City Council congratulated the Temple City High School Girls Tennis Team
for winning the CIF Finals and presented each player with a certificate of
recognition .

A. ADOPTION OF RESOLUTION NO . 16-5225 DECLARING THE RESULTS
OF THE CANVASS OF VOTE FOR THE SPECIAL MUNICIPAL ELECTION
OF NOVEMBER 8 , 2016
The City Council is requested to adopt a resolution reciting the facts of the
Special Municipal Election held on November 8 , 2016. The Los Angeles
County Registrar & County Clerk certified the results of the canvass of vote
for the election .

Adopted Resolution No . 15-5225 reciting the
facts of the election and declaring the results .

E. SECOND READING AND ADOPTION OF ORDINANCE 16-1016
REMOVING TITLE 9 , CHAPTER 1, SECTION C OF THE TEMPLE CITY
MUNICIPAL CODE
The City Council is considered to adopt an ordinance to remove the Fast
Track Modification Committee from the Temple City Municipal Code .
Action : Waived further reading and adopted
Ordinance 16-1016 amending the Municipal
Code removing Title 9, Chapter 1 , Section C
(Fast Track Modification Committee) of the
Temple City Municipal Code.
F. ADOPTION OF COMPLETE STREETS POLICY TO MAINTAIN ELIGIBILITY
FOR GRANT APPLICATIONS
The Metro Complete Street Policy requi res that all cities in Los Angeles
County adopt complete streets policies by January 1, 2017 , to maintain
e ligibility for Metro capital grant fund i ng opportunities .
Action : Adopted Resolution No . 16-5220 adopting the
Temple City Complete Streets Pol icy .
G . ADOPTION OF RESOLUTION NO . 16 -5221 ADOPTING REVISED SALARY
RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS
IMPLEMENTING MINIMUM WAGE
In order to ensure compliance with the State of California 's minimum wage
law , unrepresented part-time position c lassifications need to be adjusted .

BILLS
The City Counci l is requested to adopt Resolution No . 16-5222 authorizing
the payment of bi lls .

A. ADOPTION OF AN URGENCY ORDINANCE AND INTRODUCTION OF AN
ORDINANCE AMENDING TITLE 7 OF THE TEMPLE CITY MUNICIPAL
CODE BY ADOPTING BY REFERENCE THE 2017 LOS ANGELES
COUNTY CODE , TITLE 26 BUILDING CODE , TITLE 27 ELECTRICAL
CODE , TITLE 28 PLUMBING CODE , TITLE 29 MECHANICAL CODE , TITLE
30 RESIDENTIAL CODE AND TITLE 33 EXISTING BUILDING CODE AND
CALIFORNIA GREEN BUILDING STANDARDS CODE WITH CERTAIN
AMENDMENTS , ADDITIONS AND DELETIONS THERETO
The City Council is requested to adopt proposed ordinances adopting a
revised Building Code for Temple C ity , referenc i ng the Los Angeles County
Building Code .
City Manager Cook provided a br ief overview of the proposed urgency
ord inance.
Dennis Tarango , C ity's contract Build i ng Official , gave a summary of the staff
report .

Steve Stafford , Temple City resident, spoke in favor of updati ng the C ity's
building code .

Councilmember Chavez introduced , read by title, wa ived further read i ng , and
adopted Urgency Ordinance 16-1019U adopting by reference and amending
the 2017 Los Angeles County Building , Residential , Electrical , Mechanical ,
Plumbing, Existing Building , and California Green Building Standards Codes ;
and introduced for first reading by t itle only, waived further reading , and
scheduled a Public Hearing on December 20 , 2016 to consider adoption and
second reading of Ordinance 16-1020 adopting by reference and amending
the 2017 Los Angeles County Building , Residential , Electrical , Mechanical ,
Plumbing, Existing Bu i lding, and California Green Building Standards Codes .

B. ADOPTION OF URGENCY ORDINANCE 16 -1018U EXTENDING A
MORATORIUM TO PROHIBIT THE CULTIVATION, PROCESSING ,
MANUFACTURING , LABORATORY TESTING , LABELING , STORING , AND
WHOLESALE AND RETAIL DISTRIBUTION OF CANNABIS
On November 1, 2016 , the City Council adopted an urgency ordinance
establishing a temporary moratorium to prohibit cultivation, distribution and
other commercial activities pertaining to recreational marijuana . Pursuant to
state law , the moratorium expires after 45 days unless extended by a four-fifth
vote of the City Council extending the moratorium .
City Manager Cook gave an overview of the proposed urgency ord inance .
Community Development Director Forbes gave a brief summary of the staff
report.
Mayor Yu opened public hearing .
Steve Stafford , Temple City resident , commented on the proposed
moratorium .
Steve Vezerian , Arcad ia resident , commented on the proposed moratorium
and asked questions .

9. UNFINISHED BUSINESS
A. AUTHORIZE BID ADVERTISEMENT FOR THE CONSTRUCTION OF A
NEW PUBLIC PARKING LOT AT 5800 TEMPLE CITY BOULEVARD
A draft bid package of plans , spec ifications , and cost estimates is ready for
solicitation . If approved , the bid package for project construction will be
advertised December 16 , 2016 ; award of contract is anticipated for February
21,2017.
City Manager Cook gave a brief overview on the 5800 Temple City Boulevard
project.
Mayor Yu opened public comments .
Steve Stafford , Temple City resident , commented on l ighting for the proposed
parking lot and a cross walk at that corner .
Hearing no further request to speak , Mayor Yu closed public comments .
City Council commented and discussed reg arding the urgency ordinance
Councilmember Fish made a motion to accept plans , specifications , and
estimates for the construction of a new public parking lot at 5800 Temple City
Boulevard; and authorized the City Manager to conduct a formal bid process.

PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER
QUALITY AUTHORITY
The nomination period for election to the San Gabriel Basin Water Quality
Authority Board Member and Alternate Member closed on November 18 ,
2016. The City Council is requested to cast votes for a candidate to
represent cities without prescriptive water pumping rights .
City Manager Cook gave a brief overview regarding the San Gabrie l Basin
Water Quality Authority .
Mayor Yu opened public comments .
Margaret Clark , Councilmember for City of Rosemead , asked for Council 's
consideration in vot i ng for her to fill the vacant board seat.
Hearing no further request to speak , Mayor Yu closed public comments.
Mayor Pro Tem Sternquist made a motion to adopt Resolution No . 16-5224
casting the City of Temple City's votes for Councilmember Margaret Clark,
City of Rosemead , to represent cities in the San Gabriel Basin without
prescriptive water pumping rights on the Board of the San Gabriel Water
Quality Authority and instructed the City Clerk to complete resolution attach to
reflect Council's decision . Seconded by Councilmember Fish and carried by
the following votes :
