Forbes , A ICP , Community Development Director~ By: Je nnifer Venters , Pla nn ing Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF DECEMBER 13 , 2016 RECOMMENDATION: T he Ci ty Counci l is requested to recei ve a nd file the Planning Commission (Commission) actions from their meeting of December 13, 2016 . BACKGROUND: On December 13 , 2016 , the Commiss ion held their regu larly scheduled meeting . ANALYSIS : T he following is a summary of actions taken at the December 13 , 2016 meeting : 1. RO LL CALL : Present: Co m missioner-Leu ng , O 'Leary , V ice-Chair Marston , Chair Haddad Absent: Co mmissioner-None Exc used : Co mmi ss io ner -Cordes City Council January 3 , 2017 Page 2 of 3 2 . CONSENT CALENDAR ---------------------------- The Commission approved the minutes from their regular meeting of November 8 , 2016 . 3 . PUBLIC HEARING A. A CONDITIONAL USE PERMIT FOR THE ESTABLISHMENT OF AN AFTERSCHOOL TUTORING BUSINESS. THE BUSINESS PROPOSES TO OPERATE BETWEEN 7 :00 A.M . AND 7 :00 P .M., MONDAY THROUGH SATURDAY. The Commission approved a conditional use permit to allow an afterschool tutoring business (Afterschool Planet) located at 5644 Rosemead Boulevard . Afterschool Planet will tutor up to 20 students on their homework and extra- cu rricular activities on an as -need basis . A maximum of three teachers/administrators will be onsite t o tutor students. The property is located in the C-3 zone , and is designated as Heavy Commerci al by the City's General Plan . B. A CONDITIONAL USE PERMIT FOR THE ESTABLISHMENT OF A 3 ,600 SQUARE FOOT FITNESS CENTER/GYMNASIUM , PROVIDING FITNESS TRAINING AND CLASSES The Commiss ion approved a conditional use permit to allow a fitness cente r (3volution 7itness) located at 5214 Rosemead Boulevard . Servi ces prov ided i nclude fitness programs with one-on -one coaching , nutritional meal plans , and group training classes of up to 15 trainees at any given time. The hours of operation are from 6 a .m . to 9 p .m . seven days a week. The property is located in the C-2 zone , and is de signated as General Commercial by the City's General Plan . 4 . UNFINISHED BUSINESS-None 5. NEW BUSINESS-None 6 . COMMUNICATIONS-None 7 . UPDATE FROM THE PLANNING MANAGER Planning Manager Reimers stated that the conditions of approval for a Starbucks being cons idered by t he C ity of El Monte Plann i ng Commiss ion has been mod if ied in consideration of adja cen t Temple City residents . Next he reported that re c ommendations for the General Plan w i ll be brought to the Comm ission by City Council Janua ry 3, 2017 Page 3 of 3 February and the draft Environmenta l Impact Report will reach the Commiss ion in spring of 20 17 . He announced th at building permits will be pulled by the end of the year for the 28 unit condomi ni um development project on McCulloch Avenue . Lastly, he announced that the next Planning Commission meeting will take place J anuary 24 . 8.
