PET OF T HE MONTH Cindy Rigney , President of the Board for the San Gabriel Valley Humane Society , introduced the featured pets of the month "Jersey" and "Katy Purry". ADOPTION OF RESOLUTION NO . 16-5225 DECLARING THE RESULTS OF THE CANVASS OF VOTE FOR THE SPECIAL MUNICIPAL ELECTION OF NOVEMBER 8 , 2016 The City Council is requested to adopt a resolution reciting the facts of the Special Municipal Election held on November 8 , 2016. The Los Angeles County Registrar & County Clerk certified the results of the canvass of vote for the election . Action : B. APPROVAL OF MINUTES Adopted Resolution No . 15-5225 reciting the facts of the election and declaring the results . The City Counci l is requested to review and approve: 1. Minutes of the Special City Council Meeting of November 15 , 2016 ; 2 . Minutes of the Regular City Council Meeting of November 15, 2016 ; and 3 . Minutes of the Special City Counci l Meeting of November 30 , 2016 . Action : Approved . C . PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF NOVEMBER 16 , 2016 City Council Minutes December 6 , 2016 Page 3 of 10 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of November 16 , 2016. Action : Received and filed . D. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS - MEETING OF OCTOBER 12 , 2016 The City Council is requested to review the Transportation and Publ ic Safety Commission actions of their meeting of October 12 , 2016 . Action : Received and filed. E. SECOND READING AND ADOPTION OF ORDINANCE 16-1016 REMOVING TITLE 9 , CHAPTER 1, SECTION C OF THE TEMPLE CITY MUNICIPAL CODE The City Council is considered to adopt an ordinance to remove the Fast Track Modification Committee from the Temple City Municipal Code . Action : Waived further reading and adopted Ordinance 16-1016 amending the Municipal Code removing Title 9, Chapter 1 , Section C (Fast Track Modification Committee) of the Temple City Municipal Code. F. ADOPTION OF COMPLETE STREETS POLICY TO MAINTAIN ELIGIBILITY FOR GRANT APPLICATIONS The Metro Complete Street Policy requi res that all cities in Los Angeles County adopt complete streets policies by January 1, 2017 , to maintain e ligibility for Metro capital grant fund i ng opportunities . Action : Adopted Resolution No . 16-5220 adopting the Temple City Complete Streets Pol icy . G . ADOPTION OF RESOLUTION NO . 16 -5221 ADOPTING REVISED SALARY RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS IMPLEMENTING MINIMUM WAGE In order to ensure compliance with the State of California 's minimum wage law , unrepresented part-time position c lassifications need to be adjusted . City Council Minutes December 6 , 2016 Page 4 of 10 Action : H . PETTY CASH REPORT Adopted Resolution No. 16-5221 adopting salary ranges for unrepresented part-time class if ications implementing minimum wage . The City Council is requested to review , receive and file the Petty Cash Report. Action : Received and filed report . I. ADOPTION OF RESOLUTION NO. 16-5222 APPROVING PAYMENT OF BILLS The City Counci l is requested to adopt Resolution No . 16-5222 authorizing the payment of bi lls . Action : Adopted Resolution No . 16-5222. 8. PUBLIC HEARING A. ADOPTION OF AN URGENCY ORDINANCE AND INTRODUCTION OF AN ORDINANCE AMENDING TITLE 7 OF THE TEMPLE CITY MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2017 LOS ANGELES COUNTY CODE , TITLE 26 BUILDING CODE , TITLE 27 ELECTRICAL CODE , TITLE 28 PLUMBING CODE , TITLE 29 MECHANICAL CODE , TITLE 30 RESIDENTIAL CODE AND TITLE 33 EXISTING BUILDING CODE AND CALIFORNIA GREEN BUILDING STANDARDS CODE WITH CERTAIN AMENDMENTS , ADDITIONS AND DELETIONS THERETO The City Council is requested to adopt proposed ordinances adopting a revised Building Code for Temple C ity , referenc i ng the Los Angeles County Building Code . City Manager Cook provided a br ief overview of the proposed urgency ord inance. Dennis Tarango , C ity's contract Build i ng Official , gave a summary of the staff report . Mayor Yu opened public hearing . Steve Stafford , Temple City resident, spoke in favor of updati ng the C ity's building code . Hearing no further request to speak , Mayor Yu closed public hearing . City Council Minutes December 6 , 2016 Page 5 of 10 Councilmember Chavez introduced , read by title, wa ived further read i ng , and adopted Urgency Ordinance 16-1019U adopting by reference and amending the 2017 Los Angeles County Building , Residential , Electrical , Mechanical , Plumbing, Existing Building , and California Green Building Standards Codes ; and introduced for first reading by t itle only, waived further reading , and scheduled a Public Hearing on December 20 , 2016 to consider adoption and second reading of Ordinance 16-1020 adopting by reference and amending the 2017 Los Angeles County Building , Residential , Electrical , Mechanical , Plumbing, Existing Bu i lding, and California Green Building Standards Codes . ADOPTION OF URGENCY ORDINANCE 16 -1018U EXTENDING A MORATORIUM TO PROHIBIT THE CULTIVATION, PROCESSING , MANUFACTURING , LABORATORY TESTING , LABELING , STORING , AND WHOLESALE AND RETAIL DISTRIBUTION OF CANNABIS On November 1, 2016 , the City Council adopted an urgency ordinance establishing a temporary moratorium to prohibit cultivation, distribution and other commercial activities pertaining to recreational marijuana . Pursuant to state law , the moratorium expires after 45 days unless extended by a four-fifth vote of the City Council extending the moratorium . City Manager Cook gave an overview of the proposed urgency ord inance . Community Development Director Forbes gave a brief summary of the staff report. Mayor Yu opened public hearing . Steve Stafford , Temple City resident , commented on the proposed moratorium . Steve Vezerian , Arcad ia resident , commented on the proposed moratorium and asked questions . Hearing no further request to speak , Mayor Yu closed public hearing . City Council commented on the urgency ordinance Mayor Pro Tem Sternquist introduced , read by title , waived further reading , and adopted Urgency Ordinance No . 16-1018U extend i ng for an additional10 City Council Minutes December 6 , 2016 Page 6 of 10 months and 15 days the moratorium adopted by the City Counc i l on November 1, 2016 , to temporari ly prohibit the cu ltivation , processing , manufacturing , laboratory testing , labeling , storing , and wholesale and retail d istribution of cannabis . UNFINISHED BUSINESS A. AUTHORIZE BID ADVERTISEMENT FOR THE CONSTRUCTION OF A NEW PUBLIC PARKING LOT AT 5800 TEMPLE CITY BOULEVARD A draft bid package of plans , spec ifications , and cost estimates is ready for solicitation . If approved , the bid package for project construction will be advertised December 16 , 2016 ; award of contract is anticipated for February 21,2017. City Manager Cook gave a brief overview on the 5800 Temple City Boulevard project. Mayor Yu opened public comments . Steve Stafford , Temple City resident , commented on l ighting for the proposed parking lot and a cross walk at that corner . Hearing no further request to speak , Mayor Yu closed public comments . City Council commented and discussed reg arding the urgency ordinance Councilmember Fish made a motion to accept plans , specifications , and estimates for the construction of a new public parking lot at 5800 Temple City Boulevard; and authorized the City Manager to conduct a formal bid process. ADOPTION OF RESOLUTION NO . 16-5224 CASTING VOTES FOR A CANDIDATE TO REPRESENT CITIES WITHOUT PRESCRIPTIVE WATER City Council Minutes December 6 , 2016 Page 7 of 10 PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY The nomination period for election to the San Gabriel Basin Water Quality Authority Board Member and Alternate Member closed on November 18 , 2016. The City Council is requested to cast votes for a candidate to represent cities without prescriptive water pumping rights . City Manager Cook gave a brief overview regarding the San Gabrie l Basin Water Quality Authority . Mayor Yu opened public comments . Margaret Clark , Councilmember for City of Rosemead , asked for Council 's consideration in vot i ng for her to fill the vacant board seat. Hearing no further request to speak , Mayor Yu closed public comments. Mayor Pro Tem Sternquist made a motion to adopt Resolution No . 16-5224 casting the City of Temple City's votes for Councilmember Margaret Clark, City of Rosemead , to represent cities in the San Gabriel Basin without prescriptive water pumping rights on the Board of the San Gabriel Water Quality Authority and instructed the City Clerk to complete resolution attach to reflect Council's decision . Seconded by Councilmember Fish and carried by the following votes : AYES : NOES : ABSTAIN : Councilmember-Chavez , Fish , Man , Sternquist, Yu Councilmember-None Councilmember -None 11. UPDATE FROM CITY MANAGER Congratulated staff on a successful Lights on Temple C ity celebration , provided an update regarding the Live Oak Park Walking Path , and commented on the next Connect issue . 13.
