UPDATE ON THE LIVE OAK PARK WALKING PATH AND TEMPLE CITY VETERANS MEMORIAL PROJECTS The Commission received an update from staff on the Live Oak Park Walking Path and the Temple City Veterans Memorial CIP Projects. 4. NEW BUSINESS A. REQUEST FROM GREAT ENLIGHTENMENT LOTUS SOCIETY (GELS) FOR RESERVED USE OF THE PERFORMING ARTS PAVILION AND GRASS AREAS AT TEMPLE CITY PARK FOR A CHINESE NEW YEAR FESTIVAL ON SATURDAY, FEBRUARY 11,2017 The Commission approved the request. B. APPEAL OF STAFF DECISION TO REMOVE A HOLLY OAK TREE LOCATED AT 10312 DAINES DRIVE Staff recommended removal of the Holly Oak tree due to extensive hardscape damage to the adjacent sidewalk. Staff recommended one new tree be planted in the public right of way at 10312 Daines Drive to replace the removed tree. The Commission denied the appeal upholding staff's decision to remove the tree. C. APPEAL OF STAFF DECISION TO REMOVE A STONE PINE TREE LOCATED AT 6333 ENCINITA AVENUE Staff recommended removal of a Stone Pine tree due to hardscape damage and structural defects within the tree. The Stone Pine tree has included bark and codominant branching which can contribute to the failure of large limbs. Staff recommended two new trees be planted in the public right of way at 6333 Encinita to replace the removed tree. With one Commissioner absent, the Commission voted 2 -2 resulting in no action. This item will either be re- heard by the Commission at a later date, or sent directly to the City Council for a final determination. D. DISCUSSION ON HOLIDAY HOME DECORATING PROGRAM The Commission directed staff to proceed with a revised Holiday Home Decorating Program this year. All homes within the City limits would be eligible and would be judged by a panel of judges consisting of Parks & Recreation Commissioners and volunteers. Judges would each be assigned City Council December 6, 2016 Page 3 of 3 a section of the City to drive during the week of December 1ih. Winners would be notified by mail and would receive a Holiday Home Award yard sign. 5. MATTERS FROM CITY OFFICIALS A. The Commission received the Parks and Recreation Director's Report for November 2016. CITY STRATEGIC GOALS: Approval of the Commission actions of November 16, 2016 furthers the City's Strategic Goal of Citizen Education and Communication. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2016-17 City Budget.
