REGULAR MEETING MINUTES
JANUARY 3, 2017
1. CALL TO ORDER
Mayor Yu called the City Council Regular Meeting to order at 7:40 p.m. in the Council Chambers
located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember-Chavez, Fish, Man, Sternquist, Yu
ABSENT: Councilmember - None
ALSO PRESENT: City Manager Cook, Assistant City Attorney Murphy, City Clerk Kuo
3. INVOCATION
Pastor Chris Famisaran, Temple City Seventh-Day Adventist Church, provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #174 provided a flag ceremony and led those present in the Pledge of Allegiance.
CEREMONIAL MATTERS - PRESENTATIONS
A. PET OF THE MONTH
Gosia Jaszcur, San Gabriel Valley Humane Society volunteer, introduced the featured pets of
the month "Kermit'. Those interested in adopting Kermit can call the San Gabriel Valley
Humane Society at (626) 286-1159.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Xuemin Zhang, Temple City Library Children's Librarian, announced upcoming library events.
Tracey Liu, Temple City resident, spoke regarding neighbor's tree encroaching on her property.
Frank Ruedel, Temple City resident, spoke regarding hot air ballooning.
Steve Stafford, Temple City resident, commented on AT & T cable television service and flooding in
the alley near his home by Olive.
CONSENT CALENDAR
Councilmember Chavez made a motion to approve the Consent Calendar. Seconded by Mayor Pro
Tem Sternquist and carried by the following votes:

The City Council is requested to review and approve Minutes of the Regular City Council
Meeting of December 20, 2016.

The City Council is requested to receive and file:

2. Actions of the Regular Planning Commission Meeting of December 13, 2016.

C. PARKS AND RECREATION COMMISSION ACTIONS — MEETING OF DECEMBER 21,
2016
The City Council is requested to review the Parks and Recreation Commission actions of
their meeting of December 21, 2016.

D. ADOPTION OF RESOLUTION NO. 17-5230 AMENDING CITY COUNCIL RULES OF
ORDER AND PROTOCOL
City Council is requested to amend their Rules of Order and Protocol to comply with Assembly
Bill 1787 providing at least twice the allotted time to a member of the public who utilizes a
translator.
Action: Adopted Resolution No. 17-5230 amending City Council
Rules of Order and Protocols, Section 10 "Addressing the
City Council", to increase the public speaker time for
speakers requiring translation from three minutes to six
minutes pursuant to Assembly Bill 1787,
E. ADOPTION OF RESOLUTION NO. 17-5231 APPROVING PAYMENT OF BILLS
The City Council is requested to adopt Resolution No. 17-5231 authorizing the payment of
bills.

Commented on flooding in the City and that staff will continue to monitor certain known flooding
locations.
13. UPDATE FROM CITY ATTORNEY
Assistant City Attorney Murphy reported that the City Attorney's office will be working with staff to
update certain City standards to comply with changes of law for the new year.

Frank Ruedel, Temple City resident, commented on the building of Rose Parade floats.
Jerry Jambazian, Temple City business owner, commented on drivers on their cell phones while
driving, flooding in the city, and parade float building.
