HomeMy Public PortalAbout2004-017 Resolution Regarding Demolition of Structurally Substandard Bldg & Inclusion of Lot in Redevolment TIF DistMember Workman introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.04-17 A RESOLUTION REGARDING DEMOLITION OF STRUCTURALLY SUBSTANDARD BUILDING AND INCLUSION OF LOT IN REDEVELOPMENT TAX INCREMENT FINANCING DISTRICT IN THE FUTURE WHEREAS, the city of Medina (the "City") is considering the establishment of a redevelopment tax increment financing district within the Uptown Hamel and adjacent areas of the community; and WHEREAS, in preparation for the establishment of the tax increment financing district, the City has contracted with the engineering firm of Short Elliott Hendrickson, Inc. ("SEH") to inspect the buildings within the area to determine which of them are structurally substandard; and WHEREAS, there exists a parcel within that area which contains a structure which is so deteriorated and substandard as to pose an immediate threat to health and safety and which may require demolition prior to the date it can be added to the proposed redevelopment tax increment financing district; and WHEREAS, Minnesota Statutes, section 469.174, subd. 10 (d) allows the City to remove a structurally substandard building and to include that parcel in a tax increment financing district within three years of the date of demolition if, prior thereto, the City adopts a resolution finding the structure to be substandard and expressing the City's intent to incorporate the parcel into the tax increment financing district. NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina as follows: 1. The principal building located on the parcel listed on Exhibit A attached hereto is hereby found to be structurally substandard within the meaning of Minnesota Statutes, section Resolution No. 04-17 1 469.174, subd. 10(b) and (c). The City's finding in this regard is based on a report prepared after an interior inspection of the property by SEH. 2. The City hereby declares its intent to include the parcel listed on Exhibit A in a new redevelopment tax increment financing district at a future date and in doing so intends to rely on Minnesota Statutes, section 469.174, subd. 10(d). 3.
