The Induction Meeting of the Bal Harbour Village Council was held on Monday, April 20, 1987 at the Bal Harbour Village Hall. The meeting was called to order at 10:00 a.m. by Mayor Sol M. Taplin and the roll was called. Those present were: Mayor Sol M. Taplin James E. Boggess Richard H. Olsen Estelle Stern Also present: Louise K. Miller, Village Manager Richard J. Weiss, Village Attorney Carole S. Morris, Village Clerk Report of Election Results: The Village Clerk was recognized and she reported to the Council on regarding the Village Council Election held on Tuesday, April 7, 1987. Some 745 ballots were cast - for a 40% turnout. The winners of the election were as follow: District 2 - Estelle Stern; District 4 - James E. Boggess; District 5 - Richard H. Olsen. As Mrs. Stern and Mr. Boggess received the highest vote totals, they will serve 4 year terms, Mr. Olsen will serve a 2 year term. Adoption of Resolution Certifying Results: A motion was offered by Mr. Taplin to adopt a Resolution certifying the election results and seconded by Mr. Boggess. The motion carried unopposed (4-0) becoming RESOLUTION NO. 330 RESOLUTION OF BAL HARBOUR VILLAGE ANNOUNCING COUNCIL ELECTION RESULTS; CERTIFYING COUNCIL ELECTION RESULTS; PROVIDING FOR AN EFFECTIVE DATE. Temporary Meeting Chairman: It was agreed by all present that Mr. Taplin would serve as Temporary Meeting Chairman. Election of Mayor and Assistant Mayor: A motion was offered by Mrs. Stern that Mr. Olsen serve as Mayor and seconded by Mr. Boggess. As there was no discussion the motion carried unanimously (4-0). Mr. Olsen was thusly elected Mayor. A motion was then offered by Mr. Boggess that Mrs. Stern serve as Assistant Mayor. As there was no discussion the motion carried unanimously (4-0). Mrs. Stern was thusly elected Assistant Mayor. Oath of Office to New Council Members: The Village Clerk swore each of the newly elected officials into office. At this time Mr. Vincent Santucci, 100 Bal Bay Drive, was recognized. Mr. Santucci read, for the record, a letter which each candidate 39 had been asked to sign by the Balmoral Condominium Association. The letter expressed opposition to any movement of the entrance to the Shops and to the expansion of Saks Fifth Avenue (a copy of this letter is on file in the Village Clerk's Office). Mr. Weiss and Mr. Taplin requested that Mr. Santucci hold his remarks until later during the Special Meeting which would follow this session. Selection of a Meeting Date: Mr. Taplin offered a motion, which was seconded by Mr. Olsen, that the Council meeting date remain the last Tuesday in the month at 9:30 a.m. There being no discussion, the motion carried unanimously (4-0). Vacant Council Seat: Mr. Olsen offered a motion that the Council formally accept the resignation of John S. Sherman, as Mayor and Council member. The motion was seconded by Mr. Boggess and carried unanimously (4-0). Mr. Taplin announced that the Council would be accepting resumes from persons interested in filling this seat. Resumes should be directed to the Village Clerk. A tentative deadline of May 15th was set.
