COUNCIL CHAMBERS – 5938 KAUFFMAN AVENUE PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council, please complete a Speaker Request Form, indicating the agenda item number and submit it to the City Clerk. There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. You have the opportunity to address the City Council at the following times: • AGENDA ITEM: at the time the Council considers the agenda item; • NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while the City Council values your comments, pursuant to the Brown Act, the Council cannot take action on any item not listed on the agenda; and • PUBLIC HEARING: at the time for public hearings under PUBLIC HEARING. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA The City Council will now hear public comments regarding items not listed on the agenda. CONSENT CALENDAR All Consent Calendar items may be approved in a single motion as recommended unless removed for further discussion. If members of the City Council or persons in the audience wish to discuss any matters listed on the Consent Calendar, please address them at this time. Recommendation: Approve Items A through K per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of August 16, 2016; 2. Minutes of the Regular City Council Meeting of August 16, 2016; and 3. Minutes of the Special City Council Meeting of September 31, 2016. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to receive and file: 1. Actions of the Regular Planning Commission Meeting of August 9, 2016; and 2. Actions of the Regular Planning Commission Meeting of August 23, 2016. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY ACTIONS – MEETING OF AUGUST 10, 2016 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting of August 10, 2016. Recommendation: Receive and file. D. APPROVAL OF LICENSE AGREEMENT WITH TEMPLE CITY IMMANUEL CHURCH Approval of the License Agreement with Temple City Immanuel Church will allow the City to use facilities at the church for public recreation programs. Recommendation: Approve the License Agreement with Temple City Council Agenda September 6, 2016 Page 3 of 7 City Immanuel Church and authorize the City Manager to execute the Agreement. E. LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE RESOLUTION The City Council is requested to receive and file the League of California Cities annual resolutions and approve the voting delegate and voting alternate to use their discretion to vote on the proposed resolutions during the League’s Annual Business Meeting. Recommendation: 1. Receive and file League of California Cities Annual Conference Resolutions; and 2. Approve the voting delegate and voting alternate to use their discretion to vote on the proposed resolutions. F. CONFLICT OF INTEREST CODE BIENNIAL REVIEW The Political Reform Act requires every local government agency to review its conflict of interest code biennially to determine if it needs to be amended. A Conflict of interest code tells public officials, governmental employees, and consultants what financial interest they must disclose on their Statement of Economic Interests. Recommendation: Adopt Resolution No. 16-5201 amending Exhibit B of the City’s Conflict of Interest Code updating position classifications titles and filing requirements for City employees. G. APPROVE TEMPLE CITY’S RESPONSE TO THE 2015-16 LOS ANGELES COUNTY CIVIL GRAND JURY FINAL REPORT ENTITLED “APPOINTED COMMISSIONS: TRANSPARENCY WILL MAINTAIN THE PUBLIC TRUST” The Los Angeles County Civil Grand Jury issued to all 88 cities in Los Angeles County including Temple City a Grand Jury report entitled “Appointed Commissions: Transparency will Maintain the Public Trust”. The report focuses on the cities’ website at explaining its Commission’s composition, responsibilities and activities. Recommendation: 1. Approve the City’s response to the findings and recommendations of the City Council Agenda September 6, 2016 Page 4 of 7 2015-16 Los Angeles County Civil Grand Jury Final Report entitled “Appointed Commissions: Transparency will Maintain the Public Trust”; and 2. Authorize the City Manager to submit the City’s response to the Civil Grand Jury. H. ADOPTION OF RESOLUTION NO. 16-5202, APPROVING THE TRAFFIC CIRCULATION PROGRAM FOR LONGDEN ELEMENTARY SCHOOL DESCRIPTION Recommendation: Adopt Resolution No. 16-5202 approving the traffic circulation program for Longden Elementary School. I. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash Report. Recommendation: Receive and file report. J. ADOPTION OF RESOLUTION NO. 16-5203 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2015-16 The City Council is requested to adopt Resolution No. 16-5203 authorizing the payment of bills. Recommendation: Adopt Resolution No. 16-5203. K. ADOPTION OF RESOLUTION NO. 16-5204 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2016-17 The City Council is requested to adopt Resolution No. 16-5204 authorizing the payment of bills. Recommendation: Adopt Resolution No. 16-5204. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINESS A. DETERMINATION OF FINAL WORDING FOR TEMPLE CITY VETERANS City Council Agenda September 6, 2016 Page 5 of 7 MEMORIAL AND PLAQUES The approved design for the Temple City Veterans Memorial includes wording around the center monument, as well as five bronze plaques designating the five branches of the United Stated Armed Services. The City Council is requested to discuss options and select the final wording for the monument and plaques. Presentation: Parks and Recreation Director Recommendation: Discuss options and select the final wording for the Temple City Veterans Memorial and accompanying plaques. 10. NEW BUSINESS A. ADOPTION OF RESOLUTION NO. 16-5193 ADOPTING THE TEMPLE CITY MULTI-HAZARD MITIGATION PLAN The purpose of the City’s Multi-Hazard Mitigation Plan is to have a strategic planning tool available for the reduction or prevention of injury and damage from natural hazards. Presentation: Public Safety Supervisor Recommendation: Adopt Resolution No. 16-5193, adopting the Temple City Multi-Hazard Mitigation Plan. 11. COMMUNICATIONS – None 12. UPDATE FROM CITY MANAGER 13.
