Dear Gideon:
Please find the enclosed materials constituting Boylston Properties' submission for the Master Plan
Special Permit in support of our proposed mixed use development project proposed for the Arsenal
Project site. Submission and supporting documentation have been included in this package, in
support of our application.
As discussed with Planning, Zoning, and DPW staff, and shown in the attached documentation, we
are proposing to repurpose the existing mall into a retail and residential mixed use destination. This
will be achieved by demolishing the existing interior single story mall portions of the existing
buildings, and adding five new buildings consisting of retail and restaurant spaces, entertainment
uses,residential units and amenity spaces. The project also entails re-exposing portions of the former
Forging Machine Shop and the Gun Carriage Manufacturer buildings that were part of the original
Arsenal property.
This project has been discussed with the Town and public for the past 12+ months and has been a
significant property associated with the rezoning of a portion of the I-1 zone to a Regional Mixed
Use District. The proposed project is in keeping with the new RMUD's purpose and intent, and
follows the Town's recently adopted Design Guidelines.
We look forward to an engaging process with the Town and community, as we proceed through the
permitting process.

BP Arsenal Groub LLC is seeking a Master Plan Special Permit for the redevelopment of 23+1- acres that make
up the Property, to develop a mixed-use regional destination providing retail opportunities, housing,and
entertainment opportunities. Upon completion, the proposed project will add approximately 110,000 SF of
retail space and 503 residential units,spread among 7 buildings,with significant open spaces,streetscape, and
landscape features. The proposed development design is in keeping with the Towns design guidelines,the

Board or respective staff members of Watertown for the purpose of conducting an inspection of the premises which has been
