Minutes of the Regular Meeting
October 18, 2010
1. Call to order
Chair Cornelious called the meeting to order at 4:01 p.m.
2. Pledge of Allegiance
Chair Comelious led the Pledge of Allegiance.
3. Invocation
Commissioner P. Calderon led the invocation.
4. Roll Call
Commissioners Frank Calderon, Pearline Calderon, Dion Cornelious, and Arthur Martinez, were
were present. Commissioner Manny Perez was absent. Staff members Josef Kekula, Albert
Espinoza, and Natalia Medina were present.
• 5. Acknowledgement of Posting
Josef Kekula acknowledged the posting of the agenda.
6. Approval of the minutes of September 20, 2010.
It was moved by Commissioner P. Calderon, seconded by Commissioner F. Calderon, to
approve the minutes.

Commission Oral Communications
Commissioner F. Calderon asked staff to look into the automatic doors at the Senior Center.
Commissioner Cornelious inquired why the Sheriff's Department and the Animal Control
_ Department were not present at the meeting. He commented on the Lynwood Skate Park and
the Christmas parade.
Commissioner Martinez commented on the need to install a"keep clear" sign in front of the fire
station on Imperial Highway. He inquired why there are no name plaques for the
commissioners.
Commissioner P. Calderon reported on the following: thanked staff for cleaning the graffiti on
Long Beach Boulevard and for informing the commission on the pipeline safety meeting. She
requested staff to look into the automatic doors at the Senior Center.

SUBJECT: ABBOTT ROAD AND ALEXANDER AVENUE
INTERSECTION CONTROL IMPROVEMENT
RECOMMENDATION:
It is recommended that the Traffic and Parking Commission review this report and
support staffs recommendation relative to the installation of three red flashing beacons
on stops signs located on Abbott Road and on southbound Alexander Avenue.
BACKGROUND:
Staff received a resident complaint that stops sign located on Abbott Road and
Alexander Avenue did not have flashing beacons. As such, staff conducted a field
inspection and survey,ed all existing intersections on Abbott Road for traffic control
devices and flashing;6eacons.
ANALYSIS:
Abbott Road is one of the City's main east-west collectors. This road has four lanes,
two eastbound and two westbound and the road width varies between 70 feet to 65
feet. There are no raised or painted medians and estimated daily traffic volume is
12,000 vehicles. There are only five are mufti-way stops on Abbott Road and of those 5
only one multi-stop intersection does not have a red flashing beacons installed.
Based on the field inspectiort, the roadway width and the existing use of flashing
beacons, it would be appropriate to install red flashing beacons on the east-west stop
' signs located on Abbott Road and Alexander Avenue. In addition, because of the
roadway width 55 feet, the number of southbound lanes (2) and the higher observed I

vehicle volume it would also be appropriate to consider installation of a red flashing
beacon at the stop sign location on Alexander Avenue north of Abbott Road.
Alexander Avenue south of Abbott Road is 35 feet wide and is consider a normal
residential street and as such no red flashing beacon is recommended at this location.
