Mayor Yu called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember-Chavez, Fish, Man, Sternquist, Yu ABSENT: Councilmember-None ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo, and Community Development Director Forbes 3. INVOCATION Pastor Darrel Kelty with Community of Christ Church provided the Invocation. 4. PLEDGE OF ALLEGIANCE Mayor Yu led those present in the Pledge of allegiance. 5. CEREMONIAL MATTERS-PRESENTATION-None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jing Li, Temple City Library Manager, announced upcoming library events. Steve Stafford, Temple City resident, commented on the lack of lighting in the southwest corner parking lot of Rosemead and Broadway. 7. CONSENT CALENDAR Councilmember Man made a motion to approve the Consent Calendar. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS - MEETING OF SEPTEMBER 14, 2016 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting on September 14,2016. Action: Received and filed. C. PLANNING COMMISSION ACTIONS-MEETING OF OCTOBER 11, 2016 The City Council is requested to review the Planning Commission actions of their meeting on October 11, 2016. Action: Received and filed. D. PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF OCTOBER 19, 2016 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of October 19, 2016. Action: Received and filed. E. APPROVAL OF A VENDOR AGREEMENT FOR SERVICE WITH GOLDEN EAGLE AVIATION SERVICE INC. FOR A FLYOVER DURING THE VETERAN'S DAY CELEBRATION Approval of the Vendor's Agreement for Service with Golden Eagle Aviation will allow for a flyover during the City's Veteran's Day Celebration on November 11,2016. Action: Approved a Vendor Agreement for Service with Golden Eagle Aviation Service Inc. and authorized the City Manager to sign the agreement. City Council Minutes November 1, 2016 Page 3 of 7 F. APPROVAL OF FIRST AMENDMENT TO THE AGREEMENT WITH MARTIN AND CHAPMAN COMPANY, AN ELECTION SUPPLIES AND SERVICES PROVIDER Approval of First Amendment to the agreement with Martin and Chapman Company will ensure that the City continues to receive the election supplies and support services needed to conduct a stand-alone election. Action: Received and filed report. H. ADOPTION OF RESOLUTION NO. 16-5216 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 16-5216 authorizing the payment of bills. Action: Adopted Resolution No. 16-5216. 8. PUBLIC HEARING-None 9. UNFINISHED BUSINESS-None 10. NEW BUSINESS A. ADOPTION OF URGENCY ORDINANCE NO. 16-1017U PROHIBITING THE CULTIVATION, PROCESSING, MANUFACTURING, LABORATORY TESTING, LABELING, STORING, AND WHOLESALE AND RETAIL DISTRIBUTION OF CANNABIS The proposed urgency ordinance would temporarily prohibit commercial marijuana activities while staff reviews the issue and brings recommendations to the City Council for a permanent regulatory requirement. City Manager Cook gave a brief introduction regarding the proposed Urgency Ordinance. Community Development Director Forbes gave a brief summary of the staff City Council Minutes November 1, 2016 Page 4 of 7 report. Mayor Yu opened public comments. Steve Stafford, Temple City resident, spoke in favor of the proposed Urgency Ordinance. Hearing no further request to speak, Mayor Yu closed public comments. City Council commented and discussed regarding the urgency ordinance Councilmember Chavez introduced, read by title, waived further reading, and adopted Urgency Ordinance No. 16-1017U to temporarily prohibit the cultivation, processing, manufacturing, laboratory testing, labeling, storing, and wholesale and retail distribution of cannabis. Seconded by Councilmember Man and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember-Chavez, Fish, Man, Sternquist, Yu Councilmember-None Councilmember-None Council member-None 11. COMMUNICATIONS-None 12. UPDATE FROM CITY MANAGER Announced that the City and County Library will host a check acceptance ceremony tomorrow at 1 p.m. in front of the library. The County has approved a funding of $1.95 million dollars for the renovation of the County library in Temple City. He also reported that the Veteran's Memorial Project is near completion, and thanked the County Sheriff Department for their effort in keeping the community safe. 13. UPDATE FROM CITY ATTORNEY Shared that a number of cities are facing issues with large charitable donation bins being set up in parking Jots of commercial facilities without a permit from the City. This issue is being discussed and he will bring updates to City Council as it becomes available. 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. COUNCILMEMBER CHAVEZ Congratulated the Parks and Recreation staff for a very successful Halloween Carnival. B. COUNCILMEMBER FISH Commented on the City's successful Halloween Carnival. Reported on the Senior Halloween Luncheon she attended and reminded the voters to get out and vote. C. COUNCILMEMBER MAN Commented on the City's Halloween Carnival and the check acceptance ceremony for the library renovation. He also commented on the grand opening of Fresh QBake Restaurant on Rosemead and Broadway. D. MAYOR PROTEM STERNQUIST Commented on the San Gabriel Valley Council of Government General Assembly meeting and shared the focus of the meeting was on Measure M for transportation. She also commented on the City's Halloween Carnival and the Veteran's Memorial Project. E. MAYORYU Thanked Mayor Pro Tern Sternquist for her effort reaching out to the County to make renovation of the library possible. 16.
