HomeMy Public PortalAbout07) 7E Sale of removed street signsCity Council October 4, 2016 Page 2 of 2 In recent months, the City has received inquiries from residents regarding the possibility of purchasing some of these signs to keep as a personal memento. Staff is seeking authorization from City Council to sell the signs and to establish a sale price for the signs. Under the City's Purchasing System (TCMC Sections 2-5-9 and 2-5-16), obsolete supplies and equipment can be sold in the open market without observing a formal bidding procedure if the estimated value is less than $25,000. The old street signs fall into this category. Staff is proposing a sale price of $15 per sign. Staff considers this to be a reasonable price and is significantly less than the cost of the new street signs. Unsold signs are taken to a recycling facility, which will pay for the scrap metal by the pound. CITY STRATEGIC GOALS: Authorizing the sale of the removed street signs as surplus equipment furthers the City's Strategic Goals of Public Health and Safety and Quality of Life. FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2016-17 City Budget. Money collected from the sale of the signs is expected to be an insignificant amount. The money will go into the City's General Fund. ATTACHMENT: A. Resolution No. 16-5210 ATTACHMENT A RESOLUTION NO. 16-5210 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, AUTHORIZING THE SALE OF REMOVED STREET SIGNS AS SURPLUS EQUIPMENT PURSUANT TO TCMC 2-5-16 AND ESTABLISHING THE PRICE FOR SUCH SIGNS. WHEREAS, the City has received requests from the public to purchase the old street signs that have been removed from service; and WHEREAS, under the City's purchasing system (TCMC 2-5-16), the purchasing officer shall have authority to sell all supplies and equipment which cannot be used by any department or which have become unsuitable for city use, or to exchange the same for, or trade in the same on, new supplies and equipment; and WHEREAS, under the City's purchasing system (TCMC 2-5-9) sales of personal property of an estimated value in an amount more than five thousand dollars ($5,000.00) but less than twenty five thousand dollars ($25,000.00) may be made by the purchasing officer in the open market without observing a formal bidding procedure; and WHEREAS, City staff has determined a sale price of fifteen dollars ($15) to be a reasonable price for each sign. NOW, THEREFORE, BE IT RESOLVED that by the adoption of this resolution, the City of Temple City authorizes the sale of removed street signs as surplus equipment pursuant to TCMC 2-5-16 and establishes the price for such signs at fifteen dollars ($15) per sign.
