There will be a maximum 30-minute period for comments on any subject with a 3-minute time limit on each speaker, unless waived by Council. APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of October 4, 2016. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS – MEETING OF SEPTEMBER 27, 2016 The City Council is requested to review the Planning Commission actions of their meeting of September 27, 2016. Recommendation: Receive and file. C. FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 73633, A 28- UNIT CONDOMINIUM PROJECT AT 5654 AND 5657 MCCULLOCH AVENUE Final map approval for Olson Home’s Blossom Walk. The development features two properties, one with 24 units and one lot with four units. Recommendation: 1. Receive the Subdivision Improvement Agreement; 2. Approve Tract Map No. 73633 and dedications indicated on the map; 3. Authorize the City Manager to execute the Subdivision Improvement Agreement; 4. Authorize the City Clerk to certify Tract Map No. 73633. D. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73719, A LOT SPLIT SUBDIVISION AT 5927 IVAR AVENUE The Parcel Map is for a lot split subdivision at 5927 Ivar Avenue. Recommendation: City Council Agenda October 18, 2016 Page 3 of 6 1. Receive the Subdivision Improvement Agreement; 2. Approve the final subdivision map for Parcel map No. 73719; 3. Authorize the City Manager to execute the Subdivision Improvement Agreement; 4. Authorize the City Clerk to certify Parcel Map No. 73719. E. AMENDMENT OF EMPLOYEE CLASSIFICATION PLAN After review of the newly adopted class specifications, it is recommended that the City modify the minimum qualifications for the full time and one part-time Building and Code Inspector I positions. Recommendation: Adopt Resolution No. 16-5214 amending the Employee Classification Plan and approving the respective salary ranges. F. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Recommendation: Receive and file report. G. ADOPTION OF RESOLUTION NO. 16-5215 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 16-5215 authorizing the payment of bills. Recommendation: Adopt Resolution No. 16-5215. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS – None 10. NEW BUSINESS A. A REQUEST FOR A CONDITIONAL USE PERMIT, A TENTATIVE TRACT MAP, AND A MAJOR SITE PLAN REVIEW FOR THE CONSTRUCTION OF A MIXED-USE DEVELOPMENT AT 5935, 5953 TEMPLE CITY BOULEVARD The proposed four-story project includes 61 residential condominium units, 7,250 square feet of commercial space, and 198 parking spaces. An City Council Agenda October 18, 2016 Page 4 of 6 environmental review concluded that the project will not result in any significant environmental impacts with the incorporation of mitigation measures. Presentation: Community Development Director Recommendation: 1. Hold a public hearing to consider the project; and 2. Adopt Resolution No. 16-5211 adopting a Mitigated Negative Declaration and approving the conditional use permit, the tentative tract map, and the Major Site Plan Review, subject to conditions of approval. 11.
