SUBJECT: DETERMINATION OF FINAL WORDING FOR TEMPLE CITY VETERANS
MEMORIAL AND PLAQUES
RECOMMENDATION:
The City Council is requested to discuss options and select the final wording for the
Temple City Veterans Memorial and accompanying plaques.
BACKGROUND:
1. On February 16, 2016, the City Council, during the mid-year budget review,
approved a preliminary design for a Veterans Memorial to be constructed 1n
Temple City Park and allocated $130,000 for design and construction.
2. On April 13, 2016, the City entered into a Design Professional Services Agreement
for landscape architectural and construction project management services with
RHA Landscape Architects -Planners, Inc. (RHA) in support of the Veterans
Memorial.
3. On July 5, 2016, the City Council approved the plans submitted by RHA and
authorized staff to solicit construction bids for the Veterans Memorial.
4. On August 16, 2016, the City Council awarded a Public Works Contract to Green
Giant Landscape, Inc. for construction of the Veterans Memorial and approved a
$77,500 budget amendment for the project.
ANALYSIS:
The approved design for the Temple City Veterans Memorial includes wording around
the center monument, as well as five bronze plaques designating the five branches of
the United States Armed Services. The plans, as approved by the City Council on July

5, 2016, indicate that the exact text will be determined. This was to al low the City
Council an opportunity to further refine the details for the Veterans Memorial.
Further, RHA's plans call for five bronze plaques to be placed in the wall identifying the
flag of each branch of service. The current design includes only the name of the
branch of service (i.e. Army, Marines, Navy, Air Force, and Coast Guard).
Before the contractor, Green Giant Landscape, Inc., orders materials and products,
staff wanted to give the City Council an opportunity to discuss and possibly revise the
wording for the monument and plaques. The lead time for the plaques is five weeks
from approval so a decision must be made at the September 61h City Council meeting.
The design for the center monument in corporates wording on two circular levels. In
order for the lettering to be large enough to be noticed , it is recommended that the
phrase on each level be kept short. The plans call for the same phrase to be duplicated
on both sides of the monument; however if a longer phrase is desired, it would be one
continuous phrase around the entire monument.
Attached to this staff report is a copy of the architect's rendering of the monument
(Attachment "A") as well as possible phrases for the center monument for City Council
consideration (Attachment "8"). The attached list is intended as a starting point for
discussion and was developed through researching inscriptions on other veteran
monuments and plaques.
In addition to the wording for the center monument, staff is also requesting a final
determination for the inscription on the bronze plaques. As stated above, the approved
plans call for simply the name of the branch of service to be on the plaque below each
flag. However, there could be other options such as the motto under the name of each
branch of service (i.e. Marine Corps -Semper Fidelis), or the seal for each branch of
service instead of the name (Attachment "C"). If the City Council decides to simply use
the name, staff recommends "United States" be added (i.e. United States Marine
Corps).
CITY STRATEGIC GOALS:
Finalizing the wording for the Temple City Veterans Memorial will promote or further the
City's Strategic Goal of Quality of Life.
FISCAL IMPACT:
Approval of final wording for the Temple City Veterans Memorial is not expected to
have an impact on the Fiscal Year (FY) 2016-17 Capital Improvement Program (CIP)
budget.
