Forbes , A ICP , Community Development Directo r41'4 By : Jennifer Venters , Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEET ING O F NOVEMBER 8, 2016 RECOMMENDATION : The City Council is requested to receive and f ile the Planning Comm ission (Commission) actions from their meeting of November 8 , 2016 . BACKGROUND : On November 8 , 20 16 , the Commission held their regu larly scheduled meeting . ANALYSIS : The following is a summary of actions taken at the November 8, 2016 meeting : 1. ROLL CALL: Present: Commissioner -Cordes , Leung , O 'Leary, Vice-Chair Marston , Chair Haddad Absent: Commissioner -None Excused : Commissioner-None City Counc i l January 3, 2017 Page 2 of 3 2 . CONSENT CALENDAR The Commission approved the minutes from their regular meeting of October 11 , 2016 . 3. PUB LI C HEAR IN G A. A CONTINUED COND IT IONAL USE PERMIT FOR A 3,640 SQUARE FOOT RESTAURANT LOCATED AT 9549 LAS TUNAS DR IVE The Commission approved a conditiona l use permit to allow a restaurant (Bay Garden Cafe) at 95 49 Las Tuna s Drive . Bay Garden Cafe plans to serve various American and Asian dishes and sell beer and wine . The restaurant will consist of a bar/drink preparation area , kitchen , restrooms , and a dining room with a seating capacity of 102 persons . The hours of operation are f rom 8:00 a .m. to 12 :00 a .m . (midnight), seven days a week . The property is located in the City Center (CC) Commercial District of the Downtown Specific Plan , and is designated as General Commercial by the City's Genera l Plan. B . A COND ITIONAL USE PERMIT FOR A 1,463 SQUARE FOOT FOOD AND DRINK ESTABLISHMENT SELLING BEER AND WINE LOCATED IN THE CAMELLIA SQUARE SHOPPING C ENTER LOCATED AT 5728 ROSEMEAD BOULEVARD, UNIT 106 Th e Commission appro ved a conditiona l use permit to a ll ow a restaurant (Green Zone Restaurant) located at 5728 Ro semead Boulevard , Unit 106 . Green Zone Restaurant plan s to serve organic Pan-Asian cuisine . The dining area layout inc lud es a total of 3 8 sea ts , with no outside dining . Green Zone Restaurant will opera te seven days a week , between the hours of 8 :00 a .m. to 10 :00 p .m . The property is located in th e C-2 zone , and is designated as General Commercial by the City's General Plan . C. A COND IT IONAL USE PERMIT AND MAJOR SITE PLAN REVIEW FOR A NEW P UBLIC PARKING LOT AT THE NORTHEAST CORNER OF WORKMAN AVENUE AND TEMPLE C ITY BOULEVARD The Commission approved a conditional use permit and a major site plan revi ew for a new public parking lot at the northeast corner of Workman Avenue and Temp le City Boulevard . The 27 space parking lot will be provided with landscaping and amenities to include river-rock beds , large granite boulders , a public seating area with ben ches , LED lighting , and trees . The property is located in the Temple C ity Boulevard Commercial District (TC) Commercial Di strict of the Downtown Specific Plan and is designated as Genera l Commercial by the City's General Plan . UPDATE FROM THE PLANN IN G MANAGER Plan ning Manager Reimers updated the Commission that the KTV karaoke business will be considered by the City Council November 15 . 8 . ADJOURNMENT The Commission meeting was ad j ou rn ed at 8 :39 p .m. CITY STRATEGIC GOALS : Approval of th e Commission actions of November 8 , 2016 furthers the City's Strategic Goa ls of Citizen Education and Communication . FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2016-17 City Budget.
