RESOLUTION ESTABLISHING A POLICY AS TO PUBLIC
, � SOLICITATION OF FUNDS AND SALE OF TICKETS FOR
BENEFIT SHOWS AND OTf�R ENTERTAINMENTS BY
BOARDS, COMMISSIONS, AND UNOFFICIAL BODIES
USING THE NAME OF THE CITY IN CONNECTION WITH
THEIR ACTIVITIES AND THE PUBLIC PROPERTY OF THE
CITY EOR THEIR MEETING PLACES AND HEAD@UARTERS,
�AND RESTRICTING SAME.
' The City Council of the City of Lynwood does hereby
resolve as follows:
WI�REAS, considerable confusion has arisen in campaigns
for the solicitation of funds and sale of tickets for benefit shows
and other entertainments by certain boards, commissions, and
unofFicial bodies using the name of the city in connection with
their activities and the public property of the City for their
meeting places and headquarters.
l. That as a condition precedent to any solicitation of
funds or sale of tickets for benefit shows and other entertainments
by boards, commissions, and unofficial bodies using the name of the
City in connection with eheir activities and the public property of
, the City for their headquarters, said boards, commissions, and un-
official bodies shall submit in writing to the City Council a written
application for permit to solicit funds or sell tickets for such
benefit. If said boards, commissions, or unofficial bodies have no
formal organization, said application shall be signed and verified
by all of the members or commissioners asking to solicit funds or
. sell tickets. Applications of all other organizations whall be
signed and verified by the president or other corresponding chief
presiding officer of said organization.
That said application shall contain a statement containing
the following information:
(a) Purpose, plan, and beneficiaries of solicitation or
sale;
�(b) Name of person, firm, corporation, or association
managing or promoting said solicitation or sale, and if a manager or

promoter other than a city board member or commissioner, a brief
statement as to background, experience, and qualifications, with the
names and addresses of at least three reference, preferably City
Managers or Chief Administrative Officers of other municipal
corporations located in Southern California.
2. That the City Council shall, upon the information
submitted as required in Section 1 hereof and upon such other
information as in its discretion it shall obtain from sources open
to it, at one of its regular or special meetings, either deny or
grant permission to the applicant to conduct such solicitation or
sale, and in granting said application the City Council may attach •
any condition to said solicitation or sale as in its uncontrolled
and absolute discretion it may deem proper or expedient.
3. That, i£ after said application has been granted, in
the �udgment of the City Council said solicitation or sale is not
being conducted in compliance with the condition or conditions
attached to the permit or is being conducted in a manner contrary to
the public welfare, it may cancel any further solicitation and sale
forthwith and upon notice thereof the applicant shall forthwith
cease and desist from any further solicitation and sale.
