SUBJECT: PLANNING COMMISSION ACTIONS-MEETING OF SEPTEMBER 27 ,
2016
RECOMMENDATION:
The City Council is requested to receive and fil e th e Planning Commission
(Commission) actions fro m their meet in g of September 27 , 2016 .
BACKGROUND:
On September 27 , 2 01 6 , the Com mi ss ion held th eir regularly scheduled meeting .
ANALYSIS:
The following is a s um mary of actions taken at the September 27 , 2016 meeting :

2 . CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of September
13 ,2016 .
3. PUBLIC HEARING
A. A TENTATIVE TRACT MAP A ND A MAJOR SITE PLAN REVIEW TO
ALLOW THE CONSTRUCTION OF EIGHT CONDOMINIUM UNITS IN THE
R-2 ZO NE
The Co mmi ss ion approved a tentative tract map , and a major site plan
review to develop eight condominium units at 4839-4849 Glickman Avenue .
The project consists of two floor plans , containing 1,708 and 1,705 square
feet of living area . Both fl oor plans consist of four bedrooms and three
bathrooms. The front units will face Glickman Avenue and the additiona l six
units wil l fa ce the 24-foot wide driveway located in the middle of the
develop ment. The General Plan allows up to 12 dwelling units per acre
whereas approved reside ntial development has a density of 10 .2 dwelling
units per acre . The property is located in the R-2 zone , and is designated as
Medium Density Residential by the City's General Plan.
B . A CO NDITIONAL USE PERMIT TO ES TAB LISH A 7 ,891 SQUARE FOOT
KARAO KE T ELEVIS ION (KTV) BUSINESS LOCATED IN THE CAMELLIA
SQ UARE SHOPPING C ENTER
The Commission denied a conditiona l use permit to establish a 7 ,891 square
foot karaoke television (KTV) business located at 9055 Las Tunas Drive , unit
125 in building 1 of the Camellia Square Shopp ing Center. Staff found that
many KTV businesses have demonstrated a history of incidents requiring
law enforcement service calls . In addition , a res idential neighborhood is
loca ted di rec tly north of the site ; the nearest residence is located
approxim atel y 60 feet from th e rear wall. Th e Commission determined that
the required fin dings co uld not be made , as th e proposed business would
have an "ad verse effect upon the use , enjoyment or valuation of adjacent or
neighbori ng properties or upon the public welfare". The Planning
Commission voted to ap prov e a resolution de nying the application . The site
is loca ted in th e C-2 zone , and is designated as General Commercial by the
City's General Plan .
C . A MODIFICATION OF A N APPROVED CONDITIONAL USE PERMIT TO
EXPAND AN EX IST ING AFTERSCHOOL EDUCATION BUSINESS (A
1,100 SQUARE FOO T ART SCHOOL) TO OCCUPY AN ADJACENT 1,100
SQUARE FOOT COM MERCIAL UNIT. THE APPLICANT IS ALSO
REQUESTING T O OPERATE ON SATURDAY AND SUNDAY

The Commission approved a modification of an approved conditional use
permit t o ext end the hours and expand the square footage of an afterschool
education business located at 5921 and 5923 Cloverly Avenue. The subject
site is located in the Centu ry Square mi ni -mall , which is located near the
northwest corner of Las T unas Drive and C loverly Avenue . The property
co nsists of a lmost 51 ,000 square feet of la nd area with two bui ldings total i ng
13 ,229 sq uare feet and 7 4 parking spaces. The appli cant does not intend to
increase the number of students however, the expansion was requested to
accommodate larger easels used for some of the student's larger format
drawings and paintin gs. The s ite is located in the West Commerci al (WC)
District of th e Downtown Specific P lan , and is designated as Commerc ial by
the City's General Pla n .

Plann i ng Manager Reimers announced that two bus inesses are currently
operating at the Camellia Sq uare a nd that Tea Station Express and Kang Ho Dong
Baek Jeong (Korean BBQ) are scheduled to ope n soon .

The Commission meeting was adj ourned at 9 :07p.m .
CITY STRATEGIC GOALS :
App roval of the Com mission act ions of Septembe r 27, 2016 furthers the City's Strategic
Goals of Citizen Edu cation and Comm u nication .
