CITY COUNCIL
MINUTES.
DECEMBER 4, 1984
INITIATION:
1. CALL TO ORDER:
Mayor Swain called the regular meeting of the City Council to order at
7 :30 p.m. on Tuesday, December 4, 1984, in the Council Chamber of the
City Hall.
2. The invocation was given by Pastor James Zackrison, Seventh Day
Adventist Church, 9664 East Broadway.
3. The Pledge of Allegiance to the Flag was led by Mayor Swain.
4. ROLL CALL:
Present: Councilmen - Atkins, Dennis, Gillanders, Tyrell, Swain
Absent: Councilmen -None
Also Presc.nt: City Manager Koski, City Attorney Martin, Planning
Director Shaw, Parks & Recreation Director Kobett,
Public Works Coordinator Peterson, and Judy Cook of
the Temple City Times.
PRESENTATION: Mayor Swain presented a Certificate of Recognition to Karen
Sanchez, Rose Court Princess for the 1985 Tournament of Roses. Ms. Sanchez
is a sophmore at PCC; plans to become an elementary school teacher; and
stated she was proud to be from Temple City.
5. CONSENT CALENDAR:
Councilman Atkins requested Item D be removed from the Consent Calendar.
On motion by Councilman Tyrell, seconded by Councilman Gillanders, all
other itcu:as on the Consent Calendar were approved as recommended with
Councilman Gillanders abstaining from Item H - Claim for Damages.
A. APPROVAL CF MINUTES - Regular Meeting of November 20, 1984.
Approved as written.
B. PLANNING COMMISSION ACTION - MEETING OF NOVEMBER 27, 1984.
Received and filed memo relating to action taken by the Planning
Commission at their regular meeting of November 27, 1984.
C. ACCEPTANCE OF BID: PARKS AND RECREATION DEPARTMENT VEHICLE
Accepted low bid from Alhambra Dodge in the amount of $9,851.25
for purchase of a 1985 Dodge Half -Ton Mini Ram Van.
E ACCEPTANCE OF BID: STREET IMPROVEMENTS - GREEN STREET, GOLDEN WEST
AVENUE, LEMON AVENUE CURB AND GUTTER PROJECT 84/85 -1 (Pursuant to
Chapter 27, Improvement Act of 1911, Streets and Highways Code)
Accepted low bid from Gabi Construction in the amount of
$96,318.50 and authorized the Mayor and City Clerk to sign.
F APPROVAL OF AGREEMENT - STATE OF CALIFORNIA - MAINTENANCE OF
UTILITIES ON ROSEMEAD BOULEVARD
Adopted Resolution No. 84 -2322 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPROVING AGREEMENT FOR COST - SHARING OF
STATE HIGHWAYS IN THE CITY OF TEMPLE CITY; approved the agreement;
and a.ithorized Mayor and City Clerk to sign.
G. SET PUBLIC HEARING: PETITIONS FOR SIDEWALK, EAST SIDE OF SULTANA
AVENUE BETWEEN LAS TUNAS AND BROADWAY (Pursuant to Chapter 27, Im-
provement Act of 1911, Streets and Highways Code)
Set public hearing January 15, 1985, for installation of sidewalks.

H. CLAIM FOR DAMAGES: KENNETH T. KREEBLE (uprooted tree)
Received claim for damages, denied and referred to JPIA.
I. RESOLUTION NO. 84 -2321: WARRANTS AND DEMANDS
Adopted Resolution No. 84 -2321 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF
$235,558.86 DEMAND NOS. 8755 THRU 8811 AND 8815.
CONSENT CALENDAR ITEM D - APPROVAL OF PLANS AND SPECIFICATIONS FOR
SIGNAL AT TEMPLE CITY BOULEVARD AND WOODRUFF AVENUE
Councilman Atkins stated the Traffic Engineer for the City saw no
warrant or demand for the signal at that intersection; when the County
was approached for plans and specs they also felt there was no need
and wanted no part of it; the signal would not stop the jaywalking
where most of the problem exists; the money could be better utilized
in improving the traffic signal malfunctions we have; and wanted his
opposition noted.
Councilmen Tyrell and Gillanders felt there is a special need for the
elderly which does not go by the standards or criteria set forth by
either the Traffic Engineer or the County, and felt the City would be
remiss in their duty if they were to neglect our elderly at this type
of intersection.
Councilman Tyrell moved to approve the plans and specifications to in-
clude pedestrian signal heads with "walk" and "don't walk" functions
at Temple City Boulevard and Woodruff Avenue, seconded by Councilman
Gillanders and carried.

9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:

Miles McClain, 9173 Fortson Drive, stated the property owners at 9179
Fortson were in violation of the City vehicle parking ordinance in that
two vehicles are parked on the lawn; four or five on the street; one
illegally parked on the corner; and other vehicles parked on both
sides of the street. He stated his calls to the Sheriff's Department
did not prompt action and was told to call them at 3:00 a.m. for over-
night violators and felt the ordinance is not being enforced.
Mayor Swain stated since it is legal to park vehicles on the street
during certain early morning hours the Sheriff's Department would re-
quest a call at that hour for alleged violators, however, _lawn parking
is not allowed at any time in Temple City and overnight parking does
require a permit. Lt. Johnston of the Sheriff's Department was preser
and felt the matter would be dealt with expeditiously.
RECESS TO CRA:
At this time, Council recessed to meet as the Community Redevelopment Agency;
approved the minutes of their regular meeting of November 20, 1984; continued
Consideration of Development Proposals for the Southwest Corner of Rosemead
Boulevard and Las Tunas Drive to the January 15, 1985, meeting; approved the
signage for H & R Block Income Tax Service; approved the annual report of
July 1, 1983, to June 30, 1984, for transmittal to Council; and adopted
resolution approving warrants and demands. The minutes are set forth in
full in the records of the agency.

RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
A. ANNUAL REPORT - JULY 1, 1983 TO JUNE 30, 1984
Councilman Atkins moved to accept the Community Redevelopment
Agency Annual Report and instructed staff to transmit the report
to the Department of Housing and Community Development, seconded
by Councilman Dennis and unanimously carried.
11. MATTERS FROM CITY OFFICIALS:

A. OFFICIAL CERTIFICATION OF TEMPLE CITY VOTES ON MEASURES PP & QQ
City Manager Koski presented the official canvass of votes cast for
and against Propositions PP and QQ for the City of Temple City Special
Municipal Election consolidated with the General Election held on
November 6, 1984, from. the Registrar- Recorder's Office. The required
percentage for passage of the measures was 66.33%. The Temple City
residents voted 64.67% in favor of PP and 61.62% in favor of QQ, both
of which would have been insufficient for passage. The percentage of
registered voters for Temple City who voted on November 6, 1984, was
81.55 %.
B. ALTERNATE TO EXECUTIVE COMMISSION OF THE SAN GABRIEL VALLEY
ANIMAL CONTROL AUTHORITY.
Councilman Dennis stated that previously there had been two alternate
delegates to the SGVACA and it had been suggested that Christopher
Francisco be appointed as an alternate to that agency to vote on be-
half of Temple City in his absence.
Councilman Dennis moved to appoint Christopher Francisco as the
alternate voting delegate to the Executive Commission of the San
Gabriel Valley Animal Control Authority, seconded by Councilman
Gillanders and unanimously carried.
12. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman Tyrell the
meeting adjourned at 7:50 p.m. The next regular meeting of the City
Council will be held on Tuesday, December 18, 1984, in the Council
Chamber of the City Hall.
