SUBJECT: ADOPTION OF RESOLUTION NO. 16-5227 MAKING AN
APPOINTMENT TO THE BOARD OF TRUSTEES FOR THE SAN
GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT
RECOMMENDATION:
The City Council (Council) is requested to appoint a representative to seNe on the San
Gabriel Valley Mosquito & Vector Control District Board of Trustees for a two-year term
of office ending on December 31 , 2018 and inst ruct the City Clerk to complete
resolution attached to reflect Council's decision .
BACKGROUND:
1. The San Gabriel Valley Mosquito & Vector Control District was founded in 1989 to
protect residents from mosquito -borne disease t hrough public education ,
suNeillance, and control of mosquitoes .
2. On November 4, 2014 , City Council appointed Council member Sternqu ist as
Temple City 's representative to seNe on the Board of Trustee of the San Gabriel
Valley Mosquito & Vector Control Distri ct. Her appo intment was for a two year
term starting from January 1, 2014 to Decembe r 31 ,2016.
ANALYSIS:
The San Gabriel Valley Mosquito & Vector Control District promotes cooperation and
communication with property owners , res idents , social and political groups , and other
governmental agencies to aid in the efforts of educating the public about mosquito-borne
diseases . The San Gabriel Valley Mosquito & Vector Control District is governed by a
twenty-four member Board of Trustees w ith one Trustee appointed by each contracting
city and one by the County of Los Angeles . A map of the San Gabriel Valley Mosquito
& Vector Control District is attached (Attachment "A ").
City of Temple City is one of 24 member agencies that comprise the San Gabriel Valley
Mosquito & Vector Control D istrict. The San Gabriel Valley Mosquito & Vector Contro l

District provides mosquito and harmful disease vecto r control services for its membe r
agencies . As part of its membership in t he San Gabrie l Valley Mosqu ito & Vector Contro l
District, Temple City controls one seat on the San Gabriel Valley Mosquito & Vector
Control Di strict's Board of Trustees .
Per the California Health and Safety Co de Section 2024 (a) the term of office for a
member of the board of trustee shall be for a term of two or four years , at the discretion
of the appointi ng authority (i.e ., San Gabriel Valley Mosquito & Vector Control District)
begi nning January 1 and end ing December 31 . City 's current representative servi ng as
a member on the San Gabriel Vall ey Mo squito and Vector Control District Board of
Trustee is Mayor Pro Tern Sternquist. She was appointed in 201 4 for a two year term
(i.e ., e ndi ng on December 31, 2016).
City Council is requested to appoint a qual ified individual prior to the Board of Trustee's
meeting on January 13 , 2017 .
CITY STRATEGIC GOALS :
Adoption of the attached resolution appointing a City representative to serve on the San
Gabriel Valley Mosquito & Vector Control Di stri ct Board of T rustee for a two-year term
end ing December 3 1, 2018 will promote the City Strateg ic Goal of Good Governance .
FISCAL IMPACT:
This item does not have an impact on th e Fiscal Year (FY) 2016-17 City Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
APPO IN TING xxx AS TEMPLE CITY 'S REPRESENTATIVE ON THE BOARD
OF TRUSTEES OF THE SAN GABRIEL VALLEY MOSQUITO AND V ECTOR
CONTROL DISTRICT FOR A TERM OF OFFICE ENDING ON DECEMBER 31 ,
2018
WHEREAS , the San Gabriel Valley Mosqu ito & Vector Control District (District ) promotes
cooperation and communication with property owners , resi dents , social and political groups, and
other governmenta l agencies to aid in the efforts of educating the publ ic about mosquito-borne
diseases. The District is governed by a twenty-four member Board of Trustees with one Trustee
appointed by each con tracting city and one by the County of Los Angeles ; and
WHEREAS , City of Temple City is one of 24 member agencies that comprise the San
Gabriel Valley Mosquito & Vector Contro l District. The District provides mosquito and harmful
disease vector contro l serv ices for its member agencies . As part of its membership in the District ,
Temp le City contro ls one seat on the District's Board of Trustees ; and
WHEREAS , t he City Council may appoint any qualified e lector of the City of Temple City
as the City's represen ta tive on the Board of Trustees.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE :
SECTION 1. Th e City Council does hereb y appoint xxx as its representative on the Boa rd
of Trustees for the District for a period ending December 31 , 2018 ; and
SECTION 2. Such appointment is made upon adoption of th is Resolution by the City
Council taking such action .
