SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF JANUARY 18,2017 RECOMMENDATION : The City Council is requested to receive and file the Parks and Recreation Comm iss ion actions from their meeting of January 18, 2017 . BACKGROUND: On January 18 , 2017, the Parks and Recreation Commission held their regularly scheduled meeting . ANALYSIS: Following is a summary of actions taken at the January 18, 2017 Parks and Recreation Commission meeting : 1. ROLL CALL : Present: Commissioner-Haddad , Rosso , Vance , Vice-Chairman Baroldi , Chairman Georgine Absent: Commissioner -None Excused : Commissioner-None 2. CONSENT CALENDAR The Parks and Recreation Commission approved the minutes of the December 21 , 2016 meeting and received and filed the monthly report for December 2016 . 3 . UNFINISHED BUSINESS-None City Council February 7 , 2017 Page 2 of 3 4. NEW BUSINESS A. REQUEST FROM DANA CHURCHILL FOR AUTHORIZATION TO ALLOW A SIGN TO BE PLACED IN TEMPLE CITY PARK DURING THE FALUN GONG MEDITATION T IMES The Temple City Municipa l Code prohibits signs in the City's parks without approval from the Parks and Recreation Comm ission , to further any charitable or worthy cause. The Commission considered a request from Mr. Dana Churchill , on behalf of a Falun Gong meditation group , to allow placement of a sign in Temple City Park whenever the group meets. Staff recommended denial since the request was for an ongoing period of time, instead of a specific time frame (i.e. two weeks), and the information on the sign , as presented by the meditation group, could be considered political in nature and could be controversial. The Commission denied the request. B. REQUEST FROM TEMPLE CITY AMATEUR SOFTBALL ASSOCIATION (TCASA) TO WAIVE THE 51 % RESIDENCY REQUIREMENT FOR RESERVED USE OF THE SOFTBALL FIELD AT LIVE OAK PARK FOR THEIR 2017 REGULAR SEASON The Commission approved the request. C. REQUEST FROM TEMPLE CITY AMERICAN LITTLE LEAGUE (TCALL ) TO WAIVE THE 51 % RESIDENCY REQUIREMENT FOR RESERVED USE OF THE BASEBALL FIELD AT LIVE OAK PARK AND AUTHORIZATION TO HANG SPONSOR BANNERS AT LIVE OAK PARK FOR THEIR 2017 SEASON The Commission approved the requests. D. REQUEST FROM TEMPLE CITY AMERICAN YOUTH SOCCER ORGANIZATION (AYSO) FOR RESERVED USE OF THE ATHLETIC FIELDS AT LIVE OAK PARK FOR ALL-STAR PRACTICES FROM FEBRUARY 1 -JUNE 1 I 2017 The Commission approved the request with the condition that use is coordinated with TCASA and TCALL as well as the City's youth soccer program . 5. MATTERS FROM CITY OFFICIALS A. The Commission rece ived the Parks and Recreation Director's Report for January 2017. City Council February 7, 2017 Page 3 of 3 CITY STRATEGIC GOALS: Approval of the Commission actions of January 18, 2017 furthers the City's Strategic Goal of Citizen Education and Communication . FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2016-17 City Budget.
