Seconded by Counci lmem ber Fish . 3. INVOCATION Pastor Darrel Kelty with Community of Christ Church provided the Invocation . 4. PLEDGE OF ALLEGIANCE Boy Scout Troop #174 provided a flag cerem ony and led those present in the Pledge of Allegiance . 5. CEREMONIAL MATTERS -PRESENTATIONS A. PET OF THE MONTH Cindy Rign ey , President of the Board for the San Gabriel Valley Humane Society , introduced the featured pet of the month "Feather". Those interested in adopting her can call the San Gabriel Valley Humane Society at (626) 286-1159. B. ADOPTION OF RESOLUTION NO. 16-5210 AUTHORIZING THE SALE OF REMOVED STREET SIGNS AS SURPLUS EQUIPMENT PURSUANT TO TEM PLE CITY MUNICIPAL CODE SECTION 2-5-16 AND ESTABLISHING THE PRICE FOR SUCH SIGNS The C ity Council approved a capital improvement project in Fiscal Year 2016- 17 for the rep lacement of existing street signage throughout the City . Staff is seeking the City Council 's approval to sell the existing signs to the publ ic and to establish a price for such signs . Action : Adopted Resolution No. 16-521 0 authorizing the sale of removed street signs as surplus equipment and establishing the price for such signs. F . FISCAL YEAR (FY) 2015-16 FOURTH QUARTER PRELIMINARY FINANCIAL STATUS REPORT These reports represent the City's treasury activities , revenue and expenditure transactions for the fourth quarter of Fiscal Year 2015-16 , April 2016 through June 2016 . Action : Received and filed the Fou rth Quarter Preliminary Financial Status Report. G . ADOPTION OF RESOLUTION NO . 16-5212 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No . 16-5212 authorizing the payment of bills . Action : Adopted Resolution No . 16-52 12 . 8. PUBLIC HEARING-None 9. UNFINISHED BUSINESS-None 10. NEW BUSINESS A. MARCH 7 , 2017 GENERAL MUNICIPAL ELECTION The California Elections Code requires that certain resolu tions be adopted in City Co uncil M i nutes October 4 , 2016 Page 4 of 7 order to hold the City's General Mun ici pal Election on March 7 , 2017 . Under the provision of the C ity of Temp le City Charter , C ity's General municipal elections are conducted on the first Tuesday after the first Monday in March of odd-numbered years . City Clerk Kuo gave a brief summary of the staff report . C ity Council commented and discussed regarding the upcoming election . Mayor ProTem Sternquist opened public comments . Steve Stafford , Temple City resident , made comments regarding the County's special election i n March. Hearing no further request to speak , Mayor Pro Tem Sternquist closed public comments . Councilmember F ish made a motion to adopt resolutions to conduct stand - a lone General Municipal election on March 7 , 2017 and approve a Professional Services Agreement with Martin & Chapman Company. Seconded by Councilmember Chavez and carried by the following votes: AYES : NOES : ABSTAIN: ABSENT: Councilmember-Chavez , Fish , Sternquist Councilmember-Man Councilmember-None Council member-Yu 11. UPDATE FROM CITY MANAGER Announced upcoming Fal l Festival and Class ic Car Show on Saturday, October 15 and Coffee with Temple Sheriff Station Captain Jacob on Tuesday, October 18 at McDonald 's . He also provided additional information regarding pavement replacement by the util ity companies after their repair and maintenance work . 13.
