Hause, Administrative Services Director SUBJECT: AMENDMENT OF EMPLOYEE CLASSIFICATION PLAN RECOMMENDATION: It is recommended the City Council adopt Resolution No. 16-5214 amending the Employee Classification Plan and approving the respective salary ra nges. BACKGROUND: 1. On December 18, 2012, the City Council adopted revised Personnel Rules for full time and part-time employees. 2. On June 4, 2013, the City Council adopted Resolution No . 13-4821 , adopting an Employee Classification Plan. 3. On June 7, 2016, the City Council adopted Resolution No. 16-5173, amending the Employee Classification Plan, which added the classifications of Building and Code Inspector Ill, Building and Code Inspector II , Building and Code Inspector I and Parks and Recreation Manager. ANALYSIS: Article 5 Section 2 of the Personnel Rules allow for the adopted Classification Plan to be amended from time to time by resolution of the City Council. At the time of consideration by the City Council, any interested party may appear and be heard. After the adoption of the new classifications, including the Building and Code Inspector I, City Council October 18, 2016 Page 2 of 3 staff opened a recruitment for one full time and one part-time Building and Code Inspector I. After re-visiting the class specifications, it is recommended that the City modify the minimum qualifications and re-open the recruitment. It is recommended the following be eliminated: International Code Council Certification as a Residential Building Inspector, Commercial Building Inspector, Zoning Inspector, Property Maintenance Inspector or equivalent per state requirements. However, the qualifications that currently exist do require that the candidate obtain an International Code Council Certification as a Residential Building Inspector within one year of their appointment. When staff developed the minimum qua lifications for the Building and Code Inspector I position , staff believed that requiring some level of certification upon hiring would result in a higher quality candidate pool with greater job knowledge and experience. However after going through a recruitment for the full-time and part-time positions, staff found that that there is not necessarily a correlation between certifications held and level of experience or overall quality of candidate. Further, staff noticed that numerous people applied for the positions that had relevant experience and/or education, but could not be considered as they did not possess the required certification. Removing the requirement for certification upon hiring will allow the City to draw from a larger applicant pool and conside r applicants that are otherwise qualified for the job. This will provide more options and flexibility to help ensure that the City is hiring the best possible candidate based on all factors. Since this is an entry-level position, it is not uncommon that good and qualified candidates may not yet have professional certification . Further, the requirements to obtain building inspector certification within one year of appointment and to obtain code enforcement officer certification within two years of appointment will remain in place. After being with the city for two years, the inspector will have the same level and type of certification as is currently required . The only change would be the level of certification required when initially hired . CITY STRATEGIC GOALS: Adoption of Resolution No. 16-5214 will promote or further the City's Strategic Goal of Good Governance. WHEREAS, Article 5, Section 2, of the revised Personnel Ru les states that the Classification Plan shall be adopted by and may be amended from time to time by Resolution of the City Council. WHEREAS, The City Manager has ascertained and recorded the duties and responsibilities of all positions in the Classified Service, after consulting with Department Head, and has recommended an amended classification specification Uob description) Building and Inspector I (Exhibit "1 "). NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follows: SECTION 1. The City Council hereby approves the amendment to the Employee Classification Plan dated March 2013. SECTION 2. The City Clerk shall certify to the adoption of this resolution. International Code Council Certification as a Residential Building Inspector required within one year of appointment; and California AssoCiation of Code Enforcement Officers certification as Certified Code Enforcement Officer required within two years of appointment. Ability to operate a telephone, personal computer, and copying machine. Ability to understand and respond to the public and staffs requests for assistance both on the telephone and in person.
