SUBJECT: Hackamore Rd Improvement Project – 90% Design Update
Background
The Hackamore Road Improvement Project was initiated back in early 2020 with the intention of
addressing increased traffic volume, deteriorating pavement conditions, and pedestrian connectivity
along this corridor. The preliminary design efforts allowed both the cities of Medina and Corcoran to
coordinate and partner with multiple development projects to inform critical infrastructure
connections, access to Hackamore Road, securing of right-of-way, and accommodating of the
required stormwater management outside of the roadway corridor. These coordination efforts have
contributed to a less costly project than would have otherwise been possible.
In June of 2022, both cities authorized final design in anticipation of bidding and construction in
2023. Since that time, the project has progressed to a 90% completion level; the work session is
intended to refresh the City Council on the proposed improvements, design changes, and related cost
updates.
Project Location & Design Updates
The proposed project extends from roughly 1,900 feet west of County Road 116 up to the
intersection with County Road 101. Here are a few highlights of changes to the project since 75%
design completion.
• The City of Plymouth, as a part of the CR 47 improvements, included the intersection
improvements of CR 101 with their project constructed in 2022.
• The cities have achieved the goal of utilizing adjacent development areas to fully provide
stormwater treatment meeting the prevailing regulations.
• The cities have successfully utilized the preliminary plans to inform the final design of
adjacent development access points in all locations.
• The City is currently working through right of way acquisition (both temporary and
permanent easements) along a number of the existing single family residences impacted by
the proposed improvements.
• The project has been extended west roughly 400 additional feet.
• For the City of Corcoran, a future watermain corridor is being planned along portions of the
northerly side of the roadway.
• The project team is working on facilitating the undergrounding of private utilities within the
corridor.

Estimated Project Costs & Funding Sources
The current estimated project costs are detailed in the table below and incorporate anticipated
2023 construction costs, a 10% construction contingency factor, and 25% indirect costs which
include engineering, legal, financing, right-of-way acquisition, and administrative costs.

Funding for the project is anticipated to come from a combination of several sources, including cost
sharing agreements with adjacent development projects, awarded LRIP funds up to $750,000, a cost
sharing opportunity with Hennepin County (CIP funding split for CR 116 signal), with the remaining
share split between each City. The City of Medina may consider utilizing State Aid funding for a
portion of their cost split.
Recommended Actions
No formal action is requested, but staff are asking for input on the final design to inform any
potential changes as the project progresses into 100% plans and specifications.
