few items . Mrs . Bittner and Mrs . Graczewski agree with Dr. Chaffee , Mr . Ford agrees with using the MAHB as a draft but doesn ' t want to go to the extreme and doesn 't want to step on peoples civil liberties . Dr. Scherzo believes that education is important. Would like the Board to look at the four other towns with regulations in regards to nuisance laws etc . Mrs . Ice stated that she doesn 't think regulations are necessary. Mrs . Graczewski asked who regulated sales to people under 21 . Mr. Ford said it was the state . The Board members will email their comments to the Health Department by May 9"' for review at another meeting. 8. Topics the Chairman did not anticipate Mrs . Graczewski asked that the Board discuss fee waivers at the next meeting. Informational items were noted . Meeting adjourned at 8 : 15PM
