The City Council is requested to review and approve Minutes of:

B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF JANUARY 11, 2017
The City Council is requested to receive and file actions of the Regular
Transportation and Public Safety Commission Meeting of January 11, 2017.
Recommendation: Receive and file.
C. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF
JANUARY 18, 2017
The City Council is requested to receive and file actions of the Regular Parks
and Recreation Commission Meeting of January 18, 2017.
Recommendation: Receive and file.
D. PLANNING COMMISSION ACTIONS – MEETING OF JANUARY 24, 2017
The City Council is requested to receive and file actions of the Regular
Planning Commission Meeting of January 24, 2017.

E. SECOND READING AND ADOPTION OF ORDINANCE NO. 17-1021
CHANGING THE REFERENCE NUMBER OF ORDINANCE NO. 16-1019 TO
16-1020 PERTAINING TO ADOPTION OF 2017 BUILDING CODE
The City Council is requested to waive further reading and adopt Ordinance

No. 17-1021 changing the reference number of Ordinance No. 16-1019 to 16-
1020.
Recommendation: Waive further reading and adopt Ordinance No.
17-1021.
F. ACCEPTANCE OF WORK FOR THE LIVE OAK PARK WALKING PATH
PROJECT AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION
Construction of the Live Oak Park Walking Path has been completed. The
City Council is requested to accept the work performed by Principles
Contracting Inc. and authorize the City Clerk to file the Notice of Completion.
Recommendation:
1. Accept the work performed by Principles Contracting, Inc. on the Live Oak
Park Walking Path Project (CIP No. P16-01);
2. Authorize the City Clerk to file the Notice of Completion for recordation with
the County of Los Angeles Registrar-Recorder; and
3. Release the 5% retention payment 30 days after recordation.
G. AUTHORIZE NOTICE INVITING BIDS FOR THE HIGHWAY SAFETY
IMPROVEMENT PROJECT FOR TRAFFIC SIGNAL UPGRADES, SIGNS,
AND OTHER SAFETY IMPROVEMENTS AT VARIOUS LOCATIONS
In 2013, Temple City was awarded a Highway Safety Improvement Program
grant to install signs, upgrade traffic signals, and install other safety
enhancements on portions of El Monte Avenue, Lower Azusa Road, Baldwin
Avenue, and Broadway.
Recommendation:
1. Approve the bid package and authorize circulation of the Notice Inviting
Bids for the Highway Safety Improvement Project (HSIPL-5365(009)) for
traffic signal upgrades, signs, and other safety improvements at various
locations (the Project);
2. Concur with Caltrans’ determination and approval that the Project has no
significant impacts on the environment as defined by the National
Environmental Policy Act; and
3. Find the Project categorically exempt from environmental review under the
California Environmental Quality Act (CEQA) pursuant to Section 15301 of
City Council Agenda

the CEQA Guidelines pertaining to minor alterations to existing public
facilities.
H. AUTHORIZE NOTICE INVITING BIDS FOR THE TEMPLE CITY
BOULEVARD HIGHWAY SAFETY IMPROVEMENT PROJECT
In 2013, the City was awarded a Highway Safety Improvement Program grant
for various safety enhancements to Temple City Boulevard from Camino Real
Avenue to Ellis Lane.
1. Approve the bid package and authorize circulation of the Notice Inviting
Bids for the Temple City Boulevard Highway Safety Improvement Project
(HSIPL-5365 (010)) (the Project);
2. Concur with Caltrans’ determination and approval that the Project has no
significant impacts on the environment as defined by the National

I. AWARD OF CONTRACT FOR THE CONSTRUCTION OF A NEW PUBLIC
PARKING LOT AT 5800 TEMPLE CITY BOULEVARD (CIP NO. P17-05)
The City Council is requested to award a contract for the construction of a
new public parking lot at 5800 Temple City Boulevard. Upon award of
contract, project construction is expected to begin later this month.
Recommendation:
1. Award a contract to Green Giant Landscape, Inc. for the construction of a
new public parking lot at 5800 Temple City Boulevard;
2. Authorize the City Manager to execute said contract in an amount not to
exceed $413,896.96; and
3. Authorize the City Manager to approve change orders in an amount not to
exceed $41,389 for unanticipated project costs.
J. ADOPTION OF RESOLUTION NO. 17-5236 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 17-5236 authorizing
the payment of bills.
