Mayor Yu called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember -Fish, Man, Sternquist, Yu ABSENT: Councilmember-Chavez ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo, Community Development Director Forbes Councilmember Fish motion to excuse Councilmember Chavez. Seconded by Mayor Pro Tern Sternquist. 3. INVOCATION Father Nick Assi with St. Luke Catholic Church provided the Invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop #161 provided a flag ceremony and led those present in the Pledge of Allegiance. 5. CEREMONIAL MATTERS..,. PRESENTATIONS A UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT Charles Trevino, Director of Upper San Gabriel Valley Municipal Water District, introduced staff from Upper San Gabriel Valley Municipal Water District and Director of Operations for EcoTech, Malcolm Mclaren. Mr. Mclaren shared a time lapsed video of the work done to complete the drought tolerant garden in front of City Hall. City Council Minutes September 20, 2016 Page 2 of? 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, commented on the condition of the street pavement after the utility companies complete their repairs. Lucy Liou, Temple City Neighborhood Watch, commented on the increasing number of transient in the City and the need for additional code enforcement presence in the City. Jing Li, Temple City Library Manager, announced upcoming library events for October. 7. CONSENT CALENDAR City Manager Cook requested to have the second #2 recommendation for Consent Calendar Item 7E "Award of Public Works Contract to Pavement Coatings Co. for Fiscal Year 2016-17 Pavement Rehabilitation Project (CIP No. P13-02). The second #2 recommendation was left in error. Councilmember Man made a motion to approve the Consent Calendar. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of September 6, 2016; and 2. Minutes of the Regular City Council Meeting of September 6, 2016. Action: Approved. B. APPROVAL OF PERMITS FOR USE OF THE LOS ANGELES COUNTY PARKING LOT, LOCATED AT 5939 GOLDEN WEST AVENUE, FOR THE 2016 FALL FESTIVAL AND THE 2017 CAMELLIA FESTIVAL Approval of the permits for the use of the Los Angeles County parking Jot will allow the City to use the parking Jot adjacent to the library at 5939 Golden West Avenue for various activities during the 2016 Fall Festival and 2017 Camellia Festival. City Council Minutes September 20, 2016 Page 3 of 7 Action: Approved the permits for use of the Los Angeles County Library parking lot for both the 2016 Fall Festival and the 2017 Camellia Festival and authorize staff to execute. C. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 72700, A FOUR-UNIT CONDOMINIUM PROJECT AT 6210, 6216 ROSEMEAD BOULEVARD The tentative map for the residential condominium development at 6210, 6216 Rosemead Boulevard was approved in 2015. The applicant has fulfilled the conditions required for the final map. Action: 1. Approved the final subdivision map for Parcel Map No. 72700 and dedications indicated on the map; and 2. Authorized the City Clerk to certify Parcel Map No. 72700. D. FINAL MAP APPROVAL FOR PARCEL MAP NO. 73034, A LOT-SPLIT SUBDIVISION AT 5715 ROWLAND AVENUE The tentative parcel map for the proposed subdivision was approved in 2015. The property owner has made the deposit for the right-of-way improvement and has signed the Subdivision Improvement Agreement. Action: 1. Received the Subdivision Improvement Agreement; 2. Approved Parcel Map No. 73034 and dedications indicated on the map; 3. Authorized the City Manager to execute the Subdivision Improvement Agreement; and 4. Authorized the City Clerk to certify Parcel map No. 73034. E. AWARD OF PUBLIC WORKS CONTRACT TO PAVEMENT COATINGS CO. FOR FISCAL YEAR 2016-17 PAVEMENT REHABILITATION PROJECT (CIP NO. P13-02) The Fiscal Year 2016-17 City Budget includes an allocation of $1.5 million in City Council Minutes September 20, 2016 Page 4 of 7 Measure R transportation funds for street pavement rehabilitation pursuant to the City's Pavement Management Program. This project will utilize that funding to resurface about 2 million square feet of pavement. Action: 1. Awarded a Public Works Contract to Pavement Coatings Co. as the lowest responsible bidder for the Fiscal Year 2016-17 Pavement Rehabilitation Project; and 2. Authorized the City Manager to execute the Contract in an amount of $661,850. F. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Action: Received and filed report. G. ADOPTION OF RESOLUTION NO. 16-5206 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2016-17 The City Council is requested to adopt Resolution No. 16-5206 authorizing the payment of bills. UPDATE FROM CITY MANAGER Invited the public to attend the upcoming "Coffee with Captain Jacob" of Temple Sheriff Station next Wednesday, September 28, at McDonald's and the City's upcoming Fall Festival. He also announced the Youth Committee upcoming meeting on Thursday, September 22 at 5:30 p.m. City Council Minutes September 20, 2016 Page 5 of 7 13.
