SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF JANUARY 24, 2017
RECOMMENDATION:
The City Council is requested to receive and file the Planning Commission
(Commission) actio ns from their meeting of January 24 , 2017 .
BACKGROUND:
On Janua ry 24 , 2017 , the Commission held their regularly scheduled meeting .
ANALYSIS:
The following is a summary of actions taken at the January 24 , 2017 meeting :

2 . CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of December
13 , 2016 .
3 . PUBLIC HEARING
A A TENTATIVE TRACT MAP AND A MAJOR SITE PLAN REVIEW TO
ALLOW THE CONSTRUCTION OF FIVE CONDOMINIUM UNITS
LOCATED AT 5350 MCCULLOCH AVENUE
The Commission approved a tentative tract map and a major site plan
review to develop five detached two-story condominium units at 5350
McCulloch Avenue. The project cons ists of three floor plans , the units
ranging from 1,545 square feet to 1,992 square feet of living area. All three
floor plans consist of four bedrooms with the smallest dwelling consisting of
three bathrooms . The tract map will result with a density of 10 .17 dwelling
units per acre , complying with the land use designation . The property is
located in the R-2 zone, and is designated as Medium Density Residential by
the City's General Plan .
B. A REQUEST FOR THE REVIEW AND APPROVAL A TENTATIVE PARCEL
MAP FOR A FLAG LOT SUBDIVISION AND A MAJOR SITE PLAN
REVIEW FOR THE CONSTRUCTION OF TWO NEW SINGLE-FAMILY
RESIDENCES LOCATED AT 5522 ALESSANDRO AVENUE
The Commission approved a tentative parcel map for a flag lot subdivision
and a major site plan review for the construction of two new single-family
residences located at 5522 Alessandro Avenue . The front parcel w ill be a
two-story house with an attached two -car garage , containing a living area of
2 ,934 square feet with four bedrooms and four and a half bathrooms . The
residence for the flag lot will be a single-story residence with an attached
two-car garage , containing a living area of 2 ,726 square feet with four
bedrooms and three-and -a -half bathrooms . The "pole " area of the flag lot,
which is the access driveway for the rear parcel , will be located along the
southern property line . The subject property is 16,614 square feet, therefore
each proposed parcel meets or exceeds the Zoning Code standards for the
minimum land area of 7 ,200 square feet. The property is located in the R-1
zone , and is designated as Single Family Residential by the City 's General
Plan.

C. A CONDITIONAL USE PERMIT TO SERVE BEER AND WINE AT AN
EXISTING RESTAURANT (BANANA BAY) LOCATED AT 5741-5747
ROSEMEAD BOULEVARD
The Commission approved a conditional use permit to serve beer and wine
in conjunction with meals at Banana Bay Restaurant located at 57 41-57 4 7
Rosemead Boulevard . The existing restaurant consists of a drink
preparation area , kitche n, restrooms , and a dining room with a seating
capacity of 149 persons . The business currently operates seven days a
week, between the hours of 11 :00 a.m . and 10 :00 p .m . The property is
located in the C-2 zone , and is des ignated as General Commercial by the
City's General Plan .

7. UPDATE FROM THE PLANNING MANAGER
Planning Manager Reimers announced that the next scheduled Planning
Commission Meeting will take place February 28 . He stated that two items will be
brought forth for cons ideration of the Planning Commission on February 28 ; an
ordinance regarding second dwelling units and thresholds of significance fo r traffic
impacts and significant impacts related to traffic . Lastly , he updated the
Commission regarding a restriping project to take place at the Temple City
Marketplace .

The Commission meeting was adjourned at 8:32 p .m.
CITY STRATEGIC GOALS:
Approval of the Commission actions of January 24 , 2017 , furthers the City 's Strategic
Goals of Citizen Education and Communication .
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year 2016-17 City Budget.
