MEMORANDUM
SUBJECT: ADOPTION OF RESOLUTION NO. 16-5224 CASTING VOTES FOR A
CANDIDATE TO FILL A VACANT BOARD SEAT REPRESENTING
CITIES WITHOUT PRESCRIPTIVE WATER PUMPING RIGHTS ON THE
BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY
RECOMMENDATION:
The City Council (Council) is requested to adopt Resolution No . 16-5224 (Attachment
A) casting the City's votes to appoint a nominee to fill a vacant board seat to represent
City of Temple City and other cities in the San Gabriel Basin without prescriptive water
pumping rights and instruct the City Clerk to complete resolution attached to reflect
Council's decision .
BACKGROUND:
1. On November 28, 2016, City Council received a letter from City of Rosemead
Councilmember Margaret Clark regarding the San Gabriel Basin Water Qua lity
Authority's (SGBWQA) Special Election to fill a vacant board seat.
2. On November 29, 2016, staff contacted the SGBWQA regarding their Special
Election. There are two nominees seeking appointment to fill the vacant board
seat that expires on January 1, 2019.
ANALYSIS:
The nomination period for election to the SGBWQA Board Member and Alternate
Member closed on November 18, 2016. The persons nominated to represent cities
without pumping rights are :
1. Mayor Valerie Munoz from the City of La Puente. Councilmember Munoz was
nominated by the cities of Baldwin Park, South El Monte, La Puente, and West
City Council

Covina. This will be Mayor Munoz first time seeking appointment to the Board of
the SGBWQA; and
2. Councilmember Margaret Clark from the City of Rosemead. Councilmember Clark
was nominated by the cities of Bradbury, Rosemead, La Verne, San Dimas, and
Sierra Madre. She currently serves as the Alternate Board Member but was
previously the Board Member from 1993 to 2010 .
Each City has one vote for each 10,000 residents or majority thereof, as determined by
the 2010 U.S . census data. The City of Temple City has approximately 35,558
residents and is entitled to cast 4 votes for one candidate by resolution of the City
Council. The resolution casting the City's vote must be delivered to the SGBWQA by
January 17, 2017, before 12:00 p .m. (Attachment B).
CITY STRATEGIC GOALS:
The Council's adoption of the resolution casting the City's votes to fill the SGBWQA
board vacancy to represent City of Temple City and other cities in the San Gabriel
Basin without prescriptive water pumping rights would promote the City's Strategic Goal
of Good Governance.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2016-17 City Budget.

WHEREAS, on September 22, 1992, Senate Bil l 1679 was s igned into law by Governor
Pete Wilson authorizing the creation of the San Gabriel Basin Water Qua li ty Authority, a nd
WHEREAS, the Board of the San Gabriel Basin Water Qual ity Authority is composed of
seven members w ith three appoi nted members from each of th e three mu nicipa l water d istricts,
o ne e lected c ity council person from cities in the San Gabriel Basin w ith prescriptive water
pumping rights, and one elected c ity counc il person f rom c ities in the San Gabrie l Bas in without
prescript ive water p umping rights; and two members representing water producers in the San
Gabriel Bas in; and
WHEREAS, the C ity of Tem ple C ity is one of the citi es in t he San Ga bri e l Basin w ithout
presc riptive water pump in g righ ts; a nd
WHEREAS, the City of Temple C ity may cast its votes for a representative by reso lu t ion

election ballot, a sample resolution, a list of nominees, and a list of cities without pumping rights and
the number of votes each is entitled.

Covina, California.
Your city may cast its votes for one candidate by resolution ofthe city council. The
number of votes to which your city is entitled, based upon population, is set forth above.
The resolution of the city council casting its votes must be delivered by certified mail ,
FedEx, UPS with signature required or hand delivered to the Authority by January 17, 2017 at
12:00 p.m. or will not be counted.
