Forbes, AICP, Community De~ment Director By: Bryan Ariizumi, Public Safety Supervisor~ SUBJECT: ADOPTION OF RESOLUTION NO. 16-5202, APPROVING THE TRAFFIC CIRCULATION PROGRAM FOR LONGDEN ELEMENTARY SCHOOL RECOMMENDATION: The City Council is requested to adopt Resolutio~ ·No ~ ·16-5292 (f\ttachrnent "A"), approving the traffic circulation program for Longden Elementary School. BACKGROUND: 1. In September 201 5, representatives from the City, Los Angeles County Sheriffs Department (LASD), and Temple City Unified School District (TCUSD) observed the vehicle and pedestrian circulation during student pick-up and drop-off times at Longden Elementary School. 2. In September 2015, staff requested that the City's contract traffic engineer, Transtech, review the situation and make recommendations for improving traffic circula tion around the school during pick-up and drop-off periods. 3. In October 2015, Transtech completed their review and prepared a memo presenting their findings and recommendations. · 4. On October 28, 2015, the Transportation and Public Safety Commission considered the recommendations and voted unanimously to approve the pilot circulation program. On November 17, 2015, the City Council approved the implementation of the pilot traffic circulation program and appropriated $8,000 from the General Fund Undesignated Fund Balance to fund the recommended improvements. 6. On January 20, 2016, Longden School sent a letter to the parents of the students attending Longden School, informing them of the new traffic and parking restrictions being implemented. 7. On January 21 , 2016, Longden School staff began 1ssu1ng notices to residents affected by the new parking and traffic regulations. 8. On January 25, 2016, City staff began installation of the new parking and traffic regulation signs. 9. On February 1-5, 2016, City and LASD staff issued verbal warnings for violations of the new parking and traffic regulations. 10. On February 8, 2016, City and LASD staff began enforcement of the new parking and traffic regulations. 11. On August 24, 2016, the Transportation and Public Safety Commission adopted Resolution No. TPSC 16-0014, approving the traffic circulation program at Longden Elementary School and recommending permanent implementation . ANALYSIS: The pilot traffic circulation program included the following measures as shown in Attachment "B": • Installation of "No Left Turn, 7:30am to 8:45am AND 2:30pm to 3:15pm, Mon. -Fri." signs at Longden Avenue I Temple City Boulevard. • Installation of "No Stopping, 7:30 am to 8:45 am AND 2:30 pm to 3:15 pm, Mon. -Fri." signs on Longden Avenue, Wenden Street and Cloverly Avenue. • Installation of a queuing lane and lane delineation signs on Longden Avenue. • Installation of a "Right Turn Only" sign at the Wenden Street parking lot exit. • Temporary queuing lane on Wenden Street with traffic cones. Upon implementation of the pilot traffic circulation program , City, LASD and TCUSD staff monitored vehicle and pedestrian traffic to gauge the effectiveness of the program. City and LASD staff issued warnings and citations to vehicles and drivers observed violating the new regulations. Longden School implemented a placard program to expedite traffic flow during pick-up times. A parent is issued a placard which is to be displayed on the dashboard of their vehicle. School staff monitoring the vehicles in the queuing lane can easily identify which student will be picked up. Once identified, school staff locate the student and have him/her wait at the loading area for their parent. City Council September 6, 2016 Page 3 of 5 Prior to implementation of the pilot program, it took approximately 20 minutes to dismiss students at the Longden Avenue and Wendon Street gates. Since its implementation, students are now dismissed in approximately seven to 10 minutes at both gates. In addition to the decreased wait time, parents and students are no longer crossing Longden Avenue between Oak Avenue and Temple City Boulevard. The signage along Longden Avenue has made drop-off and pick-up activities much safer. The "No Left Turn" restriction at Longden Avenue and Temple City Boulevard has also helped to improve traffic flow on Longden Avenue. The restriction keeps vehicles moving and reduces the back up on Longden Avenue. While the pilot program has been effective in reducing traffic congestion and increasing vehicle and pedestrian safety, there are new issues that were created by the program : • Parking is prohibited on Wendon Street and Cloverly Avenue, parents now park on Flaherty Street and Primrose Avenue and are walking in the street to enter the campus through the Wendon Street gate. Flaherty Street and Primrose Avenue are approximately 30' (feet) wide with single-family homes on each side. Vehicles are parking on both sides of Flaherty Street and Primrose Avenue, which blocks one lane of travel, allowing room for only one vehicle at a time to pass through. • Signs posted on Longden Avenue, Wendon Street, and Cloverly Avenue state "No Stopping, 7:30 AM to 8:45 AM and 2:00 PM to 3:15 PM , MON -FRI". Residents are concerned that parking is prohibited when school is not in session (i .e., holidays and school breaks). • No Left Turn signs posted at Longden Avenue and Temple City Boulevard state "No Left Turn , 7:30AM to 8:45AM and 2:00 PM to 3:15 PM, MON.-FRI." • Verbiage on existing parking and traffic restriction signs are not consistent with verbiage on new parking and traffic existing signs. • Vehicles fail to stop at the stop sign when exiting the Wendon Street parking lot. • Vehicles are "cutting the corner" at Wendon Street and Cloverly Avenue when exiting the Wendon Street parking lot. During summer break, TCUSD installed four new portable classrooms and a restroom in the Oak Avenue faculty parking lot, thereby eliminating more than 30 parking spaces. TCUSD is providing additional faculty parking stalls in the Wendon Street and Primrose Avenue parking lots, however, the number of new stalls does not meet the needs for all faculty to park on campus. TCUSD is requesting implementation of a school staff permit parking program to allow faculty to park in designated parking spaces on Oak Avenue, adjacent to Longden School. After monitoring the effectiveness of the pilot traffic circulation program, rece1v1ng feedback from LASD, TCUSD and community members, staff is proposing additional measures (Attachment "C") to address the identified issues: • Installation of "No Stopping, 7:30 AM to 8:45 AM and 2:00 PM to 3:15 PM , School Days" signs: City Council September 6, 2016 Page 4 of 5 o Along the north curb of Wendon Street, between Primrose Avenue and the Wendon Street parking lot entrance; o Along the south curb of Flaherty Street, between Cloverly Avenue and Primrose Avenue; o Along the east curb of Primrose Avenue, between Wendon Street and Flaherty Street; • Installation of "15 Minute Parking, 7:30AM to 3:15PM, School Days" along the north curb of Wendon Street, between the driveways to the Wendon Street parki ng lot; • Replacement of existing "No Stopping , 7:30AM to 8:45AM and 2:00 PM to 3:15 PM , MON -FRI" with "No Stopping, 7:30AM to 8:45AM and 2:00 PM to 3:15 PM , School Days"; • Replacement of existing "No Left Turn, 7:30AM to 9:00AM and 2:00 PM to 3:30 PM, School Days" and "No Left Turn, 7:30 AM to 8:45 AM and 2:00 PM to 3:15 PM , MON. -FRI." signs with "No Left Turn, 7:30AM to 8:45AM and 2:00 PM to 3:15PM, School Days" signs; • Installation of yellow centerline striping around the curve (corner) at: o The intersection of Wendon Street and Cloverly Avenue; o The intersection of Cloverly Avenue and Flaherty Street; • Installation of "No Parking , 7:00 AM to 4:00 PM, School Days, Except by School Staff Permit" signs along the east curb of Oak Avenue, between Longden Avenue and 6216 Oak Avenue; and • Request installation, by TCUSD, of a stop pavement legend, a stop bar, and a right turn only pavement legend at the exit of the Wend on Street parking lot. STRATEGIC GOALS: Approving the traffic circulation program at Longden Elementary School will further the City's Strategic Goal of Public Health and Safety. FISCAL IMPACT: Staff estimates that the cost to install the new signs and to replace existing signs is about $3,000 . The cost to only install new signs is about $1 ,700. The cost for the yellow centerline striping is not included in the above estimates. If approved , it will be included in a future street rehabilitation project. Funding for these improvements is not identified in the Fiscal Year (FY) 2016-17 City Budget. If approved by the City Council, staff will include a budget allocation for these improvements as part of the first quarter bu dget adjustments for FY 2016-17. Aerial maps showing proposed improvements ..____ ___________________________________ -~--- ATTACHMENT A RESOLUTION NO. 16-5202 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING THE TRAFFIC CIRCULATION PROGRAM AT LONGDEN ELEMENTARY SCHOOL WHEREAS, The City Council recognizes that persons who reside around or attend schools in the City may be impacted by excess motor vehicle traffic and parking congestion; WHEREAS, Division 11, Chapter 6, Section 22101 , subsection "A" of the California Vehicle Code authorizes local authorities to prohibit turning movements at intersections under their jurisdiction; WH EREAS, Division 11, Chapter 9, Section 22507, subsection "A" of the California Vehicle Code authorizes local authorities to prohibit or restrict the stopping , parking, or standing of vehicles on certain streets or portions thereof, during all or certain hours of the day; WH EREAS, the proposed traffic and parking restrictions are consistent with all local, state and federal regulations. WHEREAS, the traffic circulation program will help ensure the safety of motorists and pedestrians around Longden Elementary School. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES RESOLVE AS FOLLOWS: SECTION 1. The Public Safety Supervisor is hereby authorized to remove, erect or install the following signage or other appropriate markings around Longden Elementary School: a) Installation of "No Stopping, 7:30 AM to 8:45 AM and 2:00 PM to 3:15 PM, School Days" signs: 1) Along the south curb of Flaherty Street, between Cloverly Avenue and Primrose Avenue; 2) Along the east curb of Primrose Avenue, between Wendon Street and Flaherty Street; b) Installation of "15 Minute Parking, 7:30AM to 3:15PM, School Days" along the north curb of Wendon Street, between the driveways to the Wendon Street parking lot; c) Replacement of existing "No Stopping, 7:30AM to 8:45AM and 2:00 PM to 3:15 PM, MON - FRI" with "No Stopping, 7:30 AM to 8:45AM and 2:00PM to 3:15PM, School Days"; d) Replacement of existing "No Left Turn, 7:30AM to 9:00AM and 2:00 PM to 3:30 PM, School Days" and "No Left Turn, 7:30AM to 8:45AM and 2:00 PM to 3:15 PM , MON.-FRI." signs with "No Left Turn, 7:30AM to 8:45 AM and 2:00 PM to 3:15 PM, School Days" signs; e) Installation of yellow centerline striping around the curve (corner) at: 1) The intersection of Wend on Street and Cloverly Avenue; 2) The intersection of Cloverly Avenue and Flaherty Street; and f) Installation of "No Parking, 7:00AM to 4:00 PM, School Days, Except by School Staff Permit" signs along the east curb of Oak Avenue, between Longden Avenue and 6216 Oak Avenue; and g) Request installation, by TCUSD, of a stop pavement legend, a stop bar, and a right turn only pavement legend at the exit of the Wendon Street parking lot.
