A RESOLUTION OF THE CITY COUNCIL OF THE CITY
. OF LYTIWOOD, CALIFORNIA „ RE�aUESTING THE IMMEDIATE
, ESTABLISHMENT.OF CRIMINAL JURISDICTION FOR A
SUPERIOR COURT SERVING THE SOUTHEYTST.AREA AND
' SUPPORTING THE MULTI-JUDGE REGIONAL SUPERIOR "
COURT PLAN.
WHEREAS, felony criminal matters arising in the City of
Lynwood have been and are now processed at the County Seat to the
great inconvenience of the residents of this City and. the consequent
loss of efficiency in the operation of the Police Department of this
City, and
' WHEREAS, the City Council.of this City is desirous of
having felony crirriinal jurisdiction extended to a court within
eithar the present existing Compton Branch Department or South Gate
Branch Department, and
WHGREAS, the Judoes of the Superior Court of Los Angeles
County have now proposed the division of the County of Lo� Angeles
into a number of Superior'Court districts in each of which would be
located. a multi-department regional Superior Court to serve such
district; that in defining such districts, sa'id Judges propose that
present population, as well as estimated future population, topo-
graphy, highways, transportation facilities, etc., be controllin�
rather than the existing boundary lines of cities loeated within
such districts; that each of such districts shall have'a population
of not less than j00,000 people in order tha.t such regional courts
might operate with at least three full-time judges, thereby effecting
� the economies resulting from the use of such multi-department
regional courts, and
WHEREAS, in 1g53 the population of the area now served
by the Compton Branch Department and the South Gate Branch Department
- of the.Superior Court (as disclosed by "A Survey of Metropolitan
Trial Courts Los Angeles Area" (i954).; prepared by James G. Holbrook)
was 190,000 and j10,000, respectively, or a total of 500,U00, and �
WHEREAS, said Superior Court has recommended. that its'
program be accomplished with as little disturbance of exis•ting

facilities as reasonably possible, having in mind the overall long-
' term objectives" of locating multi-department branch courts in strategic
areas throughout the County, and further that the location and ade-
quacy of facilities proposed by the Board of Supervisors for branch
courts be approved in advance by a majority of the Judges' of the
Superior Court, and
' WHEREAS, aaid Superior Court has requested the Board of
Supervisors to cause a study to be made of the entire County with a
view to defining such districts and specifying the general location
of such multi-department regional cour.ts in strategic areas throughout
. the County, and further that the location and adequacy of facilities
proposed by the Board. of Supervisors for branch courts be approved
� in advance by a ma.jority of the Judges of the Superior Court, and
WI�REAS, said Superior Court has requested. the Board of
. Supervisors to cause a study to be made oi the entire County with a
view to defining such districts and specifying the general loc'ation
-- of such,multi'-department regional courts, and
WHEREAS, the Board of Supervisors has such a s'tudy
to be made by the Chief Administrative Officer and the staff of the
Regicnal Planning,Commission of the County of Los Angeles, and
' WHEREAS, in addition to the study being made at the request
of the Superior Court of Los Angeles County, a Committee of the State
Legislature is also studying the ques'tion of branch courts throughout
the State with a view.to legislation on the subject, and
WHEREAS, the Plan as outlined by the Judges of the Superior'
Court is to establish a judicial district comprising generally the
present existing territory of the Compton and South Gate Branch Depart-
ments,- excepting, however, the City of Vernon, the City of Gardena,
and that,portion of the present existing Compton Department as lies
North of the Compton City limit and West of Alameda, gener.ally
referred. to as the Firestone Park District, an�, in addition thereto,
Santa Fe Springs,'Whittier, and Montebello, and,
WHEREAS, the City o£ Gardena has requested that it be`
included in the South Bay District,. and

WHEREAS, the City of Vernon has requested that it be
included in the propo�ed Southeast District, and
GTHEREAS, the City of Compton has requested tha,t the terrif,ory
of the existing Compton Department, ezcepting, however, the City of -
Gardena, be included in the Southeast District, and ,
WHEREAS, the City oi Lynwood is partly in the Compton Branch
Department and partly in the South Gate Branch Department, and
WHEREAS, this City Council is in accord with the Plan as �
� outlined by the Judges oi the Superior Court and desires to join the
City Councils o£ the other cities of ttle Southeast Area of this County
in urging the'B'oard of Superyisors to put su'ch Plan into operation at '
r the earlies't possible time consistent with the development of a proper
plan, and
WHEREAS, this City Council desires to request the �ud�es of
the Superior Court to extend felony criminal jurisdiction to the
Compton and South�Gate'Braneh Departments of the Superior Court on an
interim baais pending the completion of the studies now'being made, it
being understood that should such 9tudies indicate that the _logical
location or locations for multi-jud.ge re�ional courts to serve the
. Southesst Area should Ue at a place or places within the area other
than the City of Compton on the City of South Gate, that as and when
the facilities for such multi-department regional courts have been
constructed at such location or �locations, the exercise of criminal
jurisdiction be transferred to such locations';
NOW, TI�REFORE, THE CITY COUNCIL OF THE CITY OF LYNLd00D DOES
RESOLVE AS FOLLOti9S:
Section l. The City Council of the City of Lynwood does
hereb,� express its approval, in principle, of the multi-judge regional
superior court plan as proposed by the Judges of the Superior Court
, and requests that all agencie� participating in the d.evelopment of
the proposed. Plan, give this City, and all cities in the County, an
opportunity to be heard at every state in the development of such Plan. .
Ser_tion 2. Pending the completion of such study and the
' deterrnination`of such location or locations that the Superior Court �

be urged to utilize without delay the facilities now available in the
Court Buildings in the City of Compton and in the City of South Gate,
to serve the Southeast area in criminal felony matters on an interim
basis.
Section 'J. That such use of the facilities at Compton or
South Gate be understood to be upon an interim basis pending the
development of permanent facilities should such stud.y and action of
the Board fix a location or locations for such regional courts at some
place or places other than at the present Branch Court facility in
the City of Compton or the City of South Gate.
Section 4. That this City Council places itself on record
as supporting the view that the understand.able local civic pride of
the people of each city in the Southeast Area of the County and their
desire to have branch courts located within their own communities,
must be subordinated to the general welfare of the people of the area
as a whole in ord.er that the eubstantial tax savings may be effected
and the efficiency of court operation advanced through the ultimate
centralization of Superior Court operations at one or more centrally
located multi-d.epartment regional court to serve the entire area, and
that pending such development, that the existing court facilities in
the City of Compton or the City of South Gate be utilized to the fullest
extent possible.on an interim bas'is.
Section 5. That four duly certified copies of this Resolution
be delivered to the City Attorney of this City, to present such copies
to the person who has been designated as emissary of the Cities of
the proposed Southeast District to present such copies in a group, one
set to be delivered to the Board of Supervisors of the County of Los
Angeles, one set to be delivered to the Chief Administrative Officer
of the County of Los Angeles, one set to be delivered to the Presiding
Judge of the Superior Court o£ the County of Los Angeles, and one
set to be delivered to the Executive Director of the interim Judiciary
Committee o£ the Legislature of the State of California.
Section 6. That the City Clerk shall certif'y to the '
ad.option of this Resolution and the same shall thenceforth and

Recommendations of the Branch Courts Committee
Los Angeles Superior Court
The Branch Courts Committee of the Los Angeles Superior
Court respectfully submits the following recommendations to the
Advisory Committee appointed by the Joint Judiciary Committee of
the California Legislature 6n Adminiatration of Justice:
1. That the County of Los Angeles be divided into a
limited number of Superior Court districts in such manner as to
afford the greatest convenience to the public. That in defining
such districts, present population, as well as estimated future
population, topography, highways, transportation facilities, etc.
be controlling rather than the existing boundary lines of cities
loc.�ted within such districts. That each of such districts have
a population of not less than 300,000 people in order to limit
the number o£ single department branch courts and to provide for
a greater number of more efficient and more economical multi-
department regional courts.
�"`� 2. That the division of the County into Superior Court
districts be delegated to the Board of Supervisors of the County
as was done by the Legislature in the reorganization of Municipal
and Justice Courts.
3. That the foregoing program be accomplished with as
little disturbance of existing facilities as reasonably possible,
having in mind the over-all long-term ob,jective of locating
multi-department branch courts in strategic areas throu�hout the
County.
4. That the location and adequacy of facilities pro-
; posed by the Board of Supervisors for branch courts shall be
approved in advance by a ma,jority of the ,�udgea of the Superior
Court,
