Minutes of the Special City Council Meeting of December 6, 2016; and 2. Minutes of the Regular City Council Meeting of December 6, 2016. Recommendation: Approve. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS – MEETING OF NOVEMBER 9, 2016 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting of November 9, 2016. Recommendation: Receive and file. C. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73447, A FLAG LOT SUBDIVISION AT 4910 HELEO AVENUE City Council is requested to approve the Final Parcel Map for a flag lot subdivision at 4910 Heleo Avenue. Recommendation: 1. Receive the Subdivision Improvement Agreement; 2. Approve the final Subdivision Map for Parcel Map No. 73447; 3. Authorize the City Manager to execute the Subdivision Improvement; and 4. Authorize the City Clerk to certify Parcel Map No. 73447. D. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73448, A FLAG LOT SUBDIVISION AT 4920 HELEO AVENUE City Council is requested to approve the Final Parcel Map for a flag lot subdivision at 4920 Heleo Avenue. Recommendation: 1. Receive the Subdivision Improvement Agreement; City Council Agenda December 20, 2016 Page 3 of 6 2. Approve the final Subdivision Map for Parcel Map No. 73448; 3. Authorize the City Manager to execute the Subdivision Improvement; and 4. Authorize the City Clerk to certify Parcel Map No. 73448. E. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Recommendation: Receive and file report. F. ADOPTION OF RESOLUTION NO. 16-5228 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 16-5228 authorizing the payment of bills. Recommendation: Adopt Resolution No. 16-5228. 8. PUBLIC HEARING A. SECOND READING AND ADOPTION OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, AMENDING TITLE 7 BY ADOPTING BY REFERENCE THE 2017 LOS ANGELES COUNTY CODE, TITLE 26 BUILDING CODE, TITLE 27 ELECTRICAL CODE, TITLE 28 PLUMBING CODE, TITLE 29 MECHANICAL CODE, TITLE 30 RESIDENTIAL CODE AND TITLE 33 EXISTING BUILDING CODE AND CALIFORNIA GREEN BUILDING STANDARDS CODE WITH CERTAIN AMENDMENTS, ADDITIONS AND DELETIONS THERETO The City Council is requested to adopt an ordinance adopting a revised Building Code for Temple City, referencing the Los Angeles County Building Code. Presentation: Community Development Director Recommendation: 1. Open the public hearing; 2. Accept public testimony from members of the public; and 3. Read by title only, waive further reading, and adopt Ordinance No. 16- 1019 adopting by reference and amending the 2017 Los Angeles Building, City Council Agenda December 20, 2016 Page 4 of 6 Residential, Electrical, Mechanical, Plumbing Code, Existing Building Codes and California Green Building Standards Code. 9. ADOPTION OF RESOLUTION NO. 16-5227 MAKING AN APPOINTMENT TO THE BOARD OF TRUSTEES FOR THE SAN GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT The City Council is requested to appoint a representative to serve on the San Gabriel Valley Mosquito & Vector Control District Board of Trustees. Presentation: City Clerk Recommendation: Adopt Resolution No. 16-5227 making an appointment to the Board of Trustees for the San Gabriel Valley Mosquito & Vector Control District and instruct the City Clerk to complete resolution attached to reflect City Council’s decision. B. ADOPTION OF RESOLUTION NO. 16-5226 PROVIDING FOR THE APPOINTMENT OF THE NOMINEES TO THE OFFICE OF CITY COUNCIL THAT WERE TO BE ELECTED ON TUESDAY, MARCH 7, 2017 AND CANCELLING THE CITY’S GENERAL MUNICIPAL ELECTION ON THAT DATE The City Council is requested to adopt the resolution and exercise its option to appoint the nominees to those offices and to cancel the March 7, 2017 General Municipal Election. Recommendation: Adopt Resolution No. 16-5226 providing for the appointment of the two nominees to the office of the City Council that were to be elected on Tuesday, March 7, 2017 and cancel the City’s General Municipal Election on that date. 11.
