Kathleen Martin was re-elected as the Mayor of Medina, serving a two-year term. Todd Albers and Dino DesLauriers were re-elected to serve four-year terms on the Medina City Council. The newly elected officials will be sworn in at the January 3, 2023 City Council meeting. Vote totals for all of the Medina candidates and other election results can be viewed at https: //electionresults.sos.state.mn.us / Hackamore Road Reconstruction Spring/Summer 2023 Project Website Now Active The cities of Medina and Corcoran are currently planning for reconstruction and improvements to Hackamore Road between County Road 101 and Medina Lake Drive. Construction is anticipated during the spring and summer of 2023. Final design is currently underway and the cities intend to go out for bid over the winter. O •• 0 O . Proposed improvements include the addition of turn lanes, widened paved shoulders, pavement rehabilitation and ultimately a trail along the north side of Hackamore Road along with other pedestrian improvements. An open house will be scheduled during the spring of 2023, prior to construction, to discuss schedule, detours, and similar subjects. In the meantime, more information is available on the project website, accessible by the QR code to the right or at https://hackamore.medinamn.us www.medinamn.us Dec 2022 / Jan 2023 Public Works Planning Sidewalks and Snow Removal The City of Medina has a snow plowing priority route schedule as follows: 1) Main collector roads 2) Residential streets 3) Cul-de-sacs and dead-end streets 4) Trails Please keep this in mind on snow deanup days and remember to stay a safe distance from snowplows as it may be difficult for them to see you. To limit damage to sod, it is advised to place a marker along curb lines; however, metal poles are strictly prohibited within the City right-of-way. The City will not be responsible for any damage to obstacles that are located in the right-of-way, such as sprinkler heads, fences, garden areas, etc. The City is also not responsible for repairing grass or sod that has been damaged in the right-of-way. Please check your mailbox for sturdiness and repair as needed. The City will not be responsible for damage to mailboxes or support posts caused by snow or ice coming into contact with the mailbox. It is the responsibility of property owners to remove snow and ice on their own sidewalks within 12 hours after it has ceased to snow per City Code No. 420. However, please use ice control sparingly for sidewalks and other areas because after it enters the storm drain, it eventually ends up in local lakes and rivers. Pollinator Habitat Cost -Share Funding tita CLAN BYE E the CHANGE Pollinator gardens matter! Creating an interconnected web of pollinator gardens is a goal vital to restoring balance to our ecosystem. A strong ecosystem allows plants and trees to improve air quality. Minnesota residents are eligible to apply for Lawns to Legumes cost -share funding of up to $350 to create pollinator habitat in their yards. The application period is open until Jan. 18, 2023, and applicants will be chosen and notified in February. Growing a pollinator habitat in your landscape comes with a bounty of benefits, including erosion control, as they stabilize soil, slow down rainwater runoff, and protect topsoil. Applications will be chosen through a randomized drawing, though priority will be given to projects within higher priority areas (see priority map), and to equitable geographic distribution. For more information and to apply: hops://bluethumb.org/lawns-to-legumes/apply/ The Effects of De -Icing Salts on Water Quality Salt flushes into storm drains and drainage ditches that empty directly into Medina' s lakes and wetlands, threatening the freshwater plants and animals that live there. Just a teaspoon of road salt pollutes 5 gallons of water — forever. Whenever possible, skip the de-icers! ► Your best option is to shovel as soon as you can. ► Use sand or gravel to add traction to icy surfaces. ► Store de-icers in an air -tight container. ► When you must use de-icers, remember a little salt goes a long way! Land Use Applications Under Review The following land projects are currently under review by the City. Meander Park and Boardwalk— Meander Rd, east of Arrowhead Dr — Medina Ventures has requested Planned Unit Development (PUD) General Plan and Preliminary Plat approval for a commercial development. The applicant proposes to construct an event center and spaces for a restaurant, daycare center, and other retail uses. The project also includes four twin -home units north of Meander Rd, west of Fields of Medina. The Planning Commission reviewed at the November 9 Planning Commission meeting and recommended approval subject to some adjustments. The City Council is scheduled to review at their December 6, 2022 meeting. NEST Lorain/Scannell Industrial— East of Arrowhead Drive, south of Highway 55 — Loram and Scannell Properties have requested approval of a preliminary plat and site plan review for development of three buildings with approximately 396,000 s.f. of warehouse/industrial uses. The Planning Commission held a public hearing on the request at their October 11 meeting and recommended approval subject to certain adjustments. The applicant is updating plans and will be presented to the City Council when complete, potentially at the December 20, 2022 or January 3, 2023 meeting. 2023 Park & Planning Commission Openings The City is seeking residents to serve on the Medina Park Commission and Planning Commission. Each commission currently has two appointments available, with terms expiring December 31, 2024. These cornmissions are volunteer recommending bodies to the City Council. The Park Commission meets the third Wednesday of each month at 7 p.m. in Medina City Hall. The Planning Commission meets the second Tuesday of each month at 7 p.m. in Medina City Hall. Deadline for applications is Friday, Decem- ber 16th. Link to Elevate Business Platform: www.ElevateBusinessHC.com Page 2 Dec 2022 / Jan 2023 Page 5 Dec 2022 / Jan 2023 Public Safety Crime Alert: Vehicle Thefts and Break -Ins The Medina Police Department has seen an increase in reports of stolen vehicles and thefts from vehicles that have occurred over the past few months. Two vehicle thefts were reported in just over one week span in October. In both cases, the keys were left in the Vehicles, and the vehicles were left unlocked in the driveway. This has been a recent crime trend with criminals coming to the suburbs and "car shopping" in wealthy neighborhoods. Typically this crime has been committed in the very early morning hours when most people are sleeping, but our most recent vehicle theft occurred in the early afternoon in broad daylight. Stolen vehicles and thefts from vehicles tend to be crimes of opportunity, do your part to keep your property and belongings safe: • Do not leave your car unlocked and close all windows, sunroofs, and convertible tops. • Do not leave valuables in plain view. If you have valuables you need to store in your car, place them in the trunk before reaching your destination. Thieves have been known to look for people placing valuables in trunks who then walk away from their cars. • Lock all entrances to your home, including garage service doors, and close overhead garage doors at night. Open and unlocked doors provide quick and easy access to cars and items in garages and homes. • Lock all cars left in driveways or on the street overnight. Thieves can use garage door openers found in unlocked cars in driveways to access garages and homes. • Do not leave valuables such as purses, wallets, and electronics in cars parked in driveways or garages overnight, also consider tucking these items away inside your home, rather than leaving them by the door. • Even when vehicles are left in your garage, consider removing keys and key fobs from the vehicles and keeping them somewhere secure inside your home. It is also best not to leave these items near the garage -to -house entry door. • Don't leave vehicles running on cold mornings with the keys in the vehicle. Consider purchasing a remote starter to warm up cars. Police are asking residents to be alert and report any suspicious activity by calling 911 immediately. Toys for Tots The Medina Police Department will be collecting toys for the Toys for Tots Program. There will be a box located in the Police Department lobby and downstairs in the City Hall lobby. By doing so, you could potentially qualify for a homestead market value exclusion that could save you money on your property taxes the following year. To qualify, you must own and occupy the property as your primary residence. Qualified relatives of the owner may also apply for homestead classification.
