AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET
AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF
NOVEMBER 1 , 2007, TO OCTOBER 31, 2008, AND AMENDING THE CITY CODE TO
IMPLEMENT THE FEES AUTHORIZED BY THE BUDGET, AND APPROPRIATING
MONEY FROM THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY
GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. A budget and personnel classification plan for the City of Jefferson,
Missouri, are hereby adopted for the period November 1 , 2007, to October 31, 2008. A
copy of the budget and personnel classification plan is attached and made a part hereof,
as fully as if set forth verbatim herein.
Section 2. There is hereby appropriated out of the various funds in the City
Treasury such monies as are provided for in the budget for the City for the period
November 1, 2007, to October 31, 2008, to defray the cost and expense of operating the
City government during that period in accordance with the budget.
Section 3. The City Code, Chapter 1 , Section 1-18, is hereby amended to read as
follows:
CHAPTER 1
GENERAL PROVISIONS
Sec. 1-18 Form of Payment.
Whenever any provision in this Code calls for payment by any person or entity,such payment may be in the
form of cash or check.
A. Payments in cash may be made in bills (Federal Reserve Notes) or silver coins of the United States,
provided,however,that no person shall have the right to pay,upon any one debt, dimes and half dimes to an amount
exceeding ten dollars,or of twenty and twenty-five cent pieces exceeding twenty dollars,or pennies,not to exceed one
dollar. (Authorized by§408.010 RSMo)
• B. Payments may be made by money order, cashiers check, or other negotiable instruments approved in
advance by the city.

C. Payments may be made by check under such conditions as the Finance Director may prescribe. For any
• check which is returned,payment is stopped,or the check is dishonored,the maker thereof shall pay the city an additional
charge which shall be deducted first from any subsequent payment to the city for
any purpose. The additional charge shall be as set forth in Appendix Y.

D. Unless otherwise provided, all fees shall be non-refundable and not pro-rated.
Section 4. The City Code, Chapter 3, Sections 3-10 and 3-30, is hereby amended
to read as follows:
CHAPTER 3
ADVERTISING AND SIGNS'
ARTICLE I.IN GENERAL
Sec.3-10.Permits.
After the effective date of this chapter,any person,firm or corporation shall obtain a permit before erecting or
` constructing any permanent sign. The Electrical Inspector shall inspect all exterior and interior electrical signs that use
110 volts or more for compliance with the Jefferson City Electrical Code. The permits shall be obtained from the
Department of Community Development after the payment of the fee(s). 6ity emincil. Fees shall
• be as set forth in Appendix Y.

Sec.3-33.Application for Mural Permit.

Section 5. The City Code, Chapter 8, Sections 8-3, 8-5, 8-20, and 8-33, is hereby
amended to read as follows:

Sec.8-3. Amendments to National Electrical Code 2005.
• 1. Fees for License-A fee is required to obtain an electrical contractor's

license. This license is renewable annually upon payment of the established annual fee
do#ars(S i O@-" and said license shall be renewable during January of the following calendar year. The calendar year
• of each licensing period ends on December 31. The Board shall issue a master electrician's license or journeyman
electrician's license to an applicant who successfully passes the required examination and the necessary payment offtftq
dollar, ($5t}@@j of the established fee is paid to the Electrical Inspector. Said license shall be a permanent license
subject only to the revocation section hereof. Fees,except for building permit fees which shall be established by the
City Council, shall be as set forth in Appendix Y.
P. Apprentice - It shall be mandatory for an apprentice electrician to acquire a yearly apprentice electrician
certificate from the Electrical Inspector for the established fee as set out in Appendix
Y. This temporary permit shall be renewable in January of each calendar year. Each application for temporary
apprentice electrician certificate shall contain the applicant's name,home address,telephone number,the number of hours
of work performed,and the employer's name and address.
Q. Industrial Maintenance Electrician - Examination for Industrial Maintenance Electrician -Application for
examination for industrial maintenance electrician license shall be made in writing to the Electrical Inspector who shall
refer the applicant to the Board. The application shall state the name of the applicant,the home address and telephone
number. Upon receipt of the written application,the Board shall reply within twenty(20)days giving the applicant a
place and time for the examination. The type of examination required will be determined by the Board of Electrical
Examiners. The fee for this license shall be the established fee as set out in Appendix
Y.
Sec.8-5. Amendments to the International Plumbing Code 2003.

109.2.4 Plumbing Contractor License:Persons desiring a Plumbing Contractor License shall be or employ full
time a licensed Master Plumber and maintain a two thousand dollar($2,000) surety bond. Said bond shall
• indemnify and keep harmless the City of Jefferson from all liability from any accidents or damages arising from
negligence or unskillfulness in doing or protecting work or any unfaithful or inadequate work done in pursuance
of the Plumbing Business and that all street and right of way shall be restored to a condition acceptable to the
City of Jefferson,Department of Community Development and shall maintain the acceptable
condition for a period of one(1)year thereafter. This license is renewable annually for a fee of(168.66)mic
ors and shall be renewed during January of the following calendar year. Persons licensed as a
Plumbing Contractor shall immediately notify the Plumbing Inspector, in writing, of any changes of name,
address,.phone number,or location of their plumbing business.Fees shall be as set forth in Appendix Y.

109.2.5 Master Plumber Licenses:Persons desiring a license shall have been licensed as a journeyman with the
City of Jefferson a minimum of two(2)years or provide proof of licensed journeyman or master experience
acceptable to the Board,and score a minimum of 75%on the City of Jefferson's Master Plumber Examination.
This license requires payment of an @)established fee and is permanent unless revocated
for cause. Fees shall be as set forth in Appendix Y.

109.2.6 Journeyman Plumbing Licenses: Persons desiring a license shall have been licensed as an apprentice
with the City of Jefferson a minimum of four(4)years and shall have worked under the direct supervision of
a licensed journeyman or master plumber during these four(4)years or show proof of four(4)years plumbing
experience acceptable to the Board and score a minimum of 75%on the City of Jefferson Journeyman Plumbers
Examination. This license requires payment of an @j established fee and is permanent unless
revoked for cause. Fees shall be as set forth in Appendix Y.

109.2.7 Apprentice Plumber License:Persons desiring a license to work as an apprentice plumber shall submit
their name,address,phone number and social security number with the ten dollar($i 0."established fee to
the Plumbing Inspector. This license is renewable each calendar year. Holder of an apprentice plumber license
may only work under the direct supervision of a licensed master or journeyman plumber. The ratio of
apprentices to journeyman or master is two(2)to one(1).

Sec.8-20. Permit fees and Penalties.
• The fees for building construction permits shall be in accordance with the following schedule:
1. The Fee for a Residential Building Permit shall be the Construction Value multiplied by a
factor of 0.0025 (0.25%)except that a minimum fee of$10.00 shall apply. The fee shall
include Building,Electrical,Mechanical and Plumbing Permits.
A Residential Building is defined as a one or two family dwelling.
2. The Fee for a Non-Residential Building Permit shall be the Construction Value multiplied
by a factor 6.6636(9-3656)0.0035(0.35%)beginning November 1,2007,0.0040(0.40%)
beginning November 1, 2008, 0.0045 (0.45%) beginning November 1, 2009, 0.0050
(0.50%)beginning November 1,2010 and thereafter,except that when the Construction
Value is over$2,660,600$10,000,000, the amount over$2,666,660$10,000,000 shall be
multiplied by a factor of.66H .0020-f9- 0( 20%).The fee rate breakpoint amount,
initially $10,000,000, shall be adjusted annually, on or about November 1st, by the
Finance Director at a rate similar to any increase in the Consumer Price Index.
The fee shall include Building,Electrical,Mechanical and Plumbing Permits.
3. A fee of Ten Dollars ($10.00) shall apply for maintenance and repair work where the
Construction Value is less than Two Thousand Dollars($2,000.00)
4. The Construction Value shall be determined by the Building Official based on the latest
edition of the R.S. Means Cost Data for new construction. The emistitretion Value fb.
5. The Building Official may,after the permit is issued,adjust the fee for work that is added if
• the added work results in an increase in the Construction Value.
6. Fire inspections - The aforementioned fees include the cost of providing fire inspection
service on new construction.
7. FEE FOR PENALTY FOR FAILURE TO OBTAIN A BUILDING PERMIT:
Where work for which a permit is required by this Code is started prior to obtaining
said permit,the fees specified in Section 8-20 of the Code of the City of Jefferson
shall be doubled. Should any person,firm or corporation corm-nit a second offense
by starting work without permit after so doing on a previous occasion,he shall pay
three times the customary fee in order to obtain the necessary permit. Any offense
shall subject the offender to prosecution under section 116.4. In the event any
person firm or corporation fails to obtain the necessary permit(s)within 5 days after
being notified in writing to do so by the Code official,he shall pay in addition to the
usual fee or increased penalty as provided above the sum of$25.00 for each day in
excess of the aforesaid 5 days that transpire prior to his obtaining the necessary
permit. The payment of any or several of the above stated penalty fees shall not
relieve any person,firm or corporation from fully complying with the requirements
of this code in the execution of the work nor from any other penalties prescribed
herein.
8. The aforementioned fees shall be in effect beginning Nov. 1,266-3-2007.

• one month and any period of more than thirty(30)calendar days and not more than one calendar year shall be treated
as a year. The annual fees herein provided for shall be assessed on a calendar year basis,and on and after July 1 the
amount of the fee for such annual licensees shall be one-half the amount stipulated for the remainder of the year.

Sec.24-104.Fees for canvassers or solicitors.

Section 9. The City Code, Chapter 28, Section 28-2, is hereby amended to read

Sec.28-2. Fees.
A. Food establishments shall pay an annual inspection fee based on their annual gross receipts according to
the following schedule:

1. The annual fee for food establishments shall be the dollar value of gross receipts time a factor
of 0.0025(0.25%)
2. The annual fee for non-food establishments that serve prepared food,shall be one half the dollar
value of gross receipts time a factor of 0.0025 (0.25%) or the minimum fee whichever is
greater.
• 3. The maximum fee shall initially be Five Hundred dollars($500.00).
4. The minimum fee shall initially be Three Hundered Seventy Five dollars($375.00).
B. The annual inspection fee shall be paid to the Finance Department when the application for business license
or business license renewal is submitted.
C. The annual gross receipts used in determining the amount of the annual inspection fee shall be the same as
the annual gross receipts submitted by the food establishment as part of its business license application.
D. Only one annual inspection fee shall be charged for each food establishment, even if more than one
operating permit is issued.
E. Food establishments shall pay an administrative service fee for of one hundred dollars ($100.00) per
inspection for the second and subsequent reinspection required to correct violations noted during the inspection process.
The administrative service fee shall be paid to the Finance Department when the next application for a business license
renewal is submitted.
F. Persons/Organizations conducting a temporary food event(an event lasting less than fifteen(15)days)shall
pay an inspection fee as— follo x.. set forth in Appendix Y.

operating permit.

Sec. 32-10. Change in grading, paving, etc., necessitating change in location of water pipe, hydrant, etc.;
installation of water pipes,etc.,generally.
When any street,bridge or other public place in,upon,over,across or under which any main,pipe,hydrant,
appurtenance or other facility of any person engaged in the business of selling water to the public has been placed shall
be graded,curbed,paved or otherwise changed so as to make relocation or any change in the existing installation of such
mains,pipes,hydrants,appurtenances or other facilities necessary,such person,his successors and assigns,shall make
such necessary change, but the cost of such change shall be paid one-half by such person and one-half by the city;
provided,that before such person installs any main,pipe,hydrant,appurtenance or other facility hereunder,application
shall first be made to the city council for the establishment of permanent grades,curb lines and sidewalk lines,unless
permanent grades,curb lines and sidewalk lines have already been established,and that such applicant shall then install
such mains,pipes,hydrants,appurtenances and other facilities in accordance with such permanent grades and lines. The

city shall promptly establish such permanent grades and lines upon such a pp lications,and such mains, hydrants,
appurtenances and other facilities shall not be installed until such grades and lines shall have been established. An
application fee shall be paid. Fees shall be as set forth in Appendix Y.

A. There is hereby established a fee ' asset forth in ADDendix
Y for a curb cut or driveway permit,which amount shall be paid to the Director of Community Development;provided,
however,if any wedging is necessary,this amount may be revised to include the minimum cost of the bituminous street
cut permit. The finance department shall endorse its receipt of the permit fee on the original and both copies of the
application,retain one copy thereof and return the original and the other copy to the applicant.

B. Any entity that is granted rights to sell aviation fuel at the airport shall Day to the City a flowage fee

ARTICLE V.TAXICABS'
DIVISION 2 TAXICAB BUSINESSES AND VEHICLES
Sec.34-60 Permit Required.
i
1. It shall be unlawful for any person,corporation or partnership to operate or conduct a taxicab business or
limousine service or similar business within the city limits without first obtaining a permit.
(A) It shall be unlawful for any person, corporation or partnership to operate any vehicle for hire
within the city limits of Jefferson City unless that vehicle has a permit issued to it and the vehicle permit fee
has been paid.
(B) The annual permit fe for the first vehicle and
6j for each additional vehicle shall be as set forth in Appendix Y.The annual fee shall be
waived during the first permit period.
(C) The permit shall be good from date of issuance until June 3Y of the following year.
(D) All permits issued under this chapter shall expire after one year,or upon the prescribed renewal
date,which ever first occurs. The fee shall be as set forth in Appendix Y for renewal of the taxi
